이 논문은 제20대 대통령선거에서 유권자들의 정치행태를 분석하고 이번 선거에서 관찰된 선거전략을 평가한다. 특히 쟁점에 대한 유권자 선호가 후보자 선택을 설명하는가를 검토하며, 어떤 유권자들이 어느 공약에 투표했는가를 살펴본다. 더 나아가 이 논문은 분열쟁점 전략에 초점을 두고 “이대남”이라는 프레임과 “여성가족부 폐지” 공약이 유권자들의 후보자 선택과 정책 선호에 영향을 미쳤는가를 파악한다. 선거 후 실시된 설문조사 분석 결과에 따르면 “여성가족부 폐지”와 “사드 추가배치” 공약에 대한 유권자들의 선호는 후보자 선택에 유의미한 영향을 미친 것으로 나타났다. 하지만 20대 남성은 여타 유권자들과 다른 후보자 선택 경향을 보이지 않았으며, 정당에 대한 호감도 변이에서도 유의미한 차이를 보이지 않았다. 반면 20대 남성은 다른 유권자들에 비해 “여성가족부 폐지”에 더 찬성하는 경향을 보였다. 이 결과는 분열쟁점 전략이 후보자 선택에는 효과적이지 못했으나, 관련 정책 선호에는 유의미한 영향을 미쳤다는 것을 보여준다.

This study analyzes political behavior in the 20th Korean presidential election. In particular, this paper examines whether or not issue preferences explain individual vote choice. By focusing on a wedging strategy during the election campaign, I delve into how a frame (framing gender issues as a war between males in their 20s and females in their 20s) and a policy promise (abolishing a ministry dealing with gender issues: “Ministry of Gender Equality and Family”) influence individual political behavior such as vote choice and policy preference. Analyzing survey data, this study reveals that voters tend to vote the campaign promises of abolishing the Ministry of Gender Equality and Family and the additional deployment of THAAD. Regarding the wedge issue, young male voters who are the target of the wedging strategy do not show a distinctive voting pattern compared to other voters. However, they tend to be more supportive for the campaign promise of abolishing the ministry. The results illustrate that the campaign strategy is partially successful in the election.

이 논문은 2022년 지방선거의 결과와 특성을 선거제도의 정치적 효과에 초점을 맞춰 분석하고 있다. 우선, 2002년 지방선거 이후 점차 증가해왔던 투표율이 제8회 지방선거에서 갑자기 50.9%로 낮아졌다. 두 번째, 청년 후보자가 과거 선거에 비해 확연히 늘었고 청년 당선자 비율도 눈에 띄게 증가했다. 세 번째, 전국적으로 2인 선거구 수가 크게 줄고, 3인 선거구와 4인 선거구가 크게 증가했으며, 5인 선거구 6곳도 시범 실시됐다. 이러한 제도적 변화가 대표성 확대로 이어지지 못하고, 오히려 더불어민주당과 국민의힘, 양대 정당의 의석 독점으로 이어졌다. 마지막으로, 제8회 지방선거에서 무투표 당선된 후보자는 508명으로 2002년 지방선거 이래 가장 많았다. 대의민주주의에서 선거의 핵심 기능 중 하나는 가능한 모든 시민의 의사가 의석에 잘 반영되게 하는 것이다. 제8회 지방선거 결과는 사표를 막고, 각 정당의 득표율과 의석비율을 가능한 일치시켜 표의 가치가 왜곡되지 않도록 정치제도 개혁이 필요하다는 것을 보여준다.

This paper analyzes the results of the 2022 local elections, focusing on the political effects of the electoral system. First, the voting turnout, which had gradually increased since the 2002 local elections, suddenly dropped to 50.9% in the 8th local elections. Second, the number of young candidates has significantly increased compared to the previous elections, and the percentage of young people elected has also increased remarkably. Third, while the number of two-member districts has decreased nationwide, three- and four-member ones have increased significantly, and six five-member districts have also been piloted. These institutional changes did not lead to expansion of representation, but rather led to the monopoly of seats by the two major parties, the Democratic Party and the People's Power. Finally, 508 candidates were elected without competition, the highest number since the 2002 local election. Elections in representative democracy should work to ensure that the interest of all citizens is well represented in the parliament. The results of the 8th local election show that political reform is necessary to reduce wasted votes and to increase the proportionality between each party's vote share and seat share, so that the value of votes should not be distorted.
