본 연구는 제2벤처붐이 확산되고 있는 시점에서 해양수산 분야의 창업 실태를 파악하고 2017년부터 본격화된 해양수산 창업지원사업의 실효성을 제고하기 위한 시사점 도출을 목적으로 한다. 이를 위해 해양수산 창업실태조사 데이터를 활용해 빈도 분석을 수행하고 창업기업의 성과와 정책 간의 관계를 t-test와 이항로짓 모형을 통해 실증분석 했다.
분석결과 지난 3년간 해양수산 분야에서 1인 창조기업, 벤처기업 및 소호의 창업이 증가했으며 평균 창업자금은 지속적으로 감소해 해양수산 분야의 창업 문턱이 낮아지고 있음을 알 수 있다. 창업자 특성은 여전히 중장년층 남성의 비중이 높으나 청년과 여성 창업자의 비중 또한 상승하고 있어 특정 계층에 편중된 창업 현상이 개선되고 있다. 그럼에도 불구하고 고부가가치를 창출할 수 있는 기술개발이나 협력제휴는 부족하며, 창업지원사업에 대한 낮은 인지도로 사업 신청률이 저조한 편이다.
t-test 분석결과 창업지원사업을 경험한 기업과 경험하지 않은 기업 간의 이익 발생 여부는 평균적인 차이가 있으며, 이항로짓분석결과 이익 발생 여부에 창업 업종, 형태, 창업지원사업 경험 여부 등이 영향을 미치는 것으로 나타났다. 한편 업종의 차이, 재창업 여부, 창업 동기, 이익 발생 여부 등의 변화는 창업지원사업 참여 확률을 변화시키는 것으로 나타났다.
이를 토대로 해양수산 창업의 활성화를 위해서는 최근의 트렌드를 반영한 비대면 소자본 창업 프로그램과 함께 고부가가치 창출을 위한 신산업 고기술 창업 프로그램의 투트랙 운영이 정책적으로 필요하다. 또한 창업지원사업의 적극적인 홍보와 참여 유인 확대, 해양수산 특화 창업 멘토링과 교육 프로그램의 개설, 정책지원 사업에 대한 접근성이 높은 대학/연구기관을 창업기업 육성을 위한 협력 거점으로 적극 활용할 필요가 있다.

This study identified the status of start-ups in the ocean and fisheries sector at a time when the second venture boom was spreading and drew implications to improve the effectiveness of the ocean and fisheries start-up support project, which began in 2017. Frequency analysis was performed using data from the survey on the status of ocean and fisheries start-ups over the past three years, and the relationship between the performance and policies of start-ups was empirically analyzed based on the t-test and binary logit model.
As a result of the analysis, the number of single-person creative companies, venture companies, and SOHO start-ups has increased significantly over the past three years, and the average funds required for start-ups have continued to decline, lowering the threshold for start-ups in the ocean and fisheries sector. The proportion of young people and female entrepreneurs has risen slightly, indicating that the phenomenon of start-ups that are concentrated in certain age groups is improving. Nevertheless, the growth of companies through technology development or cooperative partnerships that can create high added value is insufficient, and the project application rate is low due to low awareness of start-up support projects.
As a result of the t-test analysis, there is an average difference in whether or not profits are generated between companies that have experienced the start-up support project. And as a result of the binomial logit analysis, It was found that the start-up industry, type, and experience of start-up support projects had an effect on whether profits were generated. On the other hand, changes in industry differences, re-starting status, start-up motivation, and profit generation were found to change the probability of participation in start-up support projects.
Based on these results, in order to revitalize ocean and fisheries start-ups, it is necessary to operate two-track programs for new industries and high-tech start-ups to create high value-added along with non-face-to-face small capital start-ups that reflect recent trends. In addition, it is necessary to actively promote start-up support projects and expand incentives to participate, start-up mentoring and education programs specializing in the ocean and fisheries sector, and actively use universities and research institutions with high access to policy support projects as cooperative bases for fostering start-ups.

회계 정보 투명성 증대와 같이 윤리경영의 중요성이 커짐에 따라 우리나라의 산업에서 높은 비중을 차지하는 제조업 영위 중소기업의 이익조정 행태에 관해 확인할 필요가 있다. 본 연구는 경기변동이 중소기업의 이익조정 행태에 미치는 영향과 산업 특성에 따라 경기변동이 이익조정 수준에 미치는 영향이 달라지는지 확인하였으며 실증분석 결과는 다음과 같다.
첫째, 경기 불황 시 중소기업은 발생액을 통한 이익조정을 선호하는 것으로 나타났다. 하지만 경기 호황 시 이익조정 행태의 차이가 없음을 확인하였다. 둘째, 경기 불황 시 첨단산업 내 중소기업과 비첨단산업 내 중소기업 간 이익조정의 차이가 없었다. 그러나 경기 호황 시 첨단산업 내 중소기업과 발생액을 통한 이익조정에서 유의한 음(-)의 관계가 나타났다. 이는 경기 호황 시 첨단산업 내 중소기업은 세금 회피 등을 위해 발생액을 통한 이익 하향 조정을 하는 것으로 해석된다. 또한, 추가분석을 통해 경기변동이 중소기업의 이익조정에 특수한 상황으로 작용하는 것을 확인하였다.
본 연구는 경기변동이라는 외부환경 요소가 중소기업의 이익 조정에 어떠한 영향을 미치는지 실증적인 증거를 제시하였으며 정책 제정기관에 회계 관련 정책 수립과정에 유용한 정보를 제공할 것으로 기대한다. 또한, 산업 전문 감사인을 육성하여 경기변동에 따라 산업 특성을 이용한 이익조정 수단을 감시할 필요가 있음을 시사한다.

As the importance of ethical management increases, such as the increase in transparency of accounting information, it is necessary to check the earnings management behavior of small and medium enterprises of the Manufacturing Business Commission, which has a high proportion of the Korean industry. This study confirms that the impact of economic fluctuations on the earnings management behavior of SMEs and that the effects of economic fluctuations on the level of earnings management differ depending on industry characteristics, and the results of the empirical analysis are as follows.
First, we found that during economic downturns, SMEs prefer to adjust profits by accruals. However, we confirmed that there was no difference in earnings management behavior during economic booms. Second, during the recession, there was no difference in earnings management between SMEs in advanced industries and SMEs in non-advanced industries. However, when the economy was booming, there was a significant negative (-) relationship between SMEs in high-tech industries and earnings management through the accrual amount. This is interpreted to mean that SMEs in cutting-edge industries during economic booms adjust profits downward through the amount of accrual in order to avoid taxes. In addition, through additional analysis, it was confirmed that economic fluctuations act as special circumstances for SMEs' earnings management.
This study provides empirical evidence of how external environmental factors such as economic fluctuations affect the earnings managements of SMEs, and is expected to provide policy-making bodies with useful information in the process of formulating accounting-related policies. do. It also suggests that it is necessary to develop industry-specific auditors and monitor earnings management measures that utilize industry characteristics in response to economic fluctuations.

이 연구는 산업 유형에 따른 임금의 차이가 기업 규모에 따라서 다르게 나타나는지 확인하고, 임금근로자의 업무 환경의 위험도가 임금에 미치는 영향을 산업의 특성을 고려하여 확인하는 것을 목적으로 하였다. 이를 위해 산업안전보건연구원의 제 6차 근로환경조사 자료를 활용하여 일원분산 분석과 위계적 선형모형 분석을 실시하였다.
분석 결과, 소상공인 및 중소규모 사업체 근로자의 임금은 산업유형별로 차이가 있는 것으로 나타났다. 소상공인 사업체 근로자의 업무환경이 위험에 노출된 정도가 높을수록 더 적은 임금을 받고 있었으며, 업무환경이 정신적으로 위협되는 정도가 높을수록 더 많은 임금을 받고 있는 것으로 나타났다. 이는 산업 유형별 차이를 가정한 랜덤효과 분석에서도 동일한 결과를 보였다. 중소규모 사업체 근로자의 경우 업무환경과 임금의 관계가 유의미하지 않은 것으로 나타났다.
연구 결과에 따른 제언은 다음과 같다. 중소기업 근로자의 업무환경에 대한 적절한 보상을 제공할 수 있는 구체적인 보완 방안 마련이 필요하다. 또 중소기업 근로자의 안전을 보장할 수 있는 법적 조치가 확대될 필요가 있다. 향후 연구 방향으로는 근로자의 역량, 교육 수준 등이 함께 고려되어야 한다. 정성적 지표인 근로자의 주관적 보상 만족도와 산업의 특성을 반영할 수 있는 변수를 투입한 추가 연구를 할 수 있을 것이다.

The purpose of this study was to confirm the difference in wages according to industry and firm size, and to determine the influence of working environment risks on wages in consideration of the characteristics of the industry. To this end, ANOVA and hierarchical linear model analysis(HLM) were conducted using the 6th wave of of Korean Working Conditions Survey (KWCS) which is conducted by Korea Occupational Safety and Health Agency (KOSHA) in South Korea.
As a result of the analysis, it was found that the wages of small and medium-sized enterprises employees differ by industry. The higher the exposure to working environment risks, the lower the wages of workers in small businesses. It was found that the higher the psychological risk of the working environment, the higher the wages. In small and medium-sized business employees, the effect of working environment on wages was not significant.
Recommendations based on the research results are as follows. It is necessary to prepare specific supplementary measures to provide appropriate compensation for the working environment of small and medium-sized enterprises (SMEs) employees. In addition, legal measures to ensure the safety of small and medium-sized enterprises employees need to be expanded. For future research directions, workers' competency and education level should be considered together. Additional research can be done on which variables can reflect the subjective compensation satisfaction of employees, which are qualitative indicators, and the characteristics of the industry.

본 연구는 창업실패자의 재창업의지 향상에 영향을 미치는 변수에 대한 동태적인 프로세스를 규명하고자 창업실패자에게 가장 중요한 유형의 자본을 구성하는 정부지원자본과 무형의 자본을 구성하는 긍정심리자본을 재기창업자본이라 정의하였으며, 실증분석을 위해서 중소벤처기업진흥공단의 재창업자금을 지원받은 439명의 창업실패 경험자를 표본으로 선정하여 실증분석을 실시하였다.
분석에 따른 주된 연구 결과는 다음과 같다. 첫째, 재기창업자본 중 정부지원자본을 구성하는 조세지원과 창업자금지원은 혁신성과 위험 감수성에 정(+)의 영향을 미쳤고, 기술개발자금지원은 혁신성에만 정(+)의 영향을 미쳤다. 낙관주의만이 위험감수성에 정(+)의 영향을 미쳤으며, 긍정심리자본을 구성하는 자기효능감, 복원력, 낙관주의 모두가 진취성에 정(+)의 영향을 주었다. 둘째, 재기창업자본 중 긍정심리자본을 구성하는 자기효능감과 낙관주의는 재창업의지에 정(+)의 영향을 미쳤다. 셋째, 혁신성과 진취성은 재창업의지에 정(+)의 영향을 미쳤다. 넷째, 조세지원, 창업자금지원, 기술개발자금 지원은 재창업의지와의 관계에서 혁신성이 완전 매개효과를 가지는 것으로 나타났으며, 자기효능감과 낙관주의는 재창업의지와의 관계에서 진취성이 부분매개 효과를 가지는 것으로 나타났고, 복원력과 재창업의지간에 진취성은 완전매개효과를 가지는 것으로 나타났다.
아울러 기업규모는 조세지원과 위험감수성의 관계에 조절효과로 작용했다. 또한 기업규모는 창업자금지원과 기업가정신(혁신성, 위험감수성, 진취성) 사이에 각각 조절효과가 있었으며, 기술개발자금지원과 기업가정신(혁신성, 위험감수성, 진취성) 사이에도 각각 조절효과가 있었다. 낙관주위와 혁신성, 자기효능감과 진취성, 복원력과 진취성, 혁신성과 재창업의지, 위험감수성과 재창업의지 사이에도 조절효과가 있었다.

Enhancing startup failure's rechallenge intention is necessary. This study aims to investigate the dynamic process of the variables to cause enhancement of rechallenge intention. The effect of re-startup capital on a failure's rechallenge intention is analyzed. Re-startup capital includes the government's financial support (tangible) and positive psychological capital (intangible). The results of the empirical analysis are as follows:
First, the government's tax and startup fund support systems positively affected the innovativeness and risk-taking of the entrepreneurs who failed but re-challenge. The technology development fund support system only had a positive effect on innovativeness. Optimism has a positive effect on risk-taking. Positive psychological capital such as self-efficacy, resiliency, and optimism positively affect proactivity. Second, self-efficacy and optimism have a positive effect on rechallenge Intention. Third, innovativeness and proactivity have a positive effect on rechallenge Intention. Fourth, innovativeness causes a complete mediation effect on the relationship between the government's financial support (tax support, startup fund support, and technology development fund support) and rechallenge Intention. In contrast, proactivity causes a partial mediation effect on the relationship between positive psychological capital (self-efficiency and optimism) and rechallenge Intention. In addition, proactivity causes a complete mediation effect on the relationship between resiliency and rechallenge Intention. Fifth, enterprise size has a moderating effect on the relationship between tax support and risk-taking. Also, enterprise size moderates the relationship between startup fund support and entrepreneurship (innovativeness, risk-taking, and proactivity) and the relationship between technology development fund support and entrepreneurship (innovativeness, risk-taking, and proactivity). There are moderating effects of enterprise size on the relationships of 1) optimism and innovativeness, 2) self-efficacy and proactivity, 3) resiliency and proactivity, 4) innovativeness and rechallenge intention, and 5) risk-taking and rechallenge intention.
The results have practical implications. When startup failures decided to rechallenge, they didn't rush into rechallenge recklessly even if financial support from the government was provided, but the effect of entrepreneurship enhanced rechallenge intention. Also, positive psychological capital directly caused rechallenge intention, but it caused enhancement of rechallenge intention by the effect of entrepreneurship. In other words, it is ascertained that re-startup capital positively affects the enhancement of a startup failure's rechallenge intention through the mediation of entrepreneurship.
The moderating effect of enterprise size on the relationship between re-startup capital and rechallenge intention is essential. In the case of small businesses, the financial support system of government and optimism enhances innovativeness, while technology development fund support and positive psychological capital act as factors to enhance re-startup intention through enhancement of proactivity. In small and medium enterprises, the financial support system of the government enhances risk-taking, and risk-taking reduces rechallenge intention. It is necessary for concentrated support to small enterprises more than others.
