이 연구는 2015 개정 사회과 교육과정의 초등학교에서부터 고등학교 과목에 제시된 인권 단원의 학습 내용 범위와 계열 분석을 통해 그 특성을 파악하려는 것이다. 이를 위해 성취기준, 내용 요소, 기능동사, 교수학습 방법, 평가 방법 등에서 그 범위와 계열을 분석하였다. 분석 결과는 다음과 같다. 첫째, 성취기준은 인권교육에서 강조하는 내용 범위를 대체로 포괄하여 제시되고 있지만 학교급별 계열에서는 연계보다는 비연계 양상이 많았다. 특히 연계 양상의 경우에 성취기준이 학교급별로 확대나 심화되지 않고 유지되는 모습을 보여 내용의 반복이라는 비판을 받을 가능성이 있었다. 둘째, 내용 요소는 인권 내용의 범위 중 일부 내용을 대표하는 개념 등을 제시하지 않았으며, 학교급별 계열에서는 연계 양상이 많이 나타나지만 심화나 확대 양상은 적었다. 셋째, 기능동사의 경우는 학생의 수행을 강조하는 동사를 많이 제시하였지만 인권의 교육적 특성을 강조하는 동사는 적었으며, 학교급별로 비연계 양상이 주로 나타났다. 넷째, 교수학습 방법의 경우에는 교사 위주의 수업보다는 학생 중심의 수업이 많이 제시되었지만 전반적으로 학교급별 계열 양상은 약하고, 인권교육에서 제안하는 유의 사항이 강조되지 못했다. 다섯째, 제시된 평가 방법의 학교급별 계열에서 연계 양상은 적었으며, 인권 특성을 고려한 평가 시 유의 사항의 강조가 약했다. 이를 고려할 때 교육과정을 개정하면서 인권 단원의 성취기준 제시에서 인권 특성을 고려한 범위와 계열, 그리고 유의 사항 등을 제시할 필요가 있다.

This study aims to understand its characteristics through analysis on the scope and sequence of learning contents of the 'human rights' unit presented in the 2015 revised social studies curriculum. To this end, the scope and sequence were analyzed in achievement standards, content elements, verbs representing skill, teaching and learning methods, and evaluation methods. The analysis results are as follows. First, the achievement standards are generally presented in the scope of content emphasized in human rights education, but in the school-level field, there were more aspects of non-connection than aspects of linkage. In particular, in the case of linkage, there was a possibility that it would be criticized for repeating the content as the achievement standards were maintained without being expanded or deepened by school level. Second, the content elements did not present concepts representing some of the contents of human rights, and there were many linkage patterns in each school level, but few deepening or expanding patterns. Third, in the case of verbs representing skills, many verbs emphasizing student performance were suggested, but few verbs emphasized the educational characteristics of human rights, and verbs mainly showed non-linked patterns for each school level. Fourth, in the case of teaching and learning methods, more student-centered classes were presented than teacher-centered classes, but overall, the class of each school level was low, and the precautions suggested in human rights education were not emphasized. Fifth, the linkage pattern of the proposed evaluation method by school level was small, and the emphasis on precautions in the evaluation considering human rights characteristics was weak. Considering this, it is necessary to present the scope, sequence, and precautions considering human rights characteristics in the presentation of achievement standards for human rights members while revising the curriculum.

본 연구는 학생 자치 참여가 학생들의 민주적 가치에 대한 신념에 미치는 영향을 알아보고자 한 연구이다. 이를 위해 한국청소년정책연구원의「2018 청소년 역량지수 조사」자료를 활용하여, 전국의 초등학교 4~6학년, 중학교 1~3학년, 고등학교 1~3학년 1,674명의 자료를 분석하였다. 학생 자치 참여를 학생회 및 동아리 활동을 중심으로 이루어지는 역할 수행 정도와 문제 해결에서의 의견 표명 정도로 나누고 두 요인이 민주적 가치에 대한 신념에 미치는 영향을 통계적으로 검증하고자 하였다. 통계적 검증을 위해 다중 회귀 분석을 실시하였으며, 분석 결과 역할 수행 정도는 학생의 민주적 가치에 대한 신념에 통계적으로 유의한 영향을 미치지 않는 것으로 확인되었으며, 문제해결에서의 의견 표명 정도는 학생들의 민주적 가치에 대한 신념에 긍정적 영향을 미치는 것으로 확인되었다. 이에 따라 학생 자치 활동 안에서 학생들이 민주적이고 협력적인 의사결정 과정을 거치는 것이 중요함을 보여준다. 학생 자치 활성화를 위해서는 학생들의 참여만을 독려할 것이 아니라 학생자치 내에서 실질적으로 민주적인 의사소통을 할 수 있는 다양한 방식들이 논의될 필요가 있다.

This study is to investigate the effect of student participation in self-governance activities on the belief for democratic value. In order to empirically verify this effect, this study has used the data from the < 2018 Youth Competency Index Survey > published by the National Youth Policy Institute. This study has established the sub hypothesis by setting the degree of role performance and the degree of expression of opinions in problem solving of a student participation in self-governance activities. In order to answer the research questions, this study has analyzed the data from the NYPI, which has been derived as a result of the survey conducted on 1,674 students. The results of these analyses are as follow : First, the degree of role performance has not impact on the belief for democratic value. Second, the degree of expression of opinions in problem solving has impact on the belief for democratic value. It implies that it is important for students to actively participate democratic and cooperative decision-making processes in self-governance activities.

이 글은 공정성의 의미와 원칙에 대한 이론적인 논의를 토대로 대학입학사정에 관한 두 개의 판례를 검토하여 대학입학사정에서의 공정성의 의미와 쟁점을 살펴보고 공정성 강화 방안을 제안하기 위한 연구이다. 이론적 논의와 판례 검토를 통해 대학입학사정에서는 전형요소 구성의 공정성, 전형에의 기회와 결과 분배의 공정성, 전형요소 및 전형방법에 대한 정보공개의 공정성 등이 쟁점이 될 수 있음을 살펴보았다. 그리고 전형요소 및 절차에 대한 일관성과 타당성 강화, 지원자에 대한 차등적인 평가기준 적용, 다양한 집단의 의견 반영, 입학사정 업무의 전문성 강화 등을 개선 방안으로 제시하였다.

This article reviewed two precedents on university entrance examination system and proposed some ways to strengthen the fairness of university entrance examination system. Along with theoretical discussions and case studies, we examined some critical issues such as fairness in the composition of examination factors, fairness in distribution of opportunities, and fairness in disclosure of information on examination factors and methods. We also suggested the following ways to improve fairness in the current university entrance examination system: maintaining consistency and validity of the evaluation criteria, applying differential evaluation standards to applicants, reflecting opinions from various groups, and strengthening expertise in admission assessment work were suggested as improvement method.
