(Purpose) This paper aims to analyze the socio-economic situations in the cities and counties in Chungbuk province in Korea since the Corona pandemic was spread out across Korea. following and to put forward the new public service delivery system corresponding to the changing environment for public service delivery. It has been more than a year now since the worldwide Corona pandemic began, and it is continuing to have a huge impact on people’s lives. A new method of providing administrative services is needed for the future, and in this study this is discussed taking as an example the changes in people’s daily lives that have been affecting local government in Korea since the pandemic began in January 2020.
(Design/methodology/approach) The target area for this study is Chungbuk, which is located in the central part of Korea. The study derives life-changes that are likely to take place in the Chungbuk region following the Corona pandemic into several major topics. It identifies the nature of these life-changes in important regions of Chungbuk, as a prelude to proposing a new method for providing administrative services when the Corona era is over.
(Findings) As a result of analysis using the text-mining method, changes in living conditions in the Chungbuk region following Corona were all derived from five main topics. Characteristic changes relating to modifications in administrative services resulting from the pandemic were also derived in important regions of North Chungcheong Province.
(Research implications or Originality) This paper implies that when the pandemic is over, administrative service provision in local government should standardize all business processes as electronic civil complaint documents, and should move in the direction of minimizing overlapping and additional writing. In addition, regulations relating to the protection of personal information should be continuously revised.

(Purpose) Through this study, the process of deriving informatization policies can be viewed more systematically and in three dimensions. This allows to consider factors that affect every step of policy development in greater depth.
(Design/methodology/approach) After reviewing the previous research, it examines the informatization policies of major countries. Afterwards, the structure of the master plan for Jeollabuk-do informatization is analyzed and new methods are applied to analyze using systems thinking and causal loop diagram analysis by System Dynamics.
(Findings) Conventional informatization policies followed a standardized framework and followed the way in which they were applied in order (from a linear thinking). As a result, the main elements of prior research that were reviewed in advance were excluded and only highly practicable policies remained. Thus, the feedback process through systems thinking and causal loop diagram analysis was applied in this study, which allowed us to derive policies that are more faithful to the original vision.
(Research implications or Originality) The informatization policy for the post-corona era is derived through this study, it will be possible to present countermeasures by looking at the overall structure of policy environment.

(Purpose) This study aims to present the direction of future public healthcare service delivery systems through in-depth comparative analysis in France and Korea. Through this paper, we aims to understand how government and market relationships are established to provide social services in the two countries. We also expect to be able to identify its differential characteristics.
(Design/methodology/approach) A two-step qualitative approach is conducted. First, the research examines the commonalities and differences of the public healthcare service delivery system in France and Korea, which are considered as social insurance-based welfare states. Second, the study evaluates the role of the state-to-market among countries with similar social welfare systems. For the comparison, Germany and Japan, social insurance-based welfare states, are chosen as the comparative groups.
(Findings) The characteristics of the public healthcare service delivery system in France and Korea are analyzed. Additionally, the level of government intervention in the public healthcare service delivery systems is measured. According to the analysis, France has a low rate of self-charge, and the proportion of healthcare, public hospitals, and public beds among public funds was high. Therefore, France is more of a complete government intervention model. Subsequently, in Korea, the percentage of self-payment was high, and the percentage of healthcare, public hospitals, and public beds was low among public funds. Thus, Korea is close to a complete market intervention model and has the opposite public healthcare service delivery system compared to France.
(Research implications or Originality) This study presents some rationales for expanding public hospitals and beds in align with the reinforcement of the publicness of health service. The two-stage qualitative analysis methodology identified the characteristics of the public healthcare service delivery systems of both countries.

(Purpose) The main purpose of this study is to examine the effect of the level of digital transformation on organizational performance in public organizations in South Korea based on data collected from the Korea Institute of Public Administration surveys of public officials for the years 2015 to 2018.
(Design/methodology/approach) Pooled ordinary least squares (OLS) estimation was performed, and robust standard errors were applied to obtain unbiased standard errors of OLS coefficients under heteroscedasticity.
(Findings) Survey results indicated a consensus among public officials that the provision of information resources (e.g., Information and Communication Technology [ICT] and IT facilities) has a positive effect on the organization's financial performance, continuous growth in organizational performance, and quality improvement in organizational performance. With regard to the use of such resources to perform smart work, the public officials perceived that the introduction of video conferencing has a positive effect on the organization's financial performance, continuous growth in performance, and quality improvement in performance. Furthermore, a mobile e-payment system was perceived to have a positive effect on the quality improvement in organizational performance.
(Research implications or Originality) This study has implications regarding the important role of digital transformation as a policy tool for improving organizational performance.

(Purpose) For solving community problems, the use of community problem-solving living lab through cooperation between industries·universities·research·government and citizens is accelerating. This study was conducted to examine the process of extracting ideas for solving community problems through citizen participation based on empirical living lab cases for solving community problems and find out detailed user requirements for community problem-solving solution.
(Design/methodology/approach) The living lab process to find out requirements consists of (1) community problem materialization, (2) participating citizen recruitment and education and (3) problem-solving idea extraction, and a creative workshop, as a major citizen participation methodology, was used.
(Findings) First, community problems recognized by the persons interested were classified into 4 types; transportation, welfare, life environment and administration. Second, 18 citizens and persons interested participated in a creative workshop for producing ideas to solve community problems. Third, common requirements of citizens, namely, end users for usefulness, ease of use, accessibility, integrity and real-time of solution were found through the workshop.
(Research implications or Originality) It is considered that there should be further research on development of solution reflecting real requirements and empirical experience-based improvement in future.

(Purpose) This study aims to identify the importance of those external factors and CSR factors of the local SMEs' CEO and to examine their effect on the relationship commitment with partners. By laying the foundation for research that reveals the importance of the role of the CEO of SMEs, this study will promote and extend related research in the future. Also, the purpose of this study is to examine the effects of the CEO's sustainable management on the relationship with partners through the previous literature backgrounds on the characteristics and roles of the CEO of SMEs and partnerships.
(Design/methodology/approach) This study analyzed the capabilities of local companies(SMEs) in Yeungnam region, and analyzed factors that could strengthen competitiveness and relationship ties with partners. Partner companies with long-lasting relationships were selected as a sample and surveyed through face-to-face and online questionnaire methods, and the hypotheses assumed in this study were verified by structural model verification using AMOS26.
(Findings) The results of this study confirmed that partner companies' perceptions of the social responsibility of local enterprises(SMEs) in Busan, which were not addressed in previous studies, are factors that positively influence structural coupling and social bonds. In addition, it was possible to partially supplement the problems of measurement methods in existing studies, and the possibility of new research was confirmed by verifying the relationship between SMEs and partners.
(Research implications or Originality) This study has the following theoretical implications. First, the structural relationship of B2B relationship marketing variables was confirmed by using corporate social responsibility, which was not covered by previous studies, as a tool to measure the relationship with partners. This study verified the causal relationship with relational attitude variables in the process of relationship development by additionally applying corporate regional responsibility and continuous responsibility. Second, beyond the limitations of previous studies that mainly dealt with personal and environmental factors, this study additionally introduced social responsibility variables. Partners' perceptions of the enterprise cannot be easily controlled.

(Purpose) In 2020, South Korea amended its 'Three Acts on Data' and introduced the 'Data-Driven Public Administration Act.' In short, the age of data-driven public administration seeks to realize data-based intelligent government. This appears fascinating at first sight. However, if you take a detailed look at the acts, there's a great deal of ambiguity. The laws only serve to regulate and fail to provide any details. Although the context differs from the previous 'Public Data Act,' the lack of a data utilization strategy means that the laws are more of a proclamatory manifesto featuring a big picture.
(Design/approach) The biggest limitation is that the laws fail to distinguish between conventional administration data and fiscal data, and there is also a collision, if not an overlap, between the roles and functions of committees created by the existing laws (e.g., Public Data Strategy Committee). Laws do not function in real life just because they are enacted. There must be a concurrent data utilization strategy. In the case of the US, to elaborate evidence-based policymaking, the 'Foundation of Evidence Policy-making Act' is nested in the same frame with the Federal Data Strategy. In the case of the UK, data utilization strategies are being pursued based on ADR UK. Korea has made vast amounts of data publicly available, but in the absence of a strategy (i.e., detailed roadmap), it is failing to consider data utilization. There are challenges to the inter-operability of publicly available data and the potential for mismatch, even in the basic temporal dimension, setting aside the issue of the right format.
(Research implications) Significant funding has been committed to 'The Year 2021 Korean New-Deal Budget,' which includes a Data New Deal. To complete this task, a data utilization strategy that remains at the level of a manifesto won't be enough. Various government agencies - including the Ministry of Economy and Finance, the Ministry of Interior and Safety, and the Ministry of Science and ICT - must come together to re-establish data utilization strategy. This is the right moment to systematically build a strategy that befits the era of data-driven public administration.

(Purpose) It is necessary to understand how government innovation is led by digital technologies. The government is no exception from the ripple effects of the 4th Industrial Revolution. This article analyzes best OECD government innovation cases using digital technologies to solve a problem in new ways and draws implications for the information service innovation strategy promoted by the Korean government.
(Design/methodology/approach) Drawing on a range of data from OECD countries' government reports and websites, this study analyzes five best practices regarding awareness of cases, relevance to South Korea's government innovation, and applicability of comparative analysis framework. The comparison categories are an overview of the case, recognizing the problem, how each case changes things, how they use new digital technology, innovators, and methods.
(Findings) The study finds some interesting points from the comparison, five selected cases of government innovation: 1. A dedicated team of about a dozen people internally spearheaded the innovation within a government organization. 2. Among the best examples of OECD government innovation, it was hard to find a dramatic success in service innovation using artificial intelligence. 3. Agile methods are preferred for project management in an environment where teams and processes work poorly established. 4. To improve the convenience of work processes and public services in the fiscal information system, various digital technology needs to and introduced into links with financial institutions and other public institutions.
(Research implications or Originality) This article may provide implications for future discussions on government innovation using 4th Industrial Revolution technology. This research provides theoretical and practical help to policy sites such as next-generation fiscal system projects.

(Purpose) This study aimed to compare the perceptions of public pensioners and national pensioners on the Western basic income pension system linked to the basic income system and to seek strategies and measures for establishing Korea's basic income pension system.
(Design/methodology/approach) In this study, the AHP structure diagram consisted of three primary factors, six secondary factors, and 18 tertiary factors. This study presented implications by conducting an importance analysis according to the AHP technique on a total of 40 subjects, including 20 public pensioners and 20 national pensioners
(Findings) As a result of comparing the importance among pensioners, public pensioners generally have a high distribution of importance to financial factors. On the other hand, national pensioners share the importance of each factor in various ways. The importance of all groups also emphasizes financial factors overall, but it is analyzed that strategies for pension policy, which is a political and social factor, and extension of retirement age by pension guarantee, which is a social and institutional factor, are also important.
(Research implications or Originality) Based on the results of these AHP studies, this study discussed developmental suggestions and policy implications for the composition of Korea's basic income pension system. First, it is necessary to propose a plan to unify various systems so that pensions can be received in the range of 18.3% to 18.5% like the basic income guarantee system in Western countries. Second, it is politically and socially important to establish a pension policy strategy to build a social safety net for basic income pensions in preparation for the pension welfare society and to operate pension policies consistently. Finally, the government needs to further strengthen the payment of guarantees for basic income pensions and secure new pension finances such as carbon tax and social welfare tax.

(Purpose) This study theoretically examines how the election of local governments-a representative political event, affects corruption-the behavior of administrative organizations, and empirically analyzes this relationship.
(Design/methodology/approach) For the theoretical discussion, Svara(2006)'s theory on the relationship between politics and administration is used as a framework for analyzing the relationship between politics and administration in local governments. Based on the discussion of Nieuwenboer & Kaptein (2008), an election is set as turbulence that can affect organizational change, and the process of elections affecting organizational corruption is examined. In order to empirically analyze this relationship, data is gathered from 2010 to 2013 to make panel data set of local governments. And data is analyzed by fixed effects model.
(Findings) An interesting fact revealed from the result is that the election had a negative effect on internal integrity while increasing the overall and external integrity. Efforts for re-election of local government heads have positive results in the interaction between public and citizen(increase in external integrity), but negative results(decrease in internal integrity) for internal process in dynamic terms.
(Research implications or Originality) The formation process of corruption has not been well known until now. Therefore, this study has a significance in terms of suggesting a new perspective and direction of corruption control by examining the path through which internal corruption occurs in the condition of turbulence.

(Purpose) The main purpose of this study is to examine the effect of the level of digital transformation on organizational performance in public organizations in South Korea based on data collected from the Korea Institute of Public Administration surveys of public officials for the years 2015 to 2018.
(Design/methodology/approach) Pooled ordinary least squares (OLS) estimation was performed, and robust standard errors were applied to obtain unbiased standard errors of OLS coefficients under heteroscedasticity.
(Findings) Survey results indicated a consensus among public officials that the provision of information resources (e.g., Information and Communication Technology [ICT] and IT facilities) has a positive effect on the organization's financial performance, continuous growth in organizational performance, and quality improvement in organizational performance. With regard to the use of such resources to perform smart work, the public officials perceived that the introduction of video conferencing has a positive effect on the organization's financial performance, continuous growth in performance, and quality improvement in performance. Furthermore, a mobile e-payment system was perceived to have a positive effect on the quality improvement in organizational performance.
(Research implications or Originality) This study has implications regarding the important role of digital transformation as a policy tool for improving organizational performance.

(Purpose) For solving community problems, the use of community problem-solving living lab through cooperation between industries·universities·research·government and citizens is accelerating. This study was conducted to examine the process of extracting ideas for solving community problems through citizen participation based on empirical living lab cases for solving community problems and find out detailed user requirements for community problem-solving solution.
(Design/methodology/approach) The living lab process to find out requirements consists of (1) community problem materialization, (2) participating citizen recruitment and education and (3) problem-solving idea extraction, and a creative workshop, as a major citizen participation methodology, was used.
(Findings) First, community problems recognized by the persons interested were classified into 4 types; transportation, welfare, life environment and administration. Second, 18 citizens and persons interested participated in a creative workshop for producing ideas to solve community problems. Third, common requirements of citizens, namely, end users for usefulness, ease of use, accessibility, integrity and real-time of solution were found through the workshop.
(Research implications or Originality) It is considered that there should be further research on development of solution reflecting real requirements and empirical experience-based improvement in future.

(Purpose) This study aims to identify the importance of those external factors and CSR factors of the local SMEs' CEO and to examine their effect on the relationship commitment with partners. By laying the foundation for research that reveals the importance of the role of the CEO of SMEs, this study will promote and extend related research in the future. Also, the purpose of this study is to examine the effects of the CEO's sustainable management on the relationship with partners through the previous literature backgrounds on the characteristics and roles of the CEO of SMEs and partnerships.
(Design/methodology/approach) This study analyzed the capabilities of local companies(SMEs) in Yeungnam region, and analyzed factors that could strengthen competitiveness and relationship ties with partners. Partner companies with long-lasting relationships were selected as a sample and surveyed through face-to-face and online questionnaire methods, and the hypotheses assumed in this study were verified by structural model verification using AMOS26.
(Findings) The results of this study confirmed that partner companies' perceptions of the social responsibility of local enterprises(SMEs) in Busan, which were not addressed in previous studies, are factors that positively influence structural coupling and social bonds. In addition, it was possible to partially supplement the problems of measurement methods in existing studies, and the possibility of new research was confirmed by verifying the relationship between SMEs and partners.
(Research implications or Originality) This study has the following theoretical implications. First, the structural relationship of B2B relationship marketing variables was confirmed by using corporate social responsibility, which was not covered by previous studies, as a tool to measure the relationship with partners. This study verified the causal relationship with relational attitude variables in the process of relationship development by additionally applying corporate regional responsibility and continuous responsibility. Second, beyond the limitations of previous studies that mainly dealt with personal and environmental factors, this study additionally introduced social responsibility variables. Partners' perceptions of the enterprise cannot be easily controlled.

(Purpose) In 2020, South Korea amended its 'Three Acts on Data' and introduced the 'Data-Driven Public Administration Act.' In short, the age of data-driven public administration seeks to realize data-based intelligent government. This appears fascinating at first sight. However, if you take a detailed look at the acts, there's a great deal of ambiguity. The laws only serve to regulate and fail to provide any details. Although the context differs from the previous 'Public Data Act,' the lack of a data utilization strategy means that the laws are more of a proclamatory manifesto featuring a big picture.
(Design/approach) The biggest limitation is that the laws fail to distinguish between conventional administration data and fiscal data, and there is also a collision, if not an overlap, between the roles and functions of committees created by the existing laws (e.g., Public Data Strategy Committee). Laws do not function in real life just because they are enacted. There must be a concurrent data utilization strategy. In the case of the US, to elaborate evidence-based policymaking, the 'Foundation of Evidence Policy-making Act' is nested in the same frame with the Federal Data Strategy. In the case of the UK, data utilization strategies are being pursued based on ADR UK. Korea has made vast amounts of data publicly available, but in the absence of a strategy (i.e., detailed roadmap), it is failing to consider data utilization. There are challenges to the inter-operability of publicly available data and the potential for mismatch, even in the basic temporal dimension, setting aside the issue of the right format.
(Research implications) Significant funding has been committed to 'The Year 2021 Korean New-Deal Budget,' which includes a Data New Deal. To complete this task, a data utilization strategy that remains at the level of a manifesto won't be enough. Various government agencies - including the Ministry of Economy and Finance, the Ministry of Interior and Safety, and the Ministry of Science and ICT - must come together to re-establish data utilization strategy. This is the right moment to systematically build a strategy that befits the era of data-driven public administration.

(Purpose) It is necessary to understand how government innovation is led by digital technologies. The government is no exception from the ripple effects of the 4th Industrial Revolution. This article analyzes best OECD government innovation cases using digital technologies to solve a problem in new ways and draws implications for the information service innovation strategy promoted by the Korean government.
(Design/methodology/approach) Drawing on a range of data from OECD countries' government reports and websites, this study analyzes five best practices regarding awareness of cases, relevance to South Korea's government innovation, and applicability of comparative analysis framework. The comparison categories are an overview of the case, recognizing the problem, how each case changes things, how they use new digital technology, innovators, and methods.
(Findings) The study finds some interesting points from the comparison, five selected cases of government innovation: 1. A dedicated team of about a dozen people internally spearheaded the innovation within a government organization. 2. Among the best examples of OECD government innovation, it was hard to find a dramatic success in service innovation using artificial intelligence. 3. Agile methods are preferred for project management in an environment where teams and processes work poorly established. 4. To improve the convenience of work processes and public services in the fiscal information system, various digital technology needs to and introduced into links with financial institutions and other public institutions.
(Research implications or Originality) This article may provide implications for future discussions on government innovation using 4th Industrial Revolution technology. This research provides theoretical and practical help to policy sites such as next-generation fiscal system projects.

(Purpose) This study aimed to compare the perceptions of public pensioners and national pensioners on the Western basic income pension system linked to the basic income system and to seek strategies and measures for establishing Korea's basic income pension system.
(Design/methodology/approach) In this study, the AHP structure diagram consisted of three primary factors, six secondary factors, and 18 tertiary factors. This study presented implications by conducting an importance analysis according to the AHP technique on a total of 40 subjects, including 20 public pensioners and 20 national pensioners
(Findings) As a result of comparing the importance among pensioners, public pensioners generally have a high distribution of importance to financial factors. On the other hand, national pensioners share the importance of each factor in various ways. The importance of all groups also emphasizes financial factors overall, but it is analyzed that strategies for pension policy, which is a political and social factor, and extension of retirement age by pension guarantee, which is a social and institutional factor, are also important.
(Research implications or Originality) Based on the results of these AHP studies, this study discussed developmental suggestions and policy implications for the composition of Korea's basic income pension system. First, it is necessary to propose a plan to unify various systems so that pensions can be received in the range of 18.3% to 18.5% like the basic income guarantee system in Western countries. Second, it is politically and socially important to establish a pension policy strategy to build a social safety net for basic income pensions in preparation for the pension welfare society and to operate pension policies consistently. Finally, the government needs to further strengthen the payment of guarantees for basic income pensions and secure new pension finances such as carbon tax and social welfare tax.

(Purpose) This study theoretically examines how the election of local governments-a representative political event, affects corruption-the behavior of administrative organizations, and empirically analyzes this relationship.
(Design/methodology/approach) For the theoretical discussion, Svara(2006)'s theory on the relationship between politics and administration is used as a framework for analyzing the relationship between politics and administration in local governments. Based on the discussion of Nieuwenboer & Kaptein (2008), an election is set as turbulence that can affect organizational change, and the process of elections affecting organizational corruption is examined. In order to empirically analyze this relationship, data is gathered from 2010 to 2013 to make panel data set of local governments. And data is analyzed by fixed effects model.
(Findings) An interesting fact revealed from the result is that the election had a negative effect on internal integrity while increasing the overall and external integrity. Efforts for re-election of local government heads have positive results in the interaction between public and citizen(increase in external integrity), but negative results(decrease in internal integrity) for internal process in dynamic terms.
(Research implications or Originality) The formation process of corruption has not been well known until now. Therefore, this study has a significance in terms of suggesting a new perspective and direction of corruption control by examining the path through which internal corruption occurs in the condition of turbulence.
