This study aims to identify the health security threats in terms of infectious diseases, and the problems brought by COVID-19 and the response by the military. This study established health security concepts in the non-traditional security and identified emerging health security threats such as the possibility of bio-weaponization of infectious diseases, transnational threat from infectious diseases, and lack of treatment capacity in the event of mass cases.
Although the military is well prepared for traditional security threats, it needs to be prepared in the event of unexpected national disasters such as new infectious diseases. In this study, we suggest how to develop a response concept to biological warfare, strengthening infectious diseases precision analysis capabilities, establishing a technical information support system for infectious diseases, strengthening medical treatment capabilities for mass infectious diseases.

The importance of complying with law of war(LOW) and managing collateral damage in modern warfare is increasing day by day, and it is a strategic crucial factor that must be considered for the victory of the war. To this end, the U.S. military is applying CDM through the CJCSI 3160.01(No-Strike and the Collateral Damage Estimation Methodology). ROK forces also has been applied this methodology since 2010, but the current status is still in its infancy.
In the future, it should be considered that the issue of collateral damage management may emerge as a more important task for ROK forces, which has to carry out between homogeneous nations war in Korean peninsula, unlike other wars. Therefore, collateral damage management field will be an area that needs to be developed urgently.
In response, this study diagnosed the current address of collateral damage management of the ROK forces, and proposed development measures for comprehensive collateral damage management of ROK forces through a more essential and substantial approach to collateral damage.

In 2015, the U.S. Department of Defense announced the RMF(Risk Management Framework), a new paradigm that combines existing cybersecurity concepts with system engineering-based risk management. The ROK(Republic of Korea) military has already applied the U.S. RMF when introducing the new F-35A fighter, and the need to introduce RMF, a more strengthened cybersecurity system, is emerging. For the ROK troops, RMF is no longer an inevitable trend, but the working conditions of the U.S. and South Korean troops are different, so it is essential to improve the RMF framework to suit the conditions of the South Korean military. In particular, due to the nature of the Korean military, which is not familiar with cybersecurity risk assessment at all, many difficulties are expected in the process of identifying cybersecurity risks, the starting point of RMF work. In this study, we propose a novel identification methodology to address the challenge between the practical applications of existing risk matrix-based risk identification methods.

Today, one of the most severe challenges that the Republic of Korea military faces is the recruitment of professional soldiers caused by the change of population structure. Drawing on survey data from 1,746 conscripted soldiers in the Republic of Korea military, this paper examines the mediating effect of military life satisfaction on the impact that transformational leadership has on conscripted soldiers' intention to become professional soldiers. The analysis result shows that transformational leadership has a statistically positive relationship with conscripted soldiers' intention to become professional soldiers, and its relationship is partially mediated by conscripted soldiers' military life satisfaction. Based on the analysis results, we make policy recommendations for military recruiting and retention.

This study analyzes the current state of equipment and supplies of the disaster response units which have been designated as the military's national disaster emergency rescue and relief support agency. This study finds that the retention rate was low compared to the accreditation. To raise the rate, it is necessary to consider the level of the total equipment and supplies of the unit to which the disaster response unit belongs when determining the quantity of accreditation through the equipment compilation and the material distribution standard. In addition, if redundant investment is prevented through information sharing with other disaster-related organizations, the utilization of equipment and supplies can be improved.

This paper proposes the development of small satellite launch vehicles by using the method of solid rocket missiles.
The requirements for military small satellites were assumed to be the number and capability of satellites required responding to TCT(Time Sensitive Target) in case of emergency. And the requirements of launch vehicle are the capability and quantity that can meet the small satellite requirements. As a result, in this paper, a method and a tool for verifying the performance of a launch vehicle are presented, and an alternative analysis procedure and method for determining the number of launch vehicle is presented.
