Department of Defense, Republic of Korea has put in significant efforts towards safety over the years by developing defense safety management systems, such as establishing safety management organizations and enacting laws and regulations. Therefore, the number of casualties due to military activities has been reduced dramatically. However, many errors and problems are present in the safety management system (SMS) owing to a lack of proper SMS. That brings inefficiency and discontinuity in SMS. Hence, typical phenomena such as lack of safety management professionals and reactive safety management activities have not been properly corrected. This study reviews various academic papers on the SMS and research reports of major foreign institutions to redefine the concept and components of the defense safety management system to ultimately suggest improvement in the R.O.K defense safety management system. Additionally, the safety management system of the U.S. and British forces, considered to be the leading safety management system, were analyzed and compared to R.O.K defense SMS to derive their implications.

The purposes of this study were to suggest 1) a future direction for Korea's machine tool industry and 2) how to secure the safety and reliability of emerging intelligent or automated machine tooling. The study concludes that, overseas, the machine tool industry is growing again while promoting innovation by converging with ICT. Accordingly, Korea also promotes ICT innovation to advance the machine tool industry, which is at the core of the national economy. As a result, unlike in the past, the frequency of serious injuries like entrapment accidents has recently decreased, while the proportion of collision accidents has increased. In addition, a new type of accident has become possible. Since ICT is network-based, the distinction between work and rest can become ambiguous; there is a risk of hacking, working hours and places are flexible and there are risk factors for diseases like chronic fatigue due to overload of specific personnel. As robots and automation are introduced, there is also a high probability of problems caused by physical and psychological burdens on system operators and resulting fatigue.

This paper presents the effects of high temperature and water absorption on the mechanical behaviors of carbon-aramid fiber composites, specifically their strength, elastic modulus, and fracture. These composites are used in industrial structures because of their high specific strength and toughness. Carbon fiber composites are vulnerable to the impact force of external objects despite their excellent properties. Aramid fibers have high elongation and impact absorption capabilities. Accordingly, a hybrid composite with the complementary properties and capabilities of carbon and aramid fibers is fabricated. However, the exposure of aramid fiber to water or heat typically deteriorates its mechanical properties. In view of this, tensile and flexural tests were conducted on a twill woven carbon-aramid fiber hybrid composite to investigate the effects of high temperature and water absorption. Moreover, a multiscale analysis of the stress behavior of the composite's microstructure was implemented. The results show that the elastic modulus of composites subjected to high temperature and water absorption treatments decreased by approximately 22% and 34%, respectively, compared with that of the composite under normal conditions. The crack behavior of the composites was well identified under the specimen conditions.

This article aims to develop an algorithm that detects fire pump defects by analyzing the current signals of an induction motor, which are triggered by changes in the flow rate and pressure of multistage volute pumps that are used for fire services. The operational status of the pumps was categorized into three: first, normal operation; second, a defect that is caused by a change in the current value; and third, a defect occasioned by a change in current, pressure, and flow rate. When a fire pump was in normal operation, the motor's operating current was measured between 5.06 A and 6.9 A, the flow rate was estimated at 0-0.27 ㎥/min, and the pressure ranged from 0 to 0.47 MPa. In the event that a defect was caused by an abnormal current value in the motor, it was attributed to the pump's adherence. Furthermore, if there was no source of water, the defect was considered to have been induced by phase-loss operation, no-load operation, or run-stop operation, with the current value of each scenario being measured at > 52.8 A, < 4.13 A, > 45.15 A, and < 3.8 A, respectively, placing its overall range between 0 and 50 A. The sources of defects were detected based on an analysis of the flow rate, pressure, and current, which represent the following causes: air inflow into the casing, inadequate suction of water, and reverse-phase operation, respectively. Each cause entailed the following values: when air seeped into the casing, the pressure was measured at 0.24 MPa irrespective of changes in the flow rate; when there was inadequate suction of water, the pressure was recorded between 0 and 0.05 MPa despite changes in the flow rate; and when the power line's reverse-phase loss was the cause of the defect, the pressure was measured at 0.33 MPa for a flow rate of 0 L/min, and a higher flow rate decreased the pressure to nearly 0 MPa. The results of this study will enable engineers to develop a pump defect detection algorithm that is based on an analysis of current, and this algorithm will facilitate the execution of a program that will control a fire pump defect detection system.

This study is aimed to develop a safety diagnosis system for fire pumps that detects normal and abnormal signals for the stable operation of the system. Hence, the following activities were carried out: first, a threshold value was identified for the normal operation and six abnormal operations (adherence of impeller, absence of water source, separation of pump and motor, run-stop operation, air inflow into the casing, and reverse-phase loss of the power line) reflecting changes in the current, flow and pressure of fire pumps; secondly, based on the identified signals, an algorithm capable of detecting three abnormal signals was developed and in terms of hardware, a current, pressure and flow sensor suitable for the analogue input values of NI-6009 was designed and installed. This combination of the hardware and software is applicable as a diagnosis system to ensure the stable operation of fire pumps.

Generally, in construction sites, the pipe support installation workers often use support pins of 9~10 mm which are much smaller than the safety standard sizes for work convenience. Although the safety certification standard thickness of the support pins is 11 mm, and the supervisors are often indifferent to this. Hence, products with far lower performance than the pipe support safety certification value of 40,000 N, which is applied in the supporting post-structural review, are used. Accordingly, this acts as a factor causing collapse accidents in the process of pouring concrete at the construction site. Therefore, this study performed compression experiments on new and reused pipe supports to determine how the thickness of the support pins affects the structural compression performance of the pipe support by considering the thickness of the support pins as a critical variable among various factors affecting the pipe support performance. In the course of the study, the compression test of the pipe support (V2, V4) for the new products showed that only 14 (58.3%) of the total 24 samples satisfied the safety certification standard value of 40,000 N, which indicates that more thorough quality control is required in the manufacturing process. Additionally, comparing the thickness of the support pins and their fracture shape shows that the pipes with support length of 4.0 m or longer are much more affected by the buckling of the entire length than the thickness of the support pins. Of the several factors affecting the performance of reused pipe supports, it was found that, similar to the new products, the use of support pins, with thickness of 12 mm rather than 11 mm, can satisfy the safety certification value more appropriately. Therefore, regardless of the state of usage, it could be concluded that it is necessary to use 12 mm products, whose thickness is larger than that of the safety certification standard value of 11 mm, to improve the performance of the pipe supports.

This study examines the relationship between safety factors and health management systems based on accident statistics in the construction industry stipulated in the Serious Disaster Punishment Act. To determine the level of safety achieved by companies through their health management system, the top 1000 construction firms in the country were surveyed online. Four hundred sixty companies responded to the survey by providing their statistics on major accidents (mortality, accidental mortality, and injury rates). Statistical tests showed that companies with a team dedicated to the oversight of safety and health management had fewer accidents than those without one. Factor and regression analyses revealed that three factors affected the mortality and accident rates: safety and health plan, safety and health professionals, and safety and health activities. Moreover, two factors significantly influenced the injury rate: safety management supported by a cooperative company and implementation of on-site safety and health activities. The findings of this study can be used as a fundamental reference for further research and consultation on the formulation of safety and health management systems for construction companies.

In recent years, the government's urban housing expansion policy has resulted in increased construction and remodeling work of residential houses and apartments, causing more industrial accidents at elevator installation sites. Typically, accidents occur during the installation and dismantling of work scaffolds inside the hoistways or using non-standardized work scaffolds due to their structural instability. In view of this, the present study deals with the development of a standardized elevator system scaffolding that can be safely installed outside the hoistway, securing the work platform inside the hoistway. An improved version of the scaffolding system eliminates the need to enter the hoistway for the scaffolding installation, thereby preventing accidents.

Metro subway construction is a field that requires a great deal of professional manpower. The aging of professionals has a negative impact on both productivity and health, owing to poor working environments, heavy lifting, underground work, and other factors. To address this issue, the government is progressively revising and enforcing health management law and regulation in the construction industry. Thus, the job stress and work ability of many professional subway construction workers, who are rapidly aging, are being analyzed to ensure their safety and improve their health. In this study, the Macpa stress index of Busan Metro Subway construction workers from Sasang to Hadan line was measured by using a Macpa measurement machine, and a work ability survey was conducted by using the questionnaire that was developed by the FIOH. The independent variables were age, years of service, job position, employment type, and occupation. While, the dependent variables were the Macpa stress index and work ability. The Kruskal-Wallis test was used because it was difficult to assume that the statistics of this study represented a normal distribution. The results showed that age, job position, and employment type affected Macpa stress index and revealed that as the age of the workers increased, their stress levels increased as well. Additionally, job position and employment type affected the work ability of the metro subway construction workers. In terms of job position, the technical engineers were under a lot of stress, and whereas the managers had the best work ability. The technical engineers were more stressed than the other workers because of a poor working environment. In terms of employment type, daily workers were under more stress and lower work ability than others.

The number of deaths caused by power crane accidents continues to decline. Nevertheless, more than 50 people die each year due to these accidents. Various types of slings, such as wire rope sling, chain sling, belt sling, and grommet, are used in industries, depending on the characteristics of the work involved. To reduce the number of accidents involving these slings, the formulation of technical measures and education of workers are necessary. This study compares and analyzes local and international guidelines as well as those found in manufacturer manuals in relation to grommets, which are widely used in shipyards and construction sites. Moreover, measures for improving the safety of work using grommet are reviewed. This paper further proposes the revision of the technical guidelines of the Korea Occupational Safety and Health Agency such that the information directly affecting the safety of work involving grommets is included. By clarifying the guidelines that manufacturers provide in their manuals, accident prevention through worker awareness is anticipated in the future.

In this study, real fire tests were performed on representative combustibles of residential facilities to analyze the fire behavior and combustion characteristics in a small residential space. The considered combustibles were a sofa, a combination of a desk and a chair, and a combination of a mattress and an electric mat. A compartment space fire test was performed using the room corner test equipment prescribed in the KS F ISO 9705 specification. Three real fire tests were conducted by placing the combustible material inside a small compartment with insulation and finishing materials and by igniting the combustible material. Results showed that the peak heat release rate and peak smoke production rate occurred in the combination of the mattress and electric mat. Furthermore, from the result of the fire rate analysis, it was estimated that the fire risk of the mattress and electric mat combination was the highest, followed by the sofa and thedesk and chair combination.

The 8200-unit electric locomotive, which is a high-efficiency multipurpose electric locomotive, is a German model, namely BR152 series ES64F, and it is manufactured to suit the operating conditions in Korea. Since 2003, 83 locomotives have been introduced in Korea, and they have been operating in the general railway sector for both passenger and freight transport. Although more than 15 years have passed since their first introduction, owing to the characteristics of vehicles introduced overseas, responding promptly to failures has been difficult owing to problems related to factors such as transfer of technology and procurement of parts for maintenance. Furthermore, there have been difficulties in operating the locomotives on the basis of the manufacturer-recommended time-between-overhaul (TBO) cycle. Therefore, a new TBO should be determined. To support the development of a reliability-based maintenance system, this study conducted a reliability and TBO analysis by using failure data obtained from KOVIS, and future management measures are presented.

This paper presents the robust design of each component used in the development of an induction bolt heating system for dismantling the high-temperature high-pressure casing heating bolts of turbines in power plants. The induction bolt heating system comprises seven assemblies, namely AC breaker, AC filter, inverter, transformer, work coil, cable, and CT/PT. For each of these assemblies, the various failure modes are identified by the failure mode and effects analysis (FMEA) method, and the causes and effects of these failure modes are presented. In addition, the risk priority numbers are deduced for the individual parts. To ensure robust design, the insulated-gate bipolar transistor (IGBT), switched-mode power supply (SMPS), C/T (adjusting current), capacitor, and coupling are selected. The IGBT is changed to a field-effect transistor (FET) to enhance the voltage applied to the induction heating system, and a dual-safety device is added to the SMPS. For C/T (adjusting current), the turns ratio is adjusted to ensure an appropriate amount of induced current. The capacitor is replaced by a product with heat resistance and durability; further, coupling with a water-resistant structure is improved such that the connecting parts are not easily destroyed. The ground connection is chosen for management priority.

Specialty contractor facilities, which involve a combination of welding and commissioning, face a high risk of serious accidents such as fire, explosion, and suffocation associated with welding work, nitrogen, and argon use. In such facilities, the organizational safety culture has considerable impact on the frequency of accidents. In this study, a safety culture evaluation was conducted on specialty contractors. NOSACQ-50, a standardized survey method on safety culture, was selected as an assessment tool to evaluate the safety culture in specialized construction companies that could not afford to invest heavily in safety. The self-administered questionnaire survey was conducted with 201 workers of four construction companies and the results were analyzed. It was found that in companies with low safety culture, the occurrence of irrationality was 66.0%, while in companies with high safety culture, the occurrence of irrationality was 42.6%. Thus, the difference in the occurrence of irrationality by safety culture was statistically significant. The difference in safety culture level according to the experience of occurrence of irrationality was also significant. It was also found that the higher the belief in safety management authorization, safety responsibilities of managers, worker safety priorities, and safety system effects, the lower the probability of irrationality.

Buildings with glass curtain walls have become popular due to their appealing aesthetics and ability to let in natural light. However, light reflection from the glass surface is unavoidable in these buildings. In particular, the reflection of light from the glass envelope can create afterimage glare, a hazard to nearby drivers and pedestrians. Despite this potential danger, glare from buildings with curtain walls has not been well-studied. Hence, we analyzed the effect of light reflection on glare around a glass-enclosed skyscraper, depending on its surface reflectance. We investigated the potential hazard of glare to drivers using a commercially available software program. The results indicate that the direction of light reflection is distinctive when the incident angle of solar light increases. Moreover, this light reflection is high enough to induce an afterimage to drivers and pedestrians near the building. We found that keeping the reflectance of the building surface under 3% is required to minimize the afterimage hazard to drivers. Consequently, we recommend managing glass reflectance and installing additional traffic safety systems to reduce traffic accidents near curtain wall buildings.

This paper suggests an approach to evaluate the reliability of an intelligent power module with information deficiency of prior distribution and the characteristics of censored data through Bayesian statistics. This approach used a prior distribution of Bayesian statistics using the lifetime information provided by the manufacturer and compared and evaluated diffuse prior (vague prior) distributions. To overcome the computational complexity of Bayesian posterior distribution, it was computed with Gibbs sampling in the Monte Carlo simulation method. As a result, the standard deviation of the prior distribution developed using simple information was smaller than that of the posterior distribution calculated with the diffuse prior. In addition, it showed excellent error characteristics on RMSE compared with the Kaplan-Meier method.

This study was conducted to suggest a direction in which safety managers can concentrate on industrial accident prevention and safety management for the organization. The job resources of safety managers were divided into organizational and individual levels, and the magnitude of the impact on organizational commitment was compared. Furthermore, job demands were classified into environmental risk factors and personal psychological factors to confirm their effect on organizational commitment. The moderating effect of job resources and sub-factors of the variable in the relationship between job demands and organizational commitment was verified. In this study, a questionnaire survey was conducted on 193 safety managers in the domestic electric construction business, data were collected, and a questionnaire of 180 people was used for the final analysis. Based on the results, organization-level resources among the sub-factors of job resources and individual psychological factors among the sub-factors of job demand had a more significant influence on organizational commitment. In the relationship between job resources and organizational commitment, the moderating effect of job demand was verified, confirming that job demand had a negative moderating effect. Individual psychological factors had a modulating effect, whereas environmental factors did not. The significance, implications, and limitations of this study are discussed based on the research results.

In the case of military supplies, any potential failure and causes of failures must be considered. This study is aimed at examining the failure modes of a rotorcraft landing system to identify the priority items. Failure mode and effects analysis (FMEA) is applied to the rotorcraft landing system. In general, the FMEA is used to evaluate the reliability in engineering fields. Three elements, specifically, the severity, occurrence, and detectability are used to evaluate the failure modes. The risk priority number (RPN) can be obtained by multiplying the scores or the risk levels pertaining to severity, occurrence, and detectability. In this study, different weights of the three elements are considered for the RPN assessment to implement the FMEA. Furthermore, the FMEA is implemented using a fuzzy rule base, similarity aggregation model (SAM), and grey theory model (GTM) to perform a comparative analysis. The same input data are used for all models to enable a fair comparison. The FMEA is applied to military supplies by considering methodological issues. In general, the fuzzy theory is based on a hypothesis regarding the likelihood of the conversion of the crisp value to the fuzzy input. Fuzzy FMEA is the basic method to obtain the fuzzy RPN. The three elements of the FMEA are used as five linguistic terms. The membership functions as triangular fuzzy sets are the simplest models defined by the three elements. In addition, a fuzzy set is described using a membership function mapping the elements to the intervals 0 and 1. The fuzzy rule base is designed to identify the failure modes according to the expert knowledge. The IF-THEN criterion of the fuzzy rule base is formulated to convert a fuzzy input into a fuzzy output. The total number of rules is 125 in the fuzzy rule base. The SAM expresses the judgment corresponding to the individual experiences of the experts performing FMEA as weights. Implementing the SAM is of significance when operating fuzzy sets regarding the expert opinion and can confirm the concurrence of expert opinion. The GTM can perform defuzzification to obtain a crisp value from a fuzzy membership function and determine the priorities by considering the degree of relation and the form of a matrix and weights for the severity, occurrence, and detectability. The proposed models prioritize the failure modes of the rotorcraft landing system. The conventional FMEA and fuzzy rule base can set the same priorities. SAM and GTM can set different priorities with objectivity through weight setting.

Incident investigation is regarded as a means to improve safety performance. For the prevention of industrial accidents, measures such as providing safety education, enhancing management interest and participation, establishing a safety management system, and conducting inspection of the work site are necessary. In particular, accident investigation activities, which are an important element of safety management, help to prevent similar accidents, thereby minimizing damage and enhancing work safety. They are critical for understanding business-related incidents and the vulnerabilities and opportunities associated with them. Therefore, it is clear that accident investigation activities are important for accident prevention. The primary focus of many incident investigation processes is on identifying the cause of an event. While considerable research has been conducted on potential accident investigation tools there has been little research on including the views and experiences of practitioners in the accident investigation process. In this study, a questionnaire survey was conducted among safety managers in the domestic manufacturing/construction industry to understand the practice of accident investigation. The investigation pertained to companies' accident investigation systems, the competence of investigators, and the identification and recommendations of the cause of accidents. From the analysis results of accident investigations, investigators' competence, the difficulty level of investigations, and the root causes of accidents were identified from the viewpoint of the participants of the accident investigations. In particular, the development of standardized and simple accident investigation methods and their dissemination to companies were found to be necessary for activating the root cause of accidents. Based on this, it can be used as basic data for the development of root cause analysis investigation techniques that are easily applicable to organizations.

Department of Defense, Republic of Korea has put in significant efforts towards safety over the years by developing defense safety management systems, such as establishing safety management organizations and enacting laws and regulations. Therefore, the number of casualties due to military activities has been reduced dramatically. However, many errors and problems are present in the safety management system (SMS) owing to a lack of proper SMS. That brings inefficiency and discontinuity in SMS. Hence, typical phenomena such as lack of safety management professionals and reactive safety management activities have not been properly corrected. This study reviews various academic papers on the SMS and research reports of major foreign institutions to redefine the concept and components of the defense safety management system to ultimately suggest improvement in the R.O.K defense safety management system. Additionally, the safety management system of the U.S. and British forces, considered to be the leading safety management system, were analyzed and compared to R.O.K defense SMS to derive their implications.

The purpose of this study is to diagnose the level of disaster safety perception (disaster safety importance, accident possibility, personal safety, and regional safety) of local residents, and to analyze the impact of individual and accident cause characteristics. The analysis method used multiple regression analysis, and the main analysis results are as follows. First, disaster safety importance and accident possibility were higher as residents who had experience in safety education and were willing to visit the safety experience center in the province. Second, disaster safety importance was higher as the cause of the accident was the lack of response 119 and police. And accident possibility was higher as the cause of the accident was the lack of prior treatment by the state and local governments. Third, personal safety and regional safety were higher for men, and especially personal safety was lower as residents with children. The results of this study can be used as basic data for establishing regional customized disaster safety policies based on the perception of local residents, who are policy consumers.
