This study examines the controversies over the policy decision of shutting down the Kaesong Industrial Complex in 2016. Drawing on “Multiple Streams Framework” the paper analyzes the policy transition of the shutting down the Kaesong Industrial Complex through the problem stream, the policy stream, and the political stream. Here, we are focused on the “policy entrepreneur” who plays a dynamic, and active role in terms of coupling the “unexpected” stream in policy calculation. The previous argument that the decision to shut down the Kaesong Industrial Complex was a “unilateral or arbitrary decision” by President Park Geun-hye needs to be reconsidered. We argue that the policy entrepreneur (e.g., the President) paved the way to ‘unpredictable,’ ‘nonlinear,’ and ‘unexpected’ policy output.

What could explain US-DPRK relations during Trump's presidency? In this article, I argue that in order to make sense of US-DPRK relations, understanding the dynamics of US North Korea policy and its implications - i.e., ideological divisions and diverging interests between the two states - is essential. In the US-DPRK relationship, US North Korea policy has first and foremost importance, given that the Trump administration's North Korea policy is heavily influenced by the personal relationship between Trump and Kim based on a series of summit meetings and subsequent bilateral working-level negotiations. However, traditional approaches such as economic sanctions are still in full swing in US-DPRK relations. It is these complex characteristics that could accurately capture the vivid dynamics of US-DPRK relations.

This study examines whether North Korea can be a part of the SDG process as a fragile state under sanctions. The paper focuses on the accountability mechanism of the SDG implementation process, and analyses how North Korea has engaged in the process and what needs to be addressed to achieve 'leave no one behind' principle of the SDGs. The findings of the study reveal that North Korea can engage in the SDG process, but only when a culture of accountability develops in its society and government structure. This study suggests employing the concept of 'transitional accountability'. Finally, the study argues that a constructive accountability approach can be more effective than a punitive one, especially in fragile states under sanctions.
