러시아-우크라이나 전쟁은 단극 체제 유지를 위해 탈소비에트 지역에서 패권 국가의 출현을 저지하려는 미국과 다극 체제 형성을 위해 탈소비에트 지역에서 패권 국가가 되려는 러시아의 전쟁이다. 러시아-우크라이나 전쟁을 계기로 새로운 세계질서를 이끌어갈 국가 그룹 형성과 탈달러화를 위한 새로운 금융 시스템 개발을 통해 다극 체제 형성이 가속화되고 있다. 아르헨티나, 이란, 알제리가 가입 신청서를 제출하면서, BRICS가 회원국 확대를 계기로 더 영향력 있는 플랫폼으로 발전할 것이라는 기대가 커지고 있다. 러시아는 중국, 인도, 터키와 자국 통화를 이용한 상호 무역 결제를 확대하면서, 기존 SWIFT와 달러를 대체하는 새로운 금융시스템 구축을 통해 BRICS를 중심으로 하는 독자적 경제권 형성을 시도하고 있다. 이러한 세계질서의 변화는 한국에게 새로운 도전을 제기하고 있다. 첫째, 한국의 외교적 자율성이 줄어들고 있다. 둘째, 한·러 관계가 위기에 처했다. 셋째, 북한의 핵무기 포기 가능성이 거의 사라졌다. 넷째, 경제협력을 통한 한반도 평화 프로세스의 한계가 확인되었다. 다섯째, 한국 사회에서 '균형 외교론'이 힘을 잃고 '동맹 강화론'이 압도적인 영향력을 가질 가능성이 커졌다.

Russia-Ukraine War is the war between the United States, which seeks to prevent the emergence of hegemonic states in the post-soviet region to maintain a unipolar system at the global level, and Russia, which seeks to become a hegemonic state in the post-soviet region to form a multipolar system at the global level. The formation of a multipolar system is accelerating with the formation of states group that will lead the new world order and the development of new financial systems for de-dollarization. With submitting applications for membership by Argentina, Iran, and Algeria, expectations are growing that BRICS will be able to develop into a more influential platform with the expansion of member states. Expanding mutual trade settlements using their currencies with China, India, and Turkey, Russia is attempting to form an independent economic zone centered on BRICS by establishing a new financial system that replaces the existing SWIFT and the dollar. Changes in the world order pose new challenges for Korea. First, South Korea's diplomatic autonomy is decreasing. Second, Korea-Russia relations are in crisis. Third, the possibility of North Korea giving up its nuclear weapons has almost disappeared. Fourth, the limitations of the peace process on the Korean Peninsula through economic cooperation were confirmed. Fifth, the possibility that "balancing diplomacy" will lose its power and "strengthening alliance" will have an overwhelming influence has increased in Korean society.

한반도에서 평화의 구조는 중층적이며 다차원적이다. 평화체제 구축을 위한 통일은 한반도의 분단구조와 연결되어 있다. 분단은 강대국의 힘의 논리에 의해서 이루어졌고, 한국전쟁을 통하여 고착되어 왔다. 따라서 통일은 국제문제인 동시에 민족 내부의 과제라는 기본 성격을 띠고 있다. 이것은 평화구축의 논리에도 적용된다. 한반도 평화는 동북아지역에 관여하는 강대국의 이해관계를 조정해야 정착 가능하며, 남북한의 교류·협력이 전제되어야 성취될 수 있다. 본질적으로 한반도의 평화와 통일은 잠재적이며 내재적이므로 개인의 평화유지라는 관점에서 보면 분쟁 상황과 그 가능성이 상시적이라는 점에서 구조적 폭력의 형태로 표출될 수 있다. 그러므로 한반도에서 평화의 의미는 개인적 폭력의 부재를 뜻하는 소극적 평화와 구조적 폭력의 제거를 기반으로 하는 적극적 평화 개념과 연결되어 있다. 이것은 또한 전쟁이나 분쟁상태가 부재하지만 갈등 가능성을 배제하기는 어려운 불안정한 평화와 국가 간 폭력과 무력사용을 전혀 고려하지 않는 제도화된 안정적 평화로 이어질 수 있다. 물론, 소극적 평화와 불안정한 평화, 적극적 평화와 안정적 평화가 혼합되어 현실세계에 나타날 수도 있을 것이다. 이러한 평화의 수준은 지속가능한 평화 상태에 도달하면 국가연합과 같은 통합형 평화 거버넌스로 재현된다. 통일교육은 적극적-안정적 평화를 추구하면서 지속가능한 평화를 의미하는 실질적 통일의 토대를 형성하는 교육이다. 한반도 평화 지향 통일교육은 평화의 수준을 단계적으로 높여나가는 실천의 국면으로 순차적 전환을 추구해야 진전될 수 있을 것이다.

The structure of peace in Korean peninsular has multi-levels and dimensions. The unification for peace system building is connected with division structure of Korean peninsular. It was done by logic of powers' strength and stuck through Korean War. Therefore, the basic nature of unification has international problems and nation interior tasks. This could be adapted logic of peace building. The peace of Korean peninsular can be possible throughout the settlement of super powers' interests in northeast Asia and realized by exchange and cooperation between south and north Korea. Peace and unification of Korean peninsular is potential and intrinsic essentially. An individual can not control this situation. In perspective of a person's peace keeping, it could be expressed form of a structural violence because circumstances of conflicts are ordinary and its possibility is authentic. Meaning of peace in Korean peninsular is linked with a negative that stands for absence of personal violence and positive peace that means elimination of structural violence concept. This will be also concerned with unstable and stable peace. The former means absence of war or conflict with openness for struggle. The latter pays no attention to use military power among nations. Of course, negative-unstable and positive-stable peace frames can be used real world mixed. These levels of peace are represented an integrative peace governance that is actualized by a sustainable peace. Unification education pursues a positive-stable and sustainable peace more. Peace centered unification education will be improved via sequential transformations of levels of peace gradually higher.

국가는 왜 인도주의적 개입을 실시하는가? 선행연구는 국익 또는 규범을 중심으로 설명하거나, 정책결정과정에서의 다양한 국제 및 국내 수준의 변수를 통해 개입의 원인을 제시한다. 국익 혹은 규범을 중심으로 원인을 제시하는 연구는 국가의 개입 의도를 과도하게 일반화한다는 문제점을 지니며, 정책결정과정 중심의 연구는 포괄적인 설명을 제공하나 대체로 국제 및 국내 수준의 변수를 모두 활용함으로써 가장 결정적 요인에 대한 집중도가 떨어진다는 한계를 지닌다. 이와 같은 문제를 보완하고자 본 연구는 인도주의적 개입 결정과정에 가장 중요한 변수로서 국내정치적 요인에 주목하며, 구체적으로는 분점정부 발생 여부로 본 대통령-의회 관계를 검토한다. 미국의 리비아 및 시리아 내전 개입 결정과정에서 분점정부의 발생이 대통령의 인도주의적 개입 결정을 촉진 또는 제약하는 주요 변수였으며, 추가적으로 여론의 영향력 또한 확인되었다. 반면, 단점정부에서 대통령은 상대적으로 낮은 정치적 저항 속에서 개입을 추진할 수 있음이 확인되었다.

Why do states carry out humanitarian interventions? Existing studies highlight normative or state interests as fundamental reasons behind interventions, while others emphasize the decision-making process utilizing both international and domestic variables. Studies based on norms or interests are limited in that they oversimplify states' intentions. Most decision-making approaches, while providing a comprehensive picture, tend to utilize too many variables. To overcome these limitations, this research endeavors to explain humanitarian intervention through presidential-legislative relations with emphasis on the occurrence of divided government. By analyzing U.S. interventions into Libya and Syria, this research finds that the existence of a divided government restrains a president from deciding to intervene for humanitarian reasons. Public opinion is also a significant factor in the case of a divided government. As for a united government, a president may be able to proceed with humanitarian intervention with far less domestic political resistance.

최근 20~30년간 지역학의 학문적 범위는 '좁은' 범위에서 '넓은' 범위로, 그리고 지리적 범위는 '국가'에서 '지역', 또는 더 나아가 - 특히, 국제학 및 글로벌학의 등장과 더불어 - '세계'로 넓어지는 경향을 보였다. 하지만 분과학문으로서 지역학의 이러한 학문적·지리적 범위의 변화가 실제 학부 과정 교과목 편성에 얼마나 영향을 미치고 있는지 실증적 차원에서 살펴본 연구는 지금까지 전무했다. 이러한 맥락에서 본 연구는 국제학과 국제지역학의 중심 대학인 H 대학교 서울캠퍼스 2022년 1학기 학부 과정에 개설된 국제학 및 국제지역학 교과목을 분석, 이들 교과목의 학문적·지리적 범위를 파악하고, 이를 바탕으로 국제학 및 국제지역학 교육이 앞으로 나아가야 할 방향을 모색하는 것을 목표로 한다. 이를 위해 총 298개 국제학 및 국제지역학 교과목이 추출, 분석되었다. 분석 결과, 인문학 계열 교과목과 사회과학 계열 교과목이서로 뚜렷이 구분되는 것으로 나타났으며, 복합학 계열 교과목 비중은 비교적 낮은 것으로 나타났다. 또한 학년별 그리고 지역별, 특히 동서양 간 교과목의 차이도 비교적 뚜렷하게 나타났다. 본 연구는 이러한 결과가 교육적 차원에서 의미하는 바를 논한다.

The goal of the study is to analyze the academic and geographical scope of both the area studies courses and the international studies courses opened at the undergraduate level in the first semester of 2022 at Hankuk University of Foreign Studies. For this purpose, a total of 298 courses were extracted and analyzed. As a result, it was found that there are two distinct groups of courses, 1) courses in humanities and 2) courses in social science. Also, there were clear differences by grade level as well as areas or regions in subjects, especially between East and West. This study discusses the implications of these results in terms of education.

유라시아 지역과 한국과의 상관관계에 관한 많은 연구는 역사 속에서 이 지역의 거주민들이 서로 만나고 교류한 흔적을 추적하면서 이들 간의 오랜 협력과 역사적 유산에 주목해왔다. 한국, 중국, 극동, 시베리아, 몽골, 중앙아시아로 이어지는 교역망은 동서 교역의 루트였던 실크로드로 대표되듯이 무역과 문명교류의 중추로 역할을 했다. 다양한 민족들이 유라시아 지역에서 흥망성쇠를 반복하는 가운데 상호 간에 뚜렷한 문화교류의 흔적을 찾아볼 수 있는 반면, 문화적 유사성이 분명하게 있더라도 그 근거를 밝히기 어려운 부분 또한 존재한다. 이와 같은 측면은 러시아와 한국의 전통 난방시설에서도 잘 드러난다.
본 연구는 페치카와 온돌의 비교분석을 통해 러시아와 한국에 공통적인 정서와 유사한 전통 생활문화 요소가 존재함을 밝히고자 했다. 러시아의 페치카와 한국의 온돌은 가옥의 중심시설로서 난방 역할을 하는 공통점을 지녔다. 오래전부터 이 두 난방시설의 기능적 유사성은 자주 거론되었지만, 두 나라의 전통문화와 정신, 생활문화에 깃들어 있는 문화적 동질성 측면에 관한 연구는 간과되어왔다. 본 연구는 페치카와 온돌이 취난시설의 기능, 민간신앙 공간의 기능, 공동체적 질서를 세우는 공간의 기능 등 유사한 문화적 기능을 수행하고 있다는 것을 밝혀내었다. 페치카와 온돌은 러시아와 한국이 가진 각각의 고유한 생활문화의 특성을 담으면서 러시아와 한국 민간신앙의 중요한 연결고리를 이해할 수 있게 하며 인간의 일생과 관련된 고대 의례에 관한 정보까지도 제공한다. 본 연구의 결과로 향후 한반도와 러시아, 더 나아가서는 유라시아 지역에 이르기까지 전통문화와 생활양식에 있어 여러 문화가 이행하고 변주되어온 보편성과 개별성에 관한 활발한 비교연구를 기대한다.

Pechka and Ondol contain all the characteristics of each unique living culture of Russia and Korea. These two things have shared history with the people concerned, performing not only their original functions of heating but also cooking, drying, bathing, childbirth, and healing as well. Ondol first came about in a lower class culture, spread to the surrounding area, and then expanded to the entire culture as it ascended to the high class. Pechka has common features with Ondol in the same sense that the lower culture has spread to aristocratic culture. In the early days, Pechka, made of clay, became popular among aristocracy and expanded to the area of decorative culture, adorned with marble and splendid decorations.
Russian Pechka and Korean Ondol represent the tradition of living together in one space keeping order and respect Pechka and Ondol enable us to understand the important links of folk beliefs and provide information about ancient rituals related to human life. Pechka confirms that Russian life culture is not strange at all for Koreans. Korean Ondol also is not foreign to Russians at all. The cultural identity without any sense of difference is prouved by the cultural interface between Pechka and Ondol.

2022년 현재 대만의 수교국은 14개국 밖에 남지 않았다. 대다수의 국가들이 중국의 '하나의 중국'(One China Policy)' 원칙을 수용하여 중국을 수교대상으로 선택했지만, 여전히 공식 외교관계의 대상으로 중국이 아닌 대만을 선택하고 있는 14개의 국가들이 있는 것이다. 14개의 대만 수교국들은 대부분 약소국이지만, 대만에 대한 외교적 승인(diplomatic recognition)을 통해 국제사회에서 대만의 입장을 대변하는 외교동맹국의 역할을 하고 있다.
이 논문은 '약소국가의 외교정책' 관점에서 대만 수교국들이 선택한 외교관계의 유형을 분석하였다. 2000년 이후 대만 수교국들이 선택한 외교관계의 유형은 대만과의 수교를 지속하는 1)현상유지형, 중국과 대만 사이에서 수교와 단교를 번복하다가 대만을 선택한 2)약소국-헤징형, 중국과 수교한 3)강대국-헤징형, 중국과 단번에 수교한 4)편승형으로 나뉜다. 현상유지형 12개국, 약소국-헤징형 2개국, 강대국-헤징형 8개국, 편승형 9개국으로, 2000년대 이후 중국에 편승하는 경향이 더 강하게 나타났다.
각 유형별 결정에 영향을 준 주요 요인은 양안의 외교경쟁 속에서 중국 및 대만정부가 제공하는 경제 및 기술 지원과 대외원조 등의 경제적 혜택이었다. 그 외에도 민주적 정치시스템과 문화를 공유하고 있는 가치동맹, 그리고 경제와 군사안보 면에서의 높은 대미 의존도 등이 중요한 요인이었다. 2000년 이후 '하나의 중국'에서 그 '하나'를 선택하는 데는 경제적 요인과 함께 가치 요인 및 미국 요인이 중요한 영향을 미친 것이다. 특히 2010년대 이후 중국의 대만고립화 전략이 '미국의 영향력 및 전략적 이익에 대한 대응'을 목표로 전개되면서 양안의 외교경쟁이 미중 전략경쟁으로 확장되고 있다.

Taiwan has only 14 diplomatic relations in the world. Although the majority of countries have accepted China's One China Policy and switched diplomatic relations from Taiwan to China, there are still a few countries that maintain official diplomatic relations with Taiwan rather than China. Most of Taiwan's diplomatic partners are small nations, but these 14 countries serve as diplomatic allies representing Taiwan in the international society through diplomatic recognition of Taiwan as a 'de facto' nation.
This paper analyzed the types of diplomatic relations of Taiwan's diplomatic allies from the perspective of foreign policy of small nations. The types of diplomatic Relations selected by Taiwan's allies since 2000 could be divided into four as follows: 1)Balancing(maintaining diplomatic ties with Taiwan), 2)Balancing-hedging(establishing diplomatic ties with Taiwan after swinging between Taiwan and China), 3)Bandwagoning-hedging(choosing China after swinging between Taiwan and China), and 4)Bandwagoning(switching to China). As of 2022, there are 12 states, 2 states, 8 states, and 9 states by types, respectively. It can be seen that the tendency to bandwagon with China has become stronger since the 2000s.
To summarize the results of analyzing the determinants of each type, economic factors such as foreign aid and economic & technical support from China and Taiwan are one of the most important factors in establishing diplomatic relations in cross-strait competition. On the other hand, value factors, which share democratic political system and culture, and US factors have become more important determinants for nations that are highly dependent on the United States on economic and military security. Since 2000, value factors, US factors, and economic factors have significantly influenced the choice in taking the side for Taiwan's allies. In particular, as China strategy for isolating Taiwan internationally has been aimed at countering US influence and strategic interests since the 2010s, cross-strait competition is expected to expand to strategic competition between the U.S. and China, and accordingly it is expected that US factors and value factors become more important.
