본 연구는 국민기초생활보장제도의 효과를 분석하기 위한 연구설계를 다음과 같이 구분하여 방법론적 측면에서 검토하였다. 첫째, 제도가 시행된 후 시점의 데이터로 수급집단과 비수급집단의 결과를 횡단적으로 비교하는 접근. 둘째, 제도가 시행되기 전과 후 시점의 데이터로 수급진입집단과 비수급지속집단의 결과를 비교하는 접근. 셋째, 제도가 시행되기 전과 후 시점의 데이터로 외생변수를 활용하여 설정한 프로그램집단과 비교집단의 결과를 비교하는 접근. 넷째, 제도가 시행된 후 여러 시점의 데이터로 수급지위에 따른 결과를 비교하는 접근. 다섯째, 제도가 시행된 후 여러 시점의 데이터로 외생변수를 활용하여 설정한 프로그램집단과 비교집단의 결과를 비교하는 접근. 이러한 설계에 대한 검토결과를 토대로 후속연구를 위한 시사점을 논의하였다.

This Study provides a methodological review on analyzing the effect of National Basic Livelihood Security Program. Previous research designs are categorized into five groups: (1) Cross-sectional comparison of participants and non-participants using data collected after program implementation. (2) Longitudinal comparison of participants and non-participants using data collected before and after program implementation. (3) Longitudinal comparison of exogenous program/comparison group using data collected before and after program implementation. (4) Longitudinal comparison of participants and non-participants using data collected at multiple periods after program implementation. (5) Longitudinal comparison of exogenous program/comparison group using data collected at multiple periods after program implementation. Some implications are discussed based on the review.
