본 논문의 목적은 한국의 신남방정책을 위한 아세안과의 협력관계 강화 및 경제성장 잠재력이 높은 CLMV 국가들과의 상생 협력방안을 모색하기 위해 CLMV의 국별 교육 현황, 한국의 국가협력 전략, ODA 현황을 바탕으로 직업기술교육훈련의 발전을 위한 글로벌화 전략을 제안하는 것이다. 이를 위해 선행연구에 따른 문헌조사, 세계은행을 비롯한 국제기구 및 ODA Korea의 통계자료를 활용하여 ODA 현황을 분석하였고 SEAMEO 등의 TVET 중장기 교육협력방향을 기반으로 전략을 수립하였다. 對CLMV 통합형 TVET 발전모델은 상호이해관계자 간의 협력체계를 구축하여 ① 통합 TVET프로 그램 구축, ② 통합 자격시스템 구축, ③ 상호 연계성 증진, ④ 상호 정보공유를 주요 과제로 추진하여 궁극적으로 교류 활성화를 위한 직업교육의 표준화 및 체계화 구축, 전문지식 공유를 위한 연구협력 증진, 그리고 네트워크 공유를 통한 인력교류를 실현하고자 한다.

This thesis aims to suggest globalization strategies for the development of TVET based on the current status of education in CLMV, Korean’s country partnership strategies, and ODA status to enhance the cooperation with the ASEAN for the Act of New Southern Policy and to seek the co-prosper cooperation plans with CLMV countries which have high economic potential. For this, the strategies were established based on the mid to long term educational cooperation direction of TVET issued by multilateral organization such as SEAMEO. As the integrative TVET development model applicable to CLMV establishes the cooperative system among the mutual stakeholders, it moves forward the main tasks with ①building the integrated TVET programs, ② building the integrated qualification system, ③promoting interconnection, and ④sharing mutual information. Ultimately, it aims to realize the establishment of the standardization and systematization of TVET for the vitalization of exchanges, the promotion of research cooperation for sharing expertise, and the human resource exchange through network sharing.
