South Korea's (hereafter Korea) recent middle power diplomacy has attracted worldwide attention. Korean administrations have attempted to steer the country along a middle power path, where it can play a more active global role that is commensurate with the size of its economy. Most accounts take Korea's self-declared identity as a middle power for granted; that is, they do not evaluate the non-conforming data. On the other hand, this paper traces the process of why the country projects a middle power identity. This paper first addresses alternative explanations of the positional, behavioral and identity approaches to answer this question. Following the failure of these explanations, this paper proposes that Korea's more assertive projection of its proclaimed middle power identity was a nation branding project that aimed to tackle the so-called Korea discount and to achieve its aspired place in the global prestige and status hierarchy. In turn, Korea envisioned its improved standing in the world helping it achieve its preferred global outcomes, particularly in shaping a favorable international environment surrounding the country.

1The New Policy Frame in Recent Economic and Social Changes in North Korea

This article aims to investigate the shift in a policy frame related to recent economic and social changes in North Korea. Most of the reforms in the Kim Jong-il era, including the "July 1, 2002 Economic Management Improvement Measure (EMIM)", failed. In comparison, its policy reforms have been reinstituted since the "June 28 Measure of 2012" in the Kim Jong-un era, and the policy frame in North Korea has been changed with more focus on civilian economic growth. Drawing on the policy framing approach, this article explores policy changes in the Kim Jong-il and Kim Jong-un eras and analyzes the features of a policy frame in each era in three aspects: framing contention, processes, and tasks. The findings imply that a new policy frame, formed on the Kangsong Taeguk doctrine, has been applied to recent policy changes since 2012 in North Korea in order for reforms to be stably instituted.

This paper aims to explore the peace treaties that North Korea has sought with the United States and/or South Korea historically and how Sino-DPRK relations have influenced these treaty proposals. By exploring North Korea's various treaty proposals in chronological order and scrutinizing Sino-DPRK relations behind the proposals, this paper argues that North Korea's peace treaty proposals have been considerably opportunistic and situational, consistently changing to achieve strategic goals, and that Sino-DPRK relations invariably have been a significant factor behind the changes. Based on this observation, this paper concludes that North Korea's primary goal, after the end of the Cold War, fundamentally shifted from forceful reunification of the Korean peninsula to regime survival, and that China increasingly has been taking an active role in signing a peace treaty.

3Who Protest and Why? The Evolution of South Korean Civic Activism Since 2000

Street demonstrations had steadily decreased in South Korea after the country's democratization in 1987 and subsequent reform, but the country witnessed resurgence of a series of mass candlelight vigils since 2000. This study examines three competing theses to explain the individual-level sources of Korea's recent civic activism: 'disaffected radicalism,' 'social capital,' and 'Postmaterialism.' We used 2005 and 2010 World Values Surveys as well as the Lee et al. 2017 protest study to trace changes in protesters' characteristics and the motivations for protest over time during this period. Our results provide strong support for the Postmaterialism thesis and illuminate the evolutionary process of South Korean activism, demonstrating that the number of Postmaterialists has been slowly growing. The study confirms Inglehart's prediction that a nascent democracy will follow advanced democracies in an upward trajectory of elite-challenging activity and normalization of non-conventional participation by mobilizing traditionally inactive voters.

This study aims to explain what facilitates presidential impeachment in Korea. More specifically, it compares the impeachment of President Park Geun-hye with the case of former president Roh Moo-hyun, and examines how citizens reshaped the power relationship between the ruling and opposition parties, and, finally, led to the impeachment of the president. This study claims that presidential impeachment is a political punishment of citizens and that a "legislative shield" or a "judiciary shield" is not sufficient to protect presidents from impeachment when most citizens turn their backs against the incumbent president. Generating strong and widespread public support or resistance is the most critical determinant of the success or failure of an attempt to impeach a president, especially in those new democracies where party systems are less stable and political parties are less cohesive.

5Political Engagement of Social Media Users in Korea

Improving our understanding of social media users is critical in promoting social media as a means of communication and interaction between governments and citizens. In this study, I used a representative sample of the Korean population to examine the change of social media and internet use over time and by age cohorts and also the relation between social media use and engagement in political activities. I found that while the youngest are the most active users of social media, the largest gains were found among the people in their 30s and 40s and that practically no gains were observed among those in their late 60s and above. Moreover, I found that social media use was significantly associated with online political expression as well as participation in online and offline voting activities and that this effect and magnitude differed between active and inactive social media users.

6Cognitive and Behavioral Factors of Online Discussion as Antecedents of Deliberation and Tolerance : Evidence from South Korea, United Kingdom and United States

The current study examined cognitive and behavioral factors of online discussion as antecedents of attitudes toward opposing views and two aspects of social norms, perceived importance of public deliberation and social tolerance. Employing surveys in South Korea, United Kingdom and United States, this study found that adjustment motive and discussion heterogeneity are positively associated with perceived importance of public deliberation and social tolerance in all three countries. As compared to their American and British counterparts, Koreans tend to participate in an online discussion to strengthen their preexisting political views rather than to seek facts or to scan varied opinions surrounding those issues. Thus, in South Korea, polarization between groups having differing opinions on an issue could be more conspicuous among those who are frequently involved in the online discussion activities such as reading comments and posting their thoughts in the public sphere. Further implications from the results are discussed.

7Analyzing Public Opinion and Emotions Using Tweets and Online-Comments toward Candidates in 2017 South Korean Presidential Election

The 2017 Korean presidential election was different from previous presidential elections for two reasons: First, it was a by-election due to the unprecedented impeachment of the president Park Geun-hye, and second, more than three candidates from multiple parties competed in the election. Since Moon Jae-in was predicted to easily win, the fight for the second place - between Hong Joon-pyo and Ahn Cheol-soo - was very competitive. In order to understand the electoral dynamics, we collect and analyze tweets and online-comments toward major candidates with logic of granger causality. We find that public sentiment toward Ahn does Granger-cause changes in online sentiment toward other candidates both from major and minor parties. This result shows that Ahn played a pivotal role in the 2017 presidential election, and implies that Koreans are eager to have alternative forces.

In 2018, the situation on the Korean peninsula eased after 17 years of tension. Chinese political circles and academic circles began to discuss how to deal with the change in the situation on the Peninsula. Many notable experts on North Korea in China have expressed their views, but there are great differences among them. The government's decision-making is opaque. How do Chinese scholars interact with the government and how does the detente on the Korean Peninsula influence the opinion market of the academic community of China? How should South Korea handle the relationship with Chinese scholars in order to meet its own interests? In this article, I analyze the interaction between Chinese academics and politics on the basis of information available to the public and the changes in China's policy toward the Peninsula during and after the Sino-US trade conflict.

South Korea, China, and Japan have history and territorial disputes in each of their bilateral relationship. These issues have existed for several decades, but they have not surfaced all the time. In the recent past, however, both China and Japan adopted policies that caused friction. Why did they do that? That is because of China's aggressive foreign policy based on the strong economy and Japan's rightwing shift for domestic political reason to appeal to nationalism. In addition, these countries adopted aggressive foreign policies to pursue national interests at the price of their neighboring states.

The assassination attempt on South Korean (ROK) President Chun Doo Hwan during a state visit to Rangoon, Burma (now known as Yangon, Myanmar) in 1983 illustrates the willingness of the North Korean state to engage in state terror not only against its own citizens, but also against the ROK. The authors examine the North Korean state's adoption of covert operations tactics and terrorist activity in an attempt to undermine the ROK, even when its actions have costs in terms of the North's relationship with individual Southeast Asian states. In addition, using newly-released archival material from the British National Archives, the authors examine the 1983 Rangoon Bombing as a case study in North Korean covert operations abroad.

5Public Reason and Public Sphere in Korean Democracy: An Analysis of Citizens' Competing Rallies and the Constitutional Court's Decision on the Presidential Impeachment

This paper attempts to explore practical and theoretical implications of the impeachment of President Park Geun-hye in conjunction with Korean democracy from a perspective of political philosophy by employing the ideas of Rawls' public reason and Habermas' public sphere. It examines how public reason or public use of reason works to form an overlapping consensus in the process of the citizens' competing rallies of Candlelight vs. Taegeukgi leading to the Constitutional Court's decision, from October 2016 to March 2017. The paper, with the analyses of the Candlelight vs. Taegeukgi rallies, the decision on the motion to impeach the president in National Assembly, and the Constitutional Court's final jurisdiction on the impeachment, attempts to argue that public reason or public use of reason tacitly or explicitly was, albeit sporadically, expressed in the public sphere so that it drove public institutions to make a decision from a perspective of public reasonableness. However, advancing differently in parallel public reasons or public uses of reason in the Korean public sphere exposes some practical limitations of communicative action or deliberative politics in its capacity to form a social consensus or solidarity particularly when citizens are divided in political ideologies. It may also arguably reflect a distinctive aspect of Korean political culture. For this reason, it further argues that the Korean constitutional court's decision for the impeachment, though equipped with the procedural legitimacy and contributed to maintaining stability of Korean democracy, reflects an overlapping consensus as a modus vivendi in the sense that it is open to further public reflection in the future.

6Who Remains Conservative?

This study investigated the logic behind the formation process of political orientation in Korea by revisiting Thorstein Veblen's social Darwinism perspective, according to which the highest and lowest income groups keep their conservativeness longer than other groups either willingly or passively. In order to prove his theory, this study borrowed a dataset from the World Values Survey (WVS) and applied several regression models. As a result, conservativeness decreased as level of income increased; however, the extent to which conservative orientation decreases became smaller. It meant that Veblen's theory has well fitted into Korean society. Based on the results, this study diagnosed current circumstance of Korean society having suffered from serious social and political polarization. It concluded that the polarization happened due mainly to the time gap among individuals to capitulate to the pressure of change which the present age requires accepting, and finally provided appropriate stance to address the problem.

This study analyzes the effects of the global-level governance mechanism on regional financial cooperation in East Asia since the G20 Summit was launched in 2008. First, the G20 has not had much impact on East Asian financial cooperation There has been slow but continuous progress in existing regional financial cooperation based on the IMF-linked Chiang Mai Initiative Multilateralization. Second, Chinese-led regional financial initiatives have burgeoned as a result of China's dual-track policies on global financial governance. This study contributes to understanding the global governance-regional cooperation relationship. First, the relationship varies by the legitimacy and effectiveness of global governance. Second, the leading country's role is crucial in shaping the direction of regional financial cooperation, and hence, the global governance-regional cooperation relationship. Finally, the relationship is complementary in the case of East Asia. However, with China's new regional initiatives, the global financial architecture will be more fragmented.
