The article looks at the importance and relevance of the SDGs in maintaining and managing the local environment, and in reducing human impacts on the environment through prudent policies. It looks at a series of "policy patterns" that will help stakeholders to localize the SDGs and help preserve the environment. The three policy patterns - (a) Global-National-Local pattern, (b) Governments-Private sector-Civil Society pattern, and (c) Governance-Education-Technology pattern helps us understand the complexity of environmental problems and solutions, and in determining who has to what at which level of governance. It draws on the cross-cutting interlinkages between these policy patterns by proposing a policy matrix.

This paper discusses the framework conditions to promote the socially inclusive and environmentally sound uptake of renewable energy with a special focus on wind power in Germany and on the policy framework of the European Union (EU). The analysis of these aspects relates to the achievement of one of the Sustainable Development Goals, namely SDG 7 (affordable and clean energy). Wind power plays an important role for mastering the energy transition, but in many countries of the EU, wind energy has become a subject of contested debates. Besides geographic, market, policy, and other factors which affect the implementation of wind energy projects, low levels of market deployment can also be attributed to a diminishing social acceptance and growing local opposition. This is mostly due to the visual impact, noise annoyance, public perception of health risks, local environmental disruption harming local fauna and flora, potentially negative impact on recreation and tourism, or land and real property values as well as to perceived procedural or distributional injustice including affordability of electricity prices, and insufficient public participation. The paper provides insights from an ongoing research project supported by the European Commission under the research programme Horizon 2020. The WinWind Project identifies similarities and differences between regions in five EU countries and in Norway highlighting barriers and drivers for the uptake of wind energy. The paper analyses the European and the German policy frameworks, social acceptance barriers and drivers in two regions of East Germany, and describes promising approaches that drive social acceptance and enhance the environmentally sound uptake of wind energy projects.

This paper attempts to review and reposition policy instruments in achieving SDG Goal 7 in Korea. It is necessary to flexibly re-prioritize current policies in response to new circumstances. As in detailed indicators of SDG Goal 7, the expansion of renewable energies and the energy efficiency improvement policies have been steadily strengthened in Korea, and the recent achievements of green growth and climate change are significant. This study analyzes the current state of energy-related sustainable development policies in Korea and suggests policy implications to improve the SDG Goal 7 targets. Incentive structures should be expanded in regulatory and monitoring frameworks, including subsidy and financial support. In addition, financial support should be extended to SMEs whose potential is not sufficiently managed due to institutional difficulties. The cooperation between large and small enterprises in the energy and greenhouse gas management is difficult to achieve due to the subcontracting structure and asymmetric bargaining structure in Korea. To improve this, it is required to enhance the system in which financial support for SMEs is strengthened. To improve energy efficiency and expand renewable energy, policy makers must maintain consistency in setting regulatory targets considering long-term goals.

The global society developed the idea a “bioeconomy” in which technological solutions are used to solve resource-based problems facing the world. Green biotechnology focused on agriculture and forestry is central to the idea of a bioeconomy and has garnered much attention. The purpose of this study was to analyze the global discourse on the role of forests within the bioeconomy. Content analysis was applied in this study for analyzing international academic articles on the subject. The research findings indicated the creation of scientific discourse on the forest bioeconomy. The dominant approach to and contribution of a forest bioeconomy to the “Sustainable Development Goals” (SDGs) of the United Nations Development Programme (UNDP), as part of a global vision, were analyzed. As a result, this research indicates the dominant keywords of the scientific discourse on the forest bioeconomy: biomass, bioenergy, sustainability, policy, and life cycle assessment. An examination of the links between the forest bioeconomy and the UNDP SDGs was also undertaken including analysis of the SDG goals of clean energy (SDG 7), sustainable industry and infrastructure (SDG 9), sustainable production and consumption (SDG 12), and climate change mitigation (SDG 13).

4A Study on Program of Education for Sustainable Development utilizing Oriental White Stork

Global hazards such as climate change, non-renewable energy depletion, and biodiversity loss threaten mankind making the role of sustainable development and education absolutely necessary to overcome these crises. Given this need, the study aimed to develop a sustainable development educational program utilizing the challenges surrounding conservation of the endangered oriental white stork as an example. The plight of the species was used to develop a high-quality sustainable development educational program for the third-grade students of the OWS village in Yesan County, South Korea. The educational program was developed systematically using the four stages of planning, preparation, development, and improvement.
The first step of the study involved extraction of elements of the concept behind sustainable development defined in the oriental white stork conservation plan and as presented by the Korea Committee for Sustainable Development Education of the United Nations Educational, Scientific, and Cultural Organization (UNESCO).
The second step involved a synthesis of the results of a 2015 third grade curriculum analysis covering scholastic achievement standards including education for sustainable development (ESD) concepts and core competence-related areas. Such results were applied to achieve sustainable development at the school.
Finally, the five integrated curriculum themes linking sustainable development and oriental white stork conservation were developed: “the life cycle of the oriental white stork”, “habitats of the oriental white stork”, “we are guardians of the oriental white stork”, “the children's business union in the OWS village”, and “our design of the OWS village”.
