We propose an agent-based simulation model to examine the effects of Oregon’s Transportation Planning Rule (TPR) on land use development patterns and, in turn, the effect of those development patterns on traffic. The TPR is a statewide planning requirement that local governments must assess the traffic impacts of land use changes. To this end, we design an artificial city to simulate interactions between land use development and traffic. The simulated city has an environment of travel corridors and land uses. In addition, two types of agents move on the artificial city: Citizen and Developer agents. Citizen agents interact with the environment through activity of visiting land uses and collectively creating traffic on the corridors. Developer agents interact with the environment by converting vacant land to developed land based on local activity levels and/or development costs. We conclude that this agent based model demonstrates phenomenon described by planning professionals: when costs based on TPR performance metrics are imposed, development levels reduce and are deflected away from areas of high activity and traffic. While the model was able to show low-density development patterns caused by TPR performance metrics, there were insufficient interactions to cause higher trips distances by Citizen agents. We also found that the model was sensitive to the structure of decision-making by developers, suggesting that further exploration of realistic cost-benefit analysis of developers would improve the model’s relevance.

The purpose of this study is to analyse policy orientation of the nation's local governments on the issue of development and distribution since the establishment of local self-government system and what factors affected such an orientation. As for analytical method, we have employed Logit regression analysis. Orientation, a dependent variable, is defined in terms of the ratio between social development expenditure and economic development expenditure, and the independent variable, which explains factors affecting such orientation, was derived in reference to preceding studies that analyzed determinants of local government expenditure. And for differentiation from preceding studies, career and pledges of the local governments' head were utilized as variables that illustrate their characteristics. As a result of the analysis, per capita local tax and rate of workers in manufacturing industry in the area turned out to affect development-oriented local governments. Distribution-oriented local governments turned out to be affected significantly by financial self-reliance ratio only in 2009 out of 3 target years for analysis. Ultimately, it can be inferred that development orientation of local governments reflects local environment, but welfare orientation is determined by obligatory subsidy expenditure by the central government. Due to an increase in interest on free welfare socially, local governments are expected to shoulder more burden in the future. However, in order to accomplish 'efficient local management', which is the purpose and objective of local self-government system, measures should be taken to lessen the burden of obligatory expenditure of local governments and ensure the right of self-governance on financial revenue and expenditure.

South Korea has become one of the richest nations of the world after the fast industrialization and modernization led by the central government since 1960s. During this developmental process of South Korea, elites trained by highly competitive education systems in the Seoul Metropolitan Area contributed to this remarkable economic growth under the strong national plans based on growth-pole development. Nevertheless, this can be imperfect because of the ramifications resulting from the uneven resource distribution and regional discrimination that cause population congestion in Seoul and unequal national development in the local provinces. In particular, educational institutes in the local provinces have been struggling to access to opportunities of better jobs and educational resources such as study abroad programs and globalized cultural lifestyle. The trend is well indicated in the passing rate of the national judicial exam. The research reviews why Korean people prefer to move to Seoul. Thus, this paper addresses uneven resource distribution in local provinces of South Korea, in order to suggest solutions for balanced regional and national development in the future.

This study aims at analyzing the results and determining factors of disclosing system of regional job creation target with a case of Daegu Metropolitan City. For this, the survey was conducted on persons who take charge of disclosing system of regional job creation target in Daegu Metropolitan City and its neighboring cities and counties. The surveyed questionnaire sheets were 153 copies, and for the positive analysis, t-test, frequency analysis and discriminant analysis were conducted. The analysis results of the study are summarized as follows. First, for characteristics of factors of disclosing system of regional job creation target, securing funding compared to the planning, observing time compared to promoting as planned, expectation of disclosing compared to the target and connection and collaboration system with authorities were excellent. However, conditions for promoting the project including accumulation of companies and enterprises in the region and activities of commencement of enterprise and making and extending a department for managing it and incentives including compensations and promotions for personnel in charge were relatively insufficient. Second, for the analysis of the differences of factors between excellent local governments and ordinary ones, in demand factor, accumulation of large companies and enterprises of middle standing in the region, most of factors including accumulation of small and medium enterprises and venture businesses and commencement of enterprise in the region showed significant differences between groups. And in strategic and competing factors, there were differences between groups in competing capacity compared to other local governments, showing the local government's own competing capacity as important factor for the results. And vision and will of promotion of local government's head and incentives including rewards and promotions for personnel in charge showed significant differences between groups. Third, for the results of the discriminant analysis in order to search for determining factors of the results of disclosing system of regional job creation target, input factor was the most influential one in the results. And then, demand factor, activity factor, strategic and competing factors and supporting and systematic factors followed in order.

This paper aims to review a participatory city planning, the Seoul Plan 2030 which is characterized as a participatory, transparent and procedural reformative city planning. During the working period of Seoul Plan 2030, nearly 100 randomly selected citizens living in Seoul have systematically and substantially participated in the process of city planning. In this light, this paper analyzes the participatory Seoul Plan 2030 in terms of procedural policy rationality which is composed of a free discussion and interaction between actors(fairness & openness], the presence of discussion rules & democratic participation(institutionalization & democracy), and beliefs and values shared among the participants(representativeness). The analysis shows that the Seoul Plan 2030 would be positively evaluated as a kind of participatory and collaborative planning seeking for procedural policy rationality. The Seoul Plan 2030 has reflected the awareness of substantial public participation and set the direction to be collaboration among Seoul municipality, experts and citizen groups to set up a city plan. However, it also reveals a few limitations of citizens`` participation in the city planning process from the viewpoint of institutionalization, democracy and representativeness of a participatory city planning for attaining procedural policy rationality.

This study seeks to examine the fundamental natures and operational situation of the local governments of Korea during the Japanese colonial period. For the purpose of this study, previous studies were reviewed on regulations on local governmental organization and system of the colonial period along with the official documents produced by the Japanese Government General of Korea and local governments. The research findings are as follows: The local government system was found to have a huge gap from the assimilation policy of the Japanese Government General of Korea. This is because Japanese people living in Korea demanded the level of autonomy as high as that of the Japanese mainland while maintaining discrimination against Korean people and even against economically-vulnerable Japanese people living in Korea. The Japanese Government General of Korea introduced to Korea systems already proven in its local government system for mainland Japan and special-exemption regions. In the process it modified systems for more efficient governance. However, such policies caused resistance from Japanese people in Korea who tried to for a local government on their own based on the contradictory foundation of both autonomy and discrimination. The local government system, after all, was diverged between areas with densely populated Japanese people and areas without. Japanese people in local Korean regions tried to directly recommend candidates for the head of local government which was at the same time a position in local administrative government offices of the Japanese Government General of Korea when the Government General pursed for strong governance centralization in the initial colonial period. Sometimes they appointed candidates against the opposition of the Government General. Their strong influence on local governments lasted for a considerable period of time. And the Japanese Government General of Korea worked hard to incorporate them into a unified local government system until the later part of the colonial era.

The research attempts to disclose the key variables affecting the level of elder abuse service quality and to provide measures to improve the delivery system of elder abuse service in Korea. To effectively achieve the research goals, it collected survey data both from the chief leaders and managers of local agencies which delivery those services in action. Total of 38 samples were collected and utilized for analysis. The study accommodated fuzzy-set model to generate fuzzy scores and to classify types in groups in accordance with the degree of recognizing the importance of each variables. It also employs 12 variables representing the steps of reporting and the steps of service delivery. The research indicates that the level of service quality is generally low in all variables. Among others, they recognize there are little legal authorities for those workers and low level of collaboration among authorities including judicial agencies. The degree of understanding the issues or variables is various from agencies with their location: urban area(A), small and midium sized urban area(B), rural area(C). The research also shows that there are tight relationship between the level of collaboration and the combination of other variables in fuzzy-set. The research organized ideas collected from those respondents working for local agencies to justify the conclusion generated from the quantitative analysis.

To tackle some of the negative externalities of driving, transportation policies encouraging more bicycling for commuting are gaining momentum. One of the most popular policy prescriptions is to change the built environment by improving physical conditions of bicycling. While travel behavior literature suggests that the built environment influences people's travel pattern, attitudinal factors are believed to moderate this relationship. Using the 2009 National Household Travel Survey, this study explores the moderating effect of attitudinal factors on the relationship between the built environment and bicycle commuting while taking into account socioeconomic and demographic characteristics. The results show that the built environment has some significant impact on bicycle commuting, but much of the impact is moderated by attitudinal factors. Attitudinal factors appear to have separate impact on bicycling, having similar direction and magnitude across different built environments. This research suggests that attitudinal factors may play a critical role in facilitating the built environment impact on bicycle use, calling for the need to include soft policy as an effective way to promote bicycle commuting.

This study aims to identify the critical issues on local education finance confronting both central government and local education authorities in Korea, and to put forward practical policy ideas to tackle them. In doing so, this study primarily employs documentary research method, using government reports, official statistics, and research reports etc. Taking into account that the financial resources for education and other policy areas have been not sufficient in recent times, in particular, policy directions for resource allocation need to be re-designed both now and in the future. The paper concludes that in order to address financial problems associated with educational function, some practical and effective measures should be taken as soon as possible. One of them is that free meals provision system for school children, based on election pledges, needs to be re-examined from zero-based point of view. Another thing to be noted is that current local education governance being operated in Korea is a system which is completely different from those of other advanced countries in that the administrative structure for education is separated from that for other local government functions, such as welfare, environment, and waste disposal, resulting in inefficiency of resource utilization. In this respect, the local education governance needs to be re-structured.

This study has an objective to identify the effects of job stress of Eup, Myon, Dong public officials in Jeju Special Self-Governing Province on customer orientation. With the establishment of Jeju Special Self-Governing Province, existing local government in Jeju areas was abolished and switched to administration city system. Before the reorganization of administration system, residents in city and gun could settle civil complaints quickly and autonomically, but after the abolition, final responsible subject has been transferred to provincial government, which raised the problem of lowering the accessibility of the residents. Eventually, the system has been changed that regional issues should be settled by Eup, Myon, Dong community center which is the forefront institute. Therefore, surveys were conducted targeting 286 public officials in 43 Eup, Myon, Dongs in Jeju Special Self-Governing Province. Regarding the causal factors of job stress, role conflict, role overload and role ambiguity were selected and study results showed all causal factors of job stress negatively affected the customer orientation. Accordingly, in order to settle job stress, multidirectional management plans should be considered and system improvement to strengthen customer orientation should be required.
