본 연구는 가계통신비의 개념, 변화추세 및 그 요인을 살펴보고, 가계통신비 지출이 경제전체에 미치는 영향을 파악하고자 하는 데 그 목적을 두었으며, 분석결과를 요약하면 다음과 같다. 첫째, 지난 10년간 무선통신기기 비용을 포함한 가계통신비는 명목개념으로는 두배 가까이 증가하였으나, 실질개념과 가계소비에서 차지하는 비중이라는 측면에서는 감소하는 추세를 보이고 있다. 둘째, 가계가 통신비지출을 전체적으로 10억 원 감소시키고 전체산업에 대한 소비를 10억 원 증가시킬 경우 생산측면을 통한 효과를 살펴보면 생산은 약 1억 3천만 원, 부가가치는 약 4천 3백만 원 감소하고, 고용은 약 2명 정도 증가함을 알 수 있다. 셋째, 동일한 경우의 투자를 통한 효과를 살펴보면 생산이 약 8천만 원, 부가가치가 약 2천 6백만 원, 그리고 고용이 약 0.5명 정도 감소한다. 이 논문의 정책적인 시사점은, 실질 가계통신비가 감소하고 통신비의 가계소비비중이 점차 감소하는 추세이고 가계통신비 지출의 거시경제적 효과는 대체로 긍정적이라고 판단되므로 통신산업의 지속적인 성장을 위한 정책적인 모색이 필요하다는 것이다.

This paper studies the concept, trend, and factors of household telecommunication expenditure first, and then tries to analyze the impact of the expenditure to the national economy. The results can be summarized as follows. First, the expenditure has increased twofold last ten years in nominal terms, but has shown declining trend recently in real terms. Second, if households decrease their expenditure for telecommunication service by 1 billion won, and at the same time increase their overall expenditure by the same amount, then the production of the whole economy declines by 130 million won, the added-value decreases by 43 million won, and employment increases by 2 people. Third, the same action can decrease the production by 80 million won, the added-value by 26 million won, and the employment by 0.5 people. The policy implication of this paper is that, considering the declining trend of household telecommunication expenditure in real terms and the positive effect of the expenditure on the national economy, policies are needed which can boost the growth of telecommunication industry
