While participatory e-government is increasingly advocated, few studies have investigated whether it is feasible across all national contexts. This study investigates how certain contextual features influence the success of participatory applications of e-government. In particular, it assesses how the political, economic, and social context in which a particular government operates influence the introduction of participatory e-government, and compares participatory e-government applications in Romania and South Korea. These nations possess important similarities and differences in their political, social, and economic contexts. The study results suggest that the success of participatory e-government projects is to a large extent contingent upon political and economic factors and less related to social factors.

The role and capacity of public administration in contributing to economic security is an increasingly important question. More generous social welfare programs may have greater capacity to insure households against risk, but those programs can effectively provide economic security only to the extent that public organizations deliver benefits promptly and properly to families in need. Administrative performance matters. Given that governments with more generous social programs have demonstrated social welfare to be a priority, are those governments also more likely to put effort towards better administration of welfare programs? This question is addressed here using administrative performance data from U.S. state-level unemployment insurance programs, from 2002-2015. Evidence points to a positive association between generosity and administrative quality: more generous states make fewer administrative errors and that relationship is driven by their making fewer underpayments. If unemployment insurance replacement rates reflect an institutionalized commitment to more generously protecting individuals from economic insecurity, that commitment is also evident in the types of administrative errors agents make.

This research adds value to the extant international migration policy studies by placing a greater focus on the 'processes' of the Korean international migration policy changes. Specifically, this study pays special attention to policy networks in the process of adopting ing the Employment Permit System for Foreigners (EPSF), one of the most important policy changes in Korean international migration policy history. On the basis of the Advocacy Coalition Framework, this research examines the policy network structure that describes the relationships between policy actors at network levels. The results found that the communication network is more hierarchical than the relational network at the global network level, a government-led advocacy coalition was influential in advocating EPSF at the coalition network, and the coordinating role of policy actors such as Office for Government Policy Coordination and New Millennium Democratic Party was significant in the policy process at the egocentric network level.

This study seeks to advance our understanding of policy failures as the nexus of politics and bureaucratic failure. In doing so, it presents a typology to illustrate different types of policy failures by the degree of bureaucratic capacities and politics/political incentives involved in a policy problem, and explores two cases of such failures in South Korea. This study claims that policy failures are joint products of political and bureaucratic failures to varying degrees and that the discussion of both sides helps to enhance accountability and avoid political blame games and bureau-bashing.
This study reflects on two Korean cases to demonstrate politically-driven and administratively-driven failures in the high- and low-capacity bureaucracy and their consequences. These cases also reveal the dynamic nature of policy failures moving from one category to another during the policy processes.
The first case concerns the failure in emergency response of the Korea Coast Guard (KCG) during and after the sinking of the ferry MV Sewol. A low bureaucratic capacity and lack of motivation to fulfill their function may be the direct cause of the failure, which will be the focus of the discussion of bureaucratic failure. Yet, it also reveals aspects of political failures before and after the accident, where politicians have failed to provide a bureaucratic agency with autonomy and stacked the deck against a less salient agency for political or electoral gains.
The second case discusses the politics of preliminary feasibility studies (PFS) required for major public projects. This case explores policy failures uniquely manifested in a highly capable bureaucracy, which shows how politics-laden issues plant the seeds of policy failures driven by the prompt implementation of flawed decisions. The discussion section further discusses key arguments and implications drawn from the case studies. The final section offers concluding thoughts and avenues for future research.

This study examines the relationship between presidential leadership qualities and trust in government, which is the public's perception of the government. Previous studies on the relationship between the two have approached the topic from different angles, focusing on aspects such as the role of presidential trust and presidential leadership as determinants of trust in government. However, such studies have failed to clarify the object of trust, whether it be a specific individual or institution, in assessments of government as well as influential variables; empirical studies that explore the relationship between presidential leadership and trust in government are also relatively scarce. We measured presidential leadership qualities using leadership skills and traits based on situational qualities leadership theory. According to the analysis results, presidential leadership qualities such as vision, communication skills, the ability to effectively manage government affairs, and political power are associated with trust in government, whereas the quality of integrity was not statistically significant. Moreover, the results showed that vision was regarded as the most important quality.

This study focuses on changes in transaction costs over time in nonmarket settings. Traditional Williamsonian transaction cost economics theory shows little concern with time. However, this study reveals that time is a crucial factor in the fluctuation of transaction costs in nonmarket settings: Transaction costs increase in the initial and middle phases of a transaction. But in the long term, they may increase or decrease and are affected considerably by whether the rules, procedures, and protocols governing the transaction are effective ("green tape") or ineffective ("red tape"). In contrast, traditional transaction cost economics assumes a gradual decrease in transaction costs over time. The passage of time and the "red tape" or "green tape" governing the transaction influence stakeholders` transaction behavior in nonmarket settings.

This paper applies Downs`s concept of the issue attention cycle and Hilgartner and Bosk`s public arenas model to the competition among social problems for public attention. It draws on the recent controversy in Korea about the import of US beef to test the idea that a major issue has several issues and events related to it, and that this can explain why its life cycle is extended. The beef imports controversy involved one issue (concern about mad-cow disease) and four events (coverage of the disease on the PD Pocketbook TV show, police excess, intimidation of newspaper advertisers, and activity of the People`s Council for Countermeasures against Mad-Cow Disease). Drawing on Hilgartner and Bosk`s work, this study develops an issue competition model and uses it to estimate the decrease in media attention to this controversy. It found that the decrease in media attention resulted from competition from other issues.

This study applies the Institutional Collective Action Framework to two cases: proposals for the construction of Taekwondo Park and the location of a nuclear waste dump site in Booahn. While the proposed park caused excessive competition because its benefits were overestimated and its private goods were considered necessary, the proposed nuclear waste site resulted in excessive conflict because of uncertainty about its potential harms and because its public goods were considered unnecessary. The former case showed homogeneity of political power and cooperation based on trust, whereas the latter case showed heterogeneity of political power and conflict based on distrust. Both cases showed politicians` active participation based on their reelection goals and a blocked network structure between central and local governments. Stakeholders in both cases showed strong internal ties with other stakeholders with similar potential political and economic benefits.

While private-sector managerial practices are being widely adopted in the public sector, few studies have investigated how market mechanisms influence the motivation or behavior of members of public organizations, or whether there is a systematic difference in employee motivation or behavior between market-centered settings and traditional civil service environments within the public sector. Analyzing large-scale survey data, this study investigates the difference in employee motivation between two compensation systems in the US federal government: pay-for-performance and general schedule. The empirical findings show that employees working in pay-for-performance systems tend to place a higher value on extrinsic values such as pay, performance ratings, and promotion than those in general-schedule systems. This indicates that market-centered managerial practices may undermine the public service motivation of public servants while attracting extrinsically motivated employees to the public sector.

While aggressively embracing free trade agreements (FTAs) in general, East Asian countries have incorporated security and political factors in promoting FTAs under the swiftly shifting regional economic and security environments, epitomized by the end of the Cold War, the Asian financial crisis, and the intensifying Sino-Japanese rivalry. Therefore, a sole focus on economic factors would fail to shed light on East Asian strategies for linking FTAs and security. While FTAs have mushroomed in East Asia since 2000, East Asian countries have pursued FTAs not merely to increase their economic interests. In many cases, they have attempted to link FTAs to broader security considerations. However, they have demonstrated markedly diverse ways of linking FTAs and security, depending on their primary economic and security imperatives as well as their domestic political situations.

This article investigates whether university students` job motivations are different depending on their sectoral job choice. Using stratified random sampling, the author surveyed 253 students in Singapore (response rate = 48 percent). Logistic regression analysis results provided evidence that public service motivation is a significant motivator to Singapore university students who pursue public-sector careers. The results, however, do not exclude the importance of extrinsic motivators such as high salary or opportunity for advancement, which are important to both public- and private-sector job seekers.

Charter schools are regarded as the fastest growing and most impressive innovative institution in public education in Colorado. However, a charter school policy has been unevenly implemented across Colorado school districts. This study aims to clarify what conditions lead to this uneven implementation. To examine the efforts of Colorado school districts to innovate within the conventional public school system, it analyzes several hypotheses based on the diffusion model and socioeconomic factors with an ordinary least squares regression model. Statistical analysis demonstrates that three predictor variables-diffusion, educational level, and alternative innovation-positively influence the social phenomenon that each Colorado school district shows different efforts in the implementation of charter school policy. Among them, the number of alternative schools is the strongest regressor, and the existence of neighboring school districts with charter schools is the second strongest regressor that exerts powerful effects to account for the wide variance in the implementation of Colorado school districts` charter school policy.
