While participatory e-government is increasingly advocated, few studies have investigated whether it is feasible across all national contexts. This study investigates how certain contextual features influence the success of participatory applications of e-government. In particular, it assesses how the political, economic, and social context in which a particular government operates influence the introduction of participatory e-government, and compares participatory e-government applications in Romania and South Korea. These nations possess important similarities and differences in their political, social, and economic contexts. The study results suggest that the success of participatory e-government projects is to a large extent contingent upon political and economic factors and less related to social factors.

The paper seeks to develop some preliminary ideas about the relation of corruption and incompetence, two different but perhaps related instances of political and administrative failure. We pose a corruption-competence nexus and suggest that corruption and incompetence are related in predictable ways. Indeed, in extreme cases of incompetence, incompetence often enables corruption due to a variety of factors including the inability to monitor corruption or to select quality advisors. We further suggest that a variety of factors mitigate the relation of incompetence and corruption, including level of political authority and impact, size of political and business networks, and availability of professionalized and empowered public service. To further examine the corruption-incompetence nexus, we use simple typology (e.g., corrupt-competent or corrupt-incompetent) to help organize and, to some extent, explain the forms of relationship between incompetence and corruption in the organizational setting. Four cases of U.S. mayors' performance are evaluated to better understand the propositions.

In the early era of the study of public management, Luther Gulick (1937) argued that span of control determines organizational performance. Theoretically, span of control has a non-linear relationship with performance as its marginal benefit diminishes due to transaction costs. Meier and Bohte (2000) revisited this argument and showed empirical evidence that an optimal span of control enhances organizational performance using hundreds school districts in the United States. However, it is necessary to expand the scope of study to examine whether Gulick's theory can be generalizable to public service organizations in non-western countries. Using Korean quasi-governmental organizations, this study explores how span of control affects performance and whether the effect differs depending on structural levels and performance indicators (archival performance scores by the government and customer satisfaction). Four years pooled data for 101 Korean quasi-governmental organizations were analyzed using multivariate models. The findings show that a wider span of control at top-level management is positively associated with the government's performance scores, but it is negatively associated at mid-level management. On the other hand, span of control has no significant relationship with customer satisfaction. The findings of this study contribute to the generalizability of Gulick's theory in a new context, and highlight that the impact of span of control on performance can differ based on structural levels and who evaluates organizations.

Our project investigates the impact of minority bureaucratic and political representation on the distribution of disciplinary measures in public schools, in contrast with its impact on gifted and talented class placement. It is motivated by the contrast in accumulating research on the consequences of minority bureaucratic representation between findings that minority teacher representation yields beneficial outcomes for minority students while minority representation on police forces does not yield beneficial outcomes for minority residents. Similarly, we note that public school teaching involves two kinds of organizational roles: one involving distribution of benefits (such as placement in gifted and talented programs) which is consistent with an educator role, while the other, involving the distribution of discipline, approximates a policing role, which could be less consistent with an educator role. In short, the educator role benefits the client and the policing role regulates the client. We theorize that (a) modeling the impact of greater minority representation on teaching staffs will yield contrasting results for these two roles, (b) that there will also be differences based on type of discipline at issue, and that (c) the role of minority representation on the school board must also be taken into account. We examine these issues by employing merged data from several data sources ranging from 2007 to 2010 for our analyses. Our results suggest that higher minority teacher representation does increase minority student placement in gifted programs, but does not significantly reduce punishment of minority students. Our analyses also suggest that future research needs to more fully incorporate contextual variables, such as school board representation and state policy. Scholars of representative bureaucracy should also consider the multiple organizational roles that many bureaucrats have.

Recent laws and court rulings have increased legal protections for faith-based organizations that refuse to provide services to certain individuals based on deeply held religious beliefs. Using data from a 2019 email correspondence study, we examine if religiously-affiliated foster care agencies respond to inquiries from white same-sex couples differently from public and secular foster care agencies. This paper provides preliminary, descriptive results that public sector discrimination can vary by the type of organization that is providing the service. We find suggestive evidence that religiously-affiliated foster care agencies are less likely to respond to same-sex male couples. However, this study lacks sufficient statistical power to find conclusive evidence of differential treatment by type of organization, which highlights the challenges of conducting correspondence studies that examine intersectional discrimination. Despite this limitation, we argue that it is increasingly important for scholars of public administration and public policy to examine and understand how discrimination in the public sector may vary by group membership or organizational type. While exploring this intersectional discrimination may be limited in certain contexts, understanding how and why organizations and public servants are more or less likely to respond to particular groups is an important first step in designing interventions or crafting policies to reduce differential treatment.

This study focuses on changes in transaction costs over time in nonmarket settings. Traditional Williamsonian transaction cost economics theory shows little concern with time. However, this study reveals that time is a crucial factor in the fluctuation of transaction costs in nonmarket settings: Transaction costs increase in the initial and middle phases of a transaction. But in the long term, they may increase or decrease and are affected considerably by whether the rules, procedures, and protocols governing the transaction are effective ("green tape") or ineffective ("red tape"). In contrast, traditional transaction cost economics assumes a gradual decrease in transaction costs over time. The passage of time and the "red tape" or "green tape" governing the transaction influence stakeholders` transaction behavior in nonmarket settings.

This paper applies Downs`s concept of the issue attention cycle and Hilgartner and Bosk`s public arenas model to the competition among social problems for public attention. It draws on the recent controversy in Korea about the import of US beef to test the idea that a major issue has several issues and events related to it, and that this can explain why its life cycle is extended. The beef imports controversy involved one issue (concern about mad-cow disease) and four events (coverage of the disease on the PD Pocketbook TV show, police excess, intimidation of newspaper advertisers, and activity of the People`s Council for Countermeasures against Mad-Cow Disease). Drawing on Hilgartner and Bosk`s work, this study develops an issue competition model and uses it to estimate the decrease in media attention to this controversy. It found that the decrease in media attention resulted from competition from other issues.

This study applies the Institutional Collective Action Framework to two cases: proposals for the construction of Taekwondo Park and the location of a nuclear waste dump site in Booahn. While the proposed park caused excessive competition because its benefits were overestimated and its private goods were considered necessary, the proposed nuclear waste site resulted in excessive conflict because of uncertainty about its potential harms and because its public goods were considered unnecessary. The former case showed homogeneity of political power and cooperation based on trust, whereas the latter case showed heterogeneity of political power and conflict based on distrust. Both cases showed politicians` active participation based on their reelection goals and a blocked network structure between central and local governments. Stakeholders in both cases showed strong internal ties with other stakeholders with similar potential political and economic benefits.

While private-sector managerial practices are being widely adopted in the public sector, few studies have investigated how market mechanisms influence the motivation or behavior of members of public organizations, or whether there is a systematic difference in employee motivation or behavior between market-centered settings and traditional civil service environments within the public sector. Analyzing large-scale survey data, this study investigates the difference in employee motivation between two compensation systems in the US federal government: pay-for-performance and general schedule. The empirical findings show that employees working in pay-for-performance systems tend to place a higher value on extrinsic values such as pay, performance ratings, and promotion than those in general-schedule systems. This indicates that market-centered managerial practices may undermine the public service motivation of public servants while attracting extrinsically motivated employees to the public sector.

While aggressively embracing free trade agreements (FTAs) in general, East Asian countries have incorporated security and political factors in promoting FTAs under the swiftly shifting regional economic and security environments, epitomized by the end of the Cold War, the Asian financial crisis, and the intensifying Sino-Japanese rivalry. Therefore, a sole focus on economic factors would fail to shed light on East Asian strategies for linking FTAs and security. While FTAs have mushroomed in East Asia since 2000, East Asian countries have pursued FTAs not merely to increase their economic interests. In many cases, they have attempted to link FTAs to broader security considerations. However, they have demonstrated markedly diverse ways of linking FTAs and security, depending on their primary economic and security imperatives as well as their domestic political situations.

This article investigates whether university students` job motivations are different depending on their sectoral job choice. Using stratified random sampling, the author surveyed 253 students in Singapore (response rate = 48 percent). Logistic regression analysis results provided evidence that public service motivation is a significant motivator to Singapore university students who pursue public-sector careers. The results, however, do not exclude the importance of extrinsic motivators such as high salary or opportunity for advancement, which are important to both public- and private-sector job seekers.

Charter schools are regarded as the fastest growing and most impressive innovative institution in public education in Colorado. However, a charter school policy has been unevenly implemented across Colorado school districts. This study aims to clarify what conditions lead to this uneven implementation. To examine the efforts of Colorado school districts to innovate within the conventional public school system, it analyzes several hypotheses based on the diffusion model and socioeconomic factors with an ordinary least squares regression model. Statistical analysis demonstrates that three predictor variables-diffusion, educational level, and alternative innovation-positively influence the social phenomenon that each Colorado school district shows different efforts in the implementation of charter school policy. Among them, the number of alternative schools is the strongest regressor, and the existence of neighboring school districts with charter schools is the second strongest regressor that exerts powerful effects to account for the wide variance in the implementation of Colorado school districts` charter school policy.
