44대 미국 대통령 선거에서 버락 오바마의 당선은 미국의 국내외 정책의 극적인 변화를 시사하는 것을 보인다. 그러나 변화의 정도를 평가하기 위해서는 이러한 기대에 대한 몇 가지 기준들을 참고해야만 한다. 취임연설에서 중요한 변화를 예고한 다른 대통령들과 오바마의 비교는 변화를 가져올 새로운 정치 연합 건설이라는 과업이 대체로 이러한 대통령들 이후보다 이전에 놓여있음을 보여준다. 또한 이러한 연합을 건설하기 위해서 오바마는 부분적으로 서로 상반되는 두 가지 방식에서 지도자로 성공해야 한다. 첫째, 그는 상대적으로 적지만 중요한 정책적 문제들(중동에서 미국의 개입 문제와 경제 회복)에 분명하게 초점을 맞춘 강력한 리더십을 보여야 한다. 이 변화는 극적이기보다는 점진적일 가능성이 높다. 둘째, 그는 변화하는 환경을 학습하고 이에 적응하는 능력을 유지해야 한다. 주도 할 때와 적응해야 할 때를 아는 것은 어떤 대통령에게나 매우 중요한 도전이다. 오바마가 이러한 도전들에 어떻게 대응하는지에 따라 피상적인 변화를 넘어 움직임을 만들어 낼 새로운 민주 연합을 건설하는 것에 성공할 수 있을지 없을지 결정할 수 있을 것이다.

The election of Barack Obama as the 44th President of the United States appeared to signal dramatic change in U. S. foreign and domestic policy. In order to assess the extent of this change, however, some baseline of expectations must serve as a reference point. A comparison of Obama with other presidents whose inauguration heralded major changes suggests that the challenging work of building a new political coalition capable of effecting change lies largely ahead of the president rather than behind him. In order to build such a coalition, moreover, Obama must succeed as a leader in two partially contradictory ways. First, he must provide strong leadership clearly focused on a relatively small number of major policy issues (primarily, US entanglements in the Middle East and economic recovery). This change is likely to be incremental rather than dramatic. Second, he must also retain the ability to learn and adapt to changing circumstances. Knowing when to lead and when to adapt is a crucial challenge for any president. How Obama responds to this challenge will determine whether or not he succeeds at building a new Democratic coalition capable of moving beyond superficial changes.
