유럽연합의 대북한 인권정책을 어떻게 이해할 수 있을까? 그것을 유럽인들의 도덕적 사명의식이나 인도주의적 순수성만으로 설명하는 것은 너무도 순진한 시도이다. 본 연구는 유럽연합의 대북한 인권정책을 유럽연합의 공동외교안보정책(Common Foreign and Security Policy: CFSP)이라는 틀 속에서 살펴보고자 한다. 유럽연합은 북한으로의 접근을 통해서 한반도에서 자신의 영향력을 강화하고, 경제적으로 중요성이 증가하고 있는 아시아에 대한 유럽연합의 개입 가능성을 찾았다고 할 수 있다. 이를 통하여 아시아에서 다자 질서에 참여하면서 유럽연합의 공동외교안보정책을 강화하는 기회가 될 수 있었다. 한편 대북정책 속에서 인권정책은 효과적인 외교정책의 수단이 되었다. 인권정책은 유럽연합의 본질적 가치로서의 인권을 전파해 동아시아에서 안전과 평화를 구축한다는 의미와 함께 보다 현실정치적 의미를 가지고 있다. 대북한 인권정책 속에는 한국이나 미국이 다룰 수 없는 인권정책을 통해서 한반도와 아시아에서 유럽연합의 영향력을 확보한다는 의도가 내포되어 있다. 또한 정부간주의에 의해 운영되는 공동외교안보정책의 수행에 있어서 인권과 같은 연성권력은 회원국들의 합의를 이끌어내기에 용이한 분야이다. 따라서 유럽연합의 신아시아전략과 한반도 전략 수립과 수행에 있어서 인권은 매우 경제적인 도구로 이해할 수 있다.
How can we explain the EU`s human rights policy toward North Korea? It seems to be too naive to see it in terms of a moral sense of mission or humanitarianism of the europeans. The aim of this paper is to examine the EU`s human rights policy toward North Korea in the framework of the Common Foreign and Security Policy(CFSP) of the EU. The European Union have tried to seek after strengthening their influence in the Korean Peninsular and the Asian Continent after the Cold War. The North Korea and the USA gave them the chances to test the possibility. After concluded diplomatic relations with the North Korea in 2001, the EU raised the problem of the violation of human rights in this country in bilateral and multilateral dialogues. But the EU`s human rights policy seems to have two objectives: building a peace in East Asia disseminating the value of human rights in the North Korea; testing their common foreign policy in East Asia and international organization like the UN. Especially, this second object seems to be more important for the EU. Using soft power as human rights and humanitarian assistance is more easy to obtain the member state`s consent in performing the CFSP that is working by inter-governmental system. Thus, the EU`s human rights policy is an effective means for their common foreign policy and an economic instrument for implementing the EU`s Asia strategy.
