문화는 발전하는가? 그렇다. 문화를 인간의 활동으로서 역동적이고 동사에 가까운 개념으로 볼 때, 문화는 변화와 더불어 발전적인 양상을 나타내는 것으로 볼 수 있을 것이다. 반 퍼슨(Van Peursen)은 문화를 어떤 고정된 상태나 종착점으로 보지 않고 하나의 이정표 혹은 과제로 보고 있다. 따라서 현재의 문화는 인간 발전의 한 단계로 이어져 가고 있는 이야기의 한 부분이기 때문에 미래의 문화 발전을 보여주는 지도의 의미로 문화 발전 모형을 주장한다. 그는 문화전략 면에서 두드러진 특징을 보인 3단계의 발전 모형, 즉 신비로운 힘에 인간이 사로잡혀 있는 것으로 생각하는 태도인 신화적 단계, 인간이 자립적으로 사태를 연구하는 태도인 존재론적 단계, 그리고 현대인들이 점점 취하기 시작하는 사고 태도인 기능적 단계를 제시하면서, 이러한 문화 모형은 우리 자신의 문화를 비판적으로 판단하고 현대 문화가 걸어갈 길을 우리 스스로 조종할 수 있는 도구를 제공하는 길이라고 확신한다. 반 퍼슨, 칸트, 캇시러 이들 모두의 공통된 인식은 문화와 윤리가 필연적으로 연결되어 있다는 것이다. 문화 발전을 추구하기 위해서는 문화가 우리 자신의 활동과 책임이기 때문에 그 평가는 정당성에 관한 물음으로 던져져야 한다. 결국 문화 발전과 문화의 미래는 윤리 또는 도덕성의 문제가 중심 주제로 부상하게 되는 것이다. 사람이 무엇을 행하게 될 것인가는 미리 말할 수 없지만 그들이 무엇을 행해야 하는가를 미리 부과할 수 있을 때 문화의 미래상은 발전적 모형을 띠게 된다고 생각한다. 우리가 기대하고 바라는 문화의 종착역이 어디인지 말 할 수 없다. 그러나 문화를 배경으로 살아가는 우리가 정신적인 존재로 방향을 설정하고 위로부터 아래로 향하는 운동을 통해서 만들어진 문화 모형은 발전된 문화로서 자리매김을 할 수 있을 것으로 생각한다. 이제 우리는 이 시대의 문명 속에서 문화의 꽃을 아름답게 피우기 위해서 하나님과의 관계와 기능을 회복하는 문화 전략을 강구해 나가야 할 것이다.

Does culture develop? When we see culture as a human activity that is dynamic and as a concept close to a verb, we can see developmental aspects that come out with change. C. A. Van Peursen sees culture not as a fixed condition or destination, but as a milepost or as a task. Therefore, since the current culture is one part of the story of continuing human development step by step, he advocates a model of culture development with the meaning of a map showing the cultural development of the future. From the perspective of cultural strategies he presents a development model of three levels with distinct characteristics, that is, the mythological level in which humans are caught up in mystical power, the existential level in which humans independently study the situation, and the functional level which modern humans are gradually beginning to take. He is convinced that this model of culture is the way to provide tools for critically judging our own culture and guiding the way that modern culture needs to go. The understanding of Van Peursen, Kant, and Cassirer is that culture and ethics are inevitably linked. In order to pursue cultural development we must question the legitimacy of its value since culture is our own activity and responsibility. In the end, cultural development and the future of culture emerge as issues centered on ethics or morals. We cannot predict what people will do, but when we can impose on them what they have to do, the future of culture takes on a developmental form. We cannot say where the destination of our culture is. But as we live in culture and as emotional beings establish our direction, culture can establish its place as a developed culture made through movements from above to below. Now in the culture of this age, in order for the flower of culture to bloom, we need to consider a cultural strategy to recover our relationship with God and our functions.
