2015년 세계의 재난위험을 줄이기 위해 센다이 프레임워크(SDF)가 채택되었다. 위험의 이해, 재난위험거버넌스 구축, 회복력을 위한 투자, 대응력 강화로 이어지는 대비 수준 개선이 최우선 목표로 설정되었다. 재난포렌식조사 프레임워크(FORIN)는 이러한 목표를 이루기 위하여 고안된 재난근본원인 탐색의 지침이다. 국제적으로 채택되었으나 국내에서 FORIN에 입각한 재난근본원인조사 논의는 충분치 않다. 프레임워크의 발전에 학술적·실무적 논의가 필수적이다. 이론적 배경에서는 FORIN의 배경과 주요 내용 및 연구절차를 소개한 뒤, 주제범위 문헌분석을 통하여 최근 5년(2016-2020) 동안 국내외 관련 연구가 수집·검토되어 ⅰ) 다루어진 사례, ⅱ) 연구설계에 반영된 방법론, ⅲ) FORIN의 정교화와의 관련성이 확인되었다. 분석결과, 대부분의 사례는 수해와 연관되어 있었다. 연구방법론으로는 문헌분석과 인터뷰가 많이 활용되었다. FORIN의 틀을 유지하면서 기술적 분석의 고도화로 간접적으로 정교화하거나, 전형적 연구설계 양식을 통한 사례연구가 있었다. 대조적으로 FORIN을 바탕삼아 예측력·범용성을 개선한 새로운 프레임워크들이 제시되기도 하였다. 아직까지 재난근본원인조사는 독립적 영역의 지위에 있지 못한 것으로 보인다. FORIN을 활용하고자 하는 새로운 연구자들에게 높은 진입장벽으로 다학제성과 실천성 그리고 분석절차가 기능하고 있기 때문일 수 있다. 이론적·실무적 함의를 기대할 수 있는 후속 연구 의제들이 제시되었다.

In 2015, the Sendai Framework was adopted to reduce the risk of disasters. The top priority was to understand risks, build disaster risk governance, improve invest for resilience and the level of preparedness. The Disaster Forensic Investigation Framework(FORIN) was designed to achieve these goals as a guideline for exploring root causes. In Korea, there is still a lack of discussion on disaster root causes based on FORIN. Academic and practical discussions are essential for the development of the framework. In the theoretical background, the history, main concepts, and research procedures of FORIN are introduced. Applying the scoping study method, related literature is collected and reviewed over the past five years(2016-2020). The disaster cases dealt with, the methodology used, and the relevance with elaboration of FORIN were reviewed. As a result, most cases were related to flood. Literature review and interview were frequently used. While maintaining the FORIN, attempts have been made to improve descriptive analysis or to present typical research design forms. In contrast, new frameworks with prediction power and generality have also been proposed. So far, disaster root cause analysis seem to have not reached an independent topic. The reason may be that the multidisplinary and practical nature of FORIN and its profound procedures are functioning as barriers to entry for researchers who want to use FORIN. Further research agendas that can expect theoretical and practical implications were suggested.
