While a growing number of environmental justice (EJ) studies demonstrate that contaminated drinking water disproportionately affects low-income communities and poor communities across the United States, little attention has been paid to inequalities in drinking water quality information dissemination compliance. The information dissemination rule violation does not fulfill water governor's responsibility for securing water safety, and also not meet the right-to-know provision as a fundamental element for human rights. This study examines patterns of the Confidence Customer Reports (CCR) rule violation at a county-level. Within the EJ perspective, we conducted spatial analysis of the CCR rule violation, and examined vulnerability factors that may be related to the violation likelihood. This study collected the CCR rule violation from 2016 to 2018 through the Safe Drinking Water Information System. Our study's findings indicated that there are 150 counties as the geographical hot spots of CCR rule violations, which are concentrated in some parts of Texas, Oklahoma, and Louisiana in South region. The regression analysis showed that the ethnic minority and the county's poverty rate are significant predictors of the CCR rule violation. The results suggest that information access to the report about drinking water quality is not equally disseminated across the nation. The information asymmetry may exist particularly in poor communities of color, reflecting the main framing of environmental injustice in the United States.

Despite increasing economic prosperity and growth, we continue to face problems like social inequality and poverty. Social enterprises are considered as resourceful policy tools in creating social impact due to their innovative nature in addressing social problems. Building on Ajzen's theory of planned behavior, this study examines the role of social recognition in the motivational dynamics of social entrepreneurial intention. We analyze the relationship between perceived monetary rewards and non-monetary rewards, such as social recognition and their interactive effects on social entrepreneurial intention. Using the Korean Youth Panel ranging from 2008 to 2019, we find that negative effects of monetary rewards on social entrepreneurial intention are offset as the level of social recognition increases. Our findings suggest that policymakers and government managers should expand their activities that involve beyond monetary incentives and focus more on nurturing young talent in realizing one's own inner motives such as altruism and self-efficacy.

Clear evidence about the effectiveness of economic development incentives is limited. To bridge this research gap, this study uses the Upjohn Institute Panel Database on Incentives and Taxes (PDIT). Unemployment and employment rates are used to analyze the effectiveness of tax-based incentives. Statistical results indicate that tax incentives have a marginal impact on employment status and limited benefits to states. Only the R&D tax credit statistically significantly increases employment rates. This result supports the interpretation of economic development policies as a zero-sum game.

A growing body of research suggests that representation among elected and bureaucratic officials can shape the attitudes and behavior of constituents and clients. We explore the impact of race and gender representation in public schools using a unique survey of students and school personnel from 44 different schools in an Ohio county about school discipline. We use ordered logit models to analyze the survey data. Our analysis suggests race affects attitudes toward institutions and authority even when controlling for individual experiences, that Black student attitudes are influenced by minority teacher representation, student attitudes are different depending on teacher gender representation, and student race and gender condition the influence of representation. Our results have potentially broad implications for understanding attitudes about political institutions, the administration of authority, and the theory of representative bureaucracy.

This essay explores the notion of social equity as a public value underpinning public administration and public policy. Despite being regarded as one of the pillars of public administration, social equity is loosely defined and conceptualized in various ways and challenged by measurement issues. The concept of social equity is evolving and being constantly constructed; therefore, not all equity issues are given the same degree of attention and support by the general public and policymakers in political institutions and governments. This article is an effort to reflect on equity considerations as social constructs and highlight the equity-enhancing role of public bureaucrats at different ranks within the bureaucratic hierarchy.
This study first identifies and defines social equity practices and explores prominent inequities in six areas: education, housing, welfare, environment, policing, and immigration. Social equity is conceptualized as diminishing discrimination, providing the minimum safety net, increasing access for minorities, closing and leveling gaps or disparities, and improving the social justice system. The conceptual diversity and measurement issues lead to diverging perceptions of the problems and solutions, oversimplifying social issues, and setting a deceptive or hostile environment toward marginalized social groups.
Second, this essay explores the roles and capacities of public bureaucrats at different ranks within the bureaucratic hierarchy. Although both bureaucrats and politicians are embedded in the current institutional arrangements and policy environments, bureaucrats in the administrative arena could effectively address inequities among social groups compared to elected officials. Marginalized groups are often negatively constructed and not organized enough to voice their concerns to their political representatives. This study reveals bureaucrats' significant potential to progress social equity in diverse areas by redefining identity groups with finer social constructions, changing perceptions of deservingness, and reducing administrative burden.
