본 연구는 외국인 이주자 차별금지법 제정에 관한 국민인식을 토대로 외국인 이주자 유입의 사회경제적 영향과 외국인 이주자 차별금지에 관한 국민인식의 관계 및 이들의 관계에서 이주자 지원정책의 효과를 분석하는 것을 목적으로 한다. 분석결과, 우수한 인재유입을 통한 국가발전 기여, 한국인 저소득층의 취업악화, 정부의 공공지원 지출 부담 증가, 정부의 수요기반의 이주자 적정규모 관리, 다문화 가정의 자녀양육을 위한 예산지원 등이 외국인 이주자 차별금지에 관한 국민인식에 정(+)의 영향을 미치는 것으로 나타났다. 반면에 한국의 고유문화 위협은 외국인 이주자 차별금지에 관한 국민인식에 부(-)의 영향을 주었다. 이러한 내용들을 토대로 본 연구는 다음과 같은 정책방안을 제시하였다. 첫째, 외국인 이주자 차별금지에 관해 다양한 접근방법이 필요하다. 둘째, 우수한 인재를 유입하여 국가발전에 기여해야 한다. 셋째, 외국인 출입국관리 및 이민정책을 총괄하는 이민정책전담조직을 설립하는 것이 필요하다.

This study analyzes the relationship between the socio-economic impact of the influx of foreign migrants and public perception on the prohibition of discrimination against foreign migrants, and the moderating effect of the government’s migrant support policy in this relationship. As a result of the analysis, the contribution to national development through the inflow of excellent human resources, the deterioration in employment of low-income Koreans, the increase in the government’s burden of public support expenditure, the government’s management of the appropriate number of migrants based on future economic and social needs, and the budget support for raising children in multicultural families are found to have positive effects on the national perception of the prohibition of discrimination against immigrants. On the other hand, the threat of Korea’s unique culture is found to have a negative effect on the public’s perception of the prohibition of discrimination against foreign immigrants. Based on these, policy directions are suggested as follows. First, a variety of approaches are needed to prevent discrimination against immigrants. Second, the contribution to national development through the inflow of excellent human resources is very important. Third, it is necessary to establish an organization dedicated to immigration policy that will oversee immigration policies.
