지식재산이 국가의 경제발전과 산업 경쟁력에 미치는 영향력이 커지면서 선진국과 개발도상국 간의 지식재산 격차를 해소하고, 개발도상국의 지식재산 창출, 권리화, 활용을 지원하기 위한 지식재산 개발협력의 필요성이 증가하고 있다. 또한 지식재산 개발협력은 지식재산 선진국으로서 우리나라가 가진 경험과 강점을 활용하기에 가장 적합한 개발협력 분야 중 하나이다. 그러나 국제개발협력 사업에서 지식재산 분야는 개발협력 모델이 명확하게 설정되어 있지 않으며, 개발협력 사업 및 예산 비중도 다른 분야에 비해 낮은 수준이다. 따라서 지식재산 개발협력의 활성화를 위해 먼저 지식재산 개발협력의 세부 분야 및 목표를 명확히 하는 것이 필요하다. 나아가 지식재산 개발협력의 효과성을 높이기 위해 각 수원국의 현황 및 여건에 맞는 중점 분야를 제시하는 방법이나 체계를 구축하는 것도 필요하다. 본 연구의 주요 결과는 다음과 같다. 첫째, 지식재산 활동의 특성, 지속가능발전목표(SDGs)와의 연계성 등을 종합적으로 고려하여 13개 지식재산 개발협력 세부 분야를 도출하고, 각 세부 분야별 목표를 제시하였다. 둘째, 아프리카 29개국을 대상으로 지식재산 개발협력 분야별 발전 정도와 적합 수준을 산출하고, 국가별 지식재산 개발협력 중점 분야를 도출하였다. 지식재산 개발협력의 세부 분야 및 목표를 분류하고, 각 수원국의 현황 및 여건에 맞는 중점 분야 도출 방법을 개발, 적용함으로써 향후 지식재산 개발협력 사업 추진 및 확대에 기여할 수 있다는 점에서 본 연구의 의의가 있다.

As the influence of intellectual property on national economic development and industrial competitiveness grows, the need for intellectual property development cooperation to bridge the intellectual property gap between developed and developing countries and to support the creation, rights, and utilization of intellectual property in developing countries is increasing. In addition, intellectual property development cooperation is one of the most appropriate development cooperation fields to utilize Korea's experience and strengths as an advanced country in intellectual property. However, strategies and models for intellectual property development cooperation have not been clearly established. Therefore, in order to vitalize intellectual property development cooperation, it is necessary to first clarify the detailed areas and goals of intellectual property development cooperation. Furthermore, it is necessary to establish a method or system that presents priority sectors suitable for the current status and capabilities of each developing country. The main results of this study are as follows. First, 13 sectors of intellectual property development cooperation and goals for each sector are presented by comprehensively considering the characteristics of intellectual property activities and connectivity with the sustainable development goals(SDGs). Second, for 29 African countries, the degree of development and suitability level for each field of intellectual property development cooperation is calculated, and the priority sectors for intellectual property development cooperation for each country are derived.
