스마트폰이 대중화되기 전, PC를 통한 채팅시스템을 사용할 때부터 청소년성매매는 심각한 문제였다. 그러나 근래 들어 온라인에서 아동청소년을 대상으로 한 그루밍성범죄가 더욱 문제가 된 이유는 모바일 기기, 웹캠 등 도구의 출현과 동일한 영상을 거르는 기술까지 장착된 음란사이트의 발달로 아동음란물이 범람하게 된 현실과도 무관하지 않다. 즉 온라인그루밍성범죄의 피해는 온라인과 오프라인에서 동시다발적으로 발생하면서 아동청소년의 일상에 깊숙이 침투하게 된 것이다. 그러나 사회적 관심이 높은 것과는 달리 온라인그루밍 성범죄에 대한 실증연구는 매우 드물다. 이러한 연구문제의 중요성을 인식하고 선행연구의 부재를 보완하기 위해 이 연구에서는 온라인그루밍성범죄의 실태와 성범죄자의 특성을 분석하고 그 대책을 논의하고자 하였다. 구체적으로, 아동청소년을 대상으로 한 신상정보등록대상자들의 판결문을 중심으로 양적조사와 질적조사를 병행하여 온라인그루밍성범자의 특성과 사건의 특성, 가해자의 범죄수법에 관해 분석하였다. 이를 통해 온라인그루밍성범죄가 가지는 특성을 정리하였고 조사결과를 바탕으로 온라인그루밍성범죄를 예방할 수 있는 대책도 제시하였다.

Cyber-crime targeting children such as online pedophile activity are a major and a growing concern to the society. In particular, it has been pointed out that child sex offenders engage in grooming to facilitate victimization. Child and youth prostitution has been a serious problem since the use of a chatting system through a PC before smart phones became popular. However, in recent years, online grooming crimes targeting minors has become more problematic due to the development of obscene sites equipped with technologies such as mobile devices including webcams and the same video filtering technology. In other words, the damage of online grooming crimes occurred simultaneously in both online and offline, deeply penetrating the daily lives of children and adolescents. Internet solicitation, or grooming of children for sexual purposes has received less academic attention than the social interests. In order to supplement the absence of prior research, this study aimed to analyze the realities of online grooming crimes and discuss their countermeasures. Specifically, quantitative and qualitative methods were applied based on the judgement and court rulings. Informations on the characteristics of online grooming offenders and underage victims and the nature of the cases were analyzed.
