현재 귀화자와 외국인의 비중은 전체 인구의 약 4.2%로 향후 2025년에는 전체 인구의 약 8%가 될 것으로 전망된다. 따라서 이민자의 체류실태 전반을 파악할 수 있는 정확한 통계의 개발이 요구된다. 본 연구는 이민자 체류실태 및 고용조사 개발을 위해 개념정의 및 EU, OECD의 이민자 사회통합 지표를 살펴보고, 이민자 통계작성을 위한 제언점을 도출하고자 한다. 본 연구의 주요 결과는 다음과 같다. 첫째, OECD에서는 귀화자를 포함한 해외출생 인구 기준으로 이민통계를 작성하고 있다 . 따라서 이러한 국제적인 추세에 맞추어 기존의 외국인 고용조사를 귀화자까지 포함한 이민자 조사로 확대·개편할 필요가 있다. 둘째, 이민자 포괄범위 설정을 위해 국적과 출생 국가를 중심으로 조사대상 범위를 설정하고, 현실적인 적용방안을 모색하였다. 셋째, EU와 OECD의 이민자 사회통합 지표와 분석결과를 살펴보고, 이민자 체류실태 및 고용조사에 필요한 조사항목을 도출하였다. 넷째, 이민자 체류실태 및 고용조사 개발을 위하여 표본설계, 조사 프레임, 조사영역과 조사주기, 필수 조사항목 등 조사전반에 대한 시사점을 도출한다.

Currently, the share of naturalized and foreigners are 4.2% of the total population, which is expected to be about 8% of the total population in 2025. Therefore, it is required to develop accurate statistics to understand the actual condition of immigrants. This study shows several results. Firstly, I have reviewed the definition of an international organization for the definition of immigrants. As a results, The OECD makes immigrant statistics based on the foreign-born population including the naturalized population. Secondly, I set the coverage of immigrants based on nationality and birth country, and examined practical application methods. Thirdly, I reviewed the EU and OECD immigrant social integration indicators and analysis results. As a result, I could get some suggestions about the survey items needs to develop the statistics of immigrants. And Fourthly, This study provides implications for the overall survey including sample design, survey framework and essential survey item for The Survey on Immigrants’Living Conditions and Labor Force.
