본 연구는 출산장려의 정책방향과 합리적인 세제개선방안을 제시하기 위하여 먼저 우리나라의 출산율의 변화와 인구 변화,?출산정책의 변화,?결혼 형태의 변화를 알아보고 혼인과 출산장려의 필요성에 대하여 살펴보았다. 다음으로,?주요국가(미국,?영국,?프랑스,?일본)의 출산장려정책의 변화와 출산장려를 위한 재정적인 지원과 세제상의 지원에 대하여 살펴보고 그로부터 정책적 시사점을 도출하였다. 그리고 이어서 우리나라의 출산장려를 위한 세제지원 정책의 문제점을 살펴보고 나아가 문제점별로 구체적인 개선방안들을 제시하였다.

This research for the purpose of proposing reasonable improvements in tax system and the political direction for the fertility encouragement has focused above all on the trend of fertility rate, the change of population, the change of policy for the fertility and the change of marriage styles in Korea and analyzed the necessity of encouragement for marriage and fertility. Then, it researched for the trend of political encouragement for the fertility and for the programs of financial supports as well as tax incentives for fertility encouragement in major countries including USA, England, France and Japan to derive political implications. It finally lists the problems identified in the tax incentive programs for the encouragement of fertility and presents specific improvements to each of identified problems.
