문제 지향적 경찰활동의 목표는 전통적 경찰활동을 통해서는 해결할 수 없는 특정한 문제들을 해결하기 위해 경찰과 지역사회가 함께 노력하고, 특정한 문제에 대한적절한 대응방안을 개발함으로써, 문제해결에 대한 특별한 관심을 이끌어 내는 것이다.
이 연구의 목적은 문제 지향적 경찰활동(POP)과 범죄피해 두려움의 관계를 살펴보는 것으로서, 특히 문제 지향적 경찰활동의 주요요소들 중 범죄피해 두려움에 유의한 영향을 미치는 주요요소들에 기초하여 시민의 범죄피해 두려움을 감소시킬 수 있는 대안들을 제안하고자 한다.
이 연구의 조사대상자는 대전광역시에 거주하고 있는 시민 249명이고, 문제 지향적 경찰활동의 주요요소인 독립변수는 경찰관과 지역주민 간 의사소통, 경찰조직의분권화, 문제해결 순찰전략, 경찰과 지역사회의 협력, 경찰 중심의 문제해결 노력의5개 변수이며, 종속변수는 범죄피해의 두려움이다. 또한, 통제변수로서 인구사회학적변수인 성별, 연령, 거주기간, 가정의 월평균소득을 투입하였다.
5개 독립변수 및 4개 통제변수들이 범죄피해 두려움에 미치는 영향관계를 분석하기 위하여 다중회귀분석을 실시한 결과, 표본의 회귀식모형은 결정계수 R²=.545, F 값 41.008, 유의확률 .000으로 나타나 통계적으로 유의성을 가진다고 볼 수 있다.
종속변수에 통계적으로 유의한 영향을 미치는 독립변수는 경찰조직의 분권화(β =.177), 경찰과 지역사회의 협력(β=-.209) 2개 변수인 것으로 나타났고, 통제변수 중에서는 성별(β=.388), 거주기간(β=-.142) 2개 변수인 것으로 나타났다. 따라서, 문제지향적 경찰활동을 통하여 시민의 범죄피해 두려움을 감소키기 위해서는 경찰조직의분권화 수준을 적절하게 조정하고, 경찰과 지역사회의 협력을 증진시킬 필요가 있다.
The purpose of this study is to analyze the influence of problemoriented policing to fear of crime victimization, and to suggest the methods for lessening the fear of crime victimization. This study conducts the survey on 249 citizens in Daejeon Metropolitan City.
By factor analysis, communication between policemen and citizen, decentralization of police organization, patrol strategy for problem solving, partnership of police and community, and police-centered effort for problem solving are grouped as the independent variables. And the dependent variable is the citizen's fear of crime victimization.
The results of this study reveal that the citizen's fear of crime victimization is affected statistically by decentralization of police organization(β=.177) and partnership of police and community(β =-.209). And the citizen's fear of crime victimization is affected statistically by sex(β=.388) and living period in community(β=-.142).
Therefore, to lessen the citizen's fear of crime victimization, police department must make the decentralization of police organization not be excessive, advance the partnership of police and community, and develop the POP programs for women's safety protection.
