이승만이 집권했던 1950년대는 남북분단과 전쟁을 거치면서 극우반공체제가 성립한 시기이다. 남한 사회에서 좌익세력은 이른바 ‘빨갱이’로 낙인찍혀 활동할 수 있는 정치적 공간을 잃어버렸다. 뿐만 아니라 이승만·자유당 정권은 민주당을 비롯한 보수야당 세력조차도 국정 운영의 파트너로서 인정하지 않고 오히려 이들을 배제하려 하였다. 자유당 정권은 정치적 경쟁자들을 억압하기 위해 대중을 동원하여 위세를 과시하는 한편, 직접적으로는 정치테러를 가함으로서 야당 세력의 활동을 제약하였다. 1957년 5월에 발생한 장충단집회 방해사건은 1950년대 후반에 일어난 대표적인 정치테러사건이다. 장충단집회 방해사건을 일으킨 주체는 자유당과 그에 협력하는 정치깡패들이었다. 정치깡패들의 두목이었던 이정재는 자유당 감찰부차장으로 활동하였다. 그는 자유당 정권의 지시를 받아 테러를 자행했다. 반면 정부와 경찰은 테러를 일으킨 당사자들에 대한 검찰의 수사를 방해했으며, 뒤늦게 범인들을 구속하였다. 이처럼 이승만 정권은 정치깡패들과 긴밀한 협력관계를 유지하고 있었으며, 이를 통해 정적들에게 정치테러를 자행하였다.

In the 1950s under the Syngman Rhee regime, the extreme anti-communism system was established through the division and the Korean War. In South Korean society, the left wing lost its political ground by being branded as ‘the Reds’. Moreover, Syngman Rhee and the Liberal party did not accept even the conservative opposition parties, which include the Democratic party, as the partner of government operation and tried to exclude them. The Liberal party incited the masses to suppress political opponents on one hand, and directly carried out political terrorism to restrict the act of opposition parties on the other. The sabotage on the Changchungdan rally, which happened in May 1957, is representative political terrorism in the late 1950s. The main force of the incident was the Liberal party and its cooperative politic gangs. Lee Chung-Jae, the gang leader, worked as the deputy head of the inspection department of the Liberal party. The ruling party instructed him to commit the terrorist act. The government and police obstructed the prosecution’s investigation on the terrorism, so the arrest on the culprits was belated. Overall, the Rhee regime maintained a cooperative relationship with political gangsters, and committed political terrorism on its opponents through that collusion.
