이 연구의 목적은 스포츠토토의 사행성 논의를 통하여 스포츠토토가 사행성을 조장하지 않고 건전한 우연놀이로서 역할을 하고 있다는 것을 규명하여 스포츠토토의 전자카드제 도입 반대를 지지하는데 있다. 이를 위하여 검토해야 할 논제는 스포츠토토가 도박인가, 놀이인가에 대한 성격 문제와 스포츠토토가 사행성을 조장하는가? 그리고 스포츠토토의 중독에서 벗어나는 방법에 대한 문제이다. 첫째, 스포츠토토의 성격은 우연놀이와 도박 사이에 위치한다. 둘 사이에 존재하지만 도박보다는‘우연놀이’의 성격이 강함을 알아보았다. 하지만 언제나 도박으로 빠질 위험성이 내재해 있음을 부인할 수 없다. 둘째, 스포츠토토가 사행성을 조장하는가? 이 문제는 법의 적용, 개인의 태도, 형평성이라는 잣대를 통하여 스포츠토토가 사행성을 조장한다는 주장에 대한 반론을 펼쳐보았다. 스포츠토토가 사행성을 조장할 수도 있고, 그렇지 않을 수도 있다. 이 모두 결과론적 해석이지만 우연놀이를 행하는 사람의 태도에 달려있음을 밝혀보았다. 마지막으로 스포츠토토의 중독성의 문제를 다루었다. 스포츠토토를 지속적으로 즐기기 위해서는 중독성에 빠지지 않고 우연놀이로서 몰입과 일정한 거리두기가 필요함을 알 수 있었다.
