문화복지는 오늘날 복지사회가 요구하는 새로운 경향이다. 사회복지의 새로운 한 영역으로서 문화복지가 성립하려면 우선 광의의 사회복지 개념과 문화복지의 개념 정립이 필요하다. 이 개념 정립은 사회복지의 외연 확대와 문화복지정책의 정향을 위해 중요한 일이다. 문화복지란 국민의 미적 감수성과 문화적 창의력을 계발하여 문화소외층과 일반 국민의 인간다운 문화생활을 보장하고 전체 국민의 문화생활의 수준을 제고시키려는 정부민간의 활동을 말한다. 그리고 여기서 문화생활이란 문화예술활동 및 여가 활동까지 포함한다. 문화복지가 성립하려면 기존의 몇 가지 개념을 검토할 필요가 있는데, 그것은 사회정책의 하위개념으로서의 문화정책과 문화복지정책의 개념이다. 또한 문화복지의 성립을 위해 기본 전제 개념을 발전시켜 나가야하는데, 그것은 사회적 욕구로서의 문화적 욕구이다. 우리나라는 80년대 중반부터 지방 문화 인프라 구축을 위해 문화시설이 들어서고, 장애인, 여성, 노인 등 문화적 약자와 소외층을 위한 프로그램이 제시되는 등 지역간, 계층간 문화격차를 완화하는 문화복지정책을 실시하여 왔다. 문화복지를 사회복지의 한 영역으로서 인정하고, 이에 대한 공공지원이 필요한 이유는 문화를 공공부문으로 인식하는 데에 있다. 이 점은 문화복지정책이 존립하는 전제 개념 중 하나가 된다. 복지적 차원에서 문화소외계층에게 문화예술을 공급하고 지원한다면 이는 소득재분배와 문화정체성을 형성 및 사회통합 효과를 가져 올 수 있다. 뿐만 아니라 문화적 상상력과 창의성은 국가산업의 원동력이 되기도 한다. 이런 점에서 공공 부문으로서의 문화를 인식하고 복지적 차원에서 문화에 공공 지원을 하는 것이다. 문화복지론을 구성하는 또 하나의 기본 전제 개념은 ‘문화적 권리’ 이다. 문화적 권리는 문화 접근과 참여를 통한 문화생활을 누릴 권리로서 오늘날 시민의 기본권 가운데 비교적 새로운 개념의 권리로서 인식되고 있다.
Japan, despite its marvelous economic performance, has remained a welfare laggard among advanced industrial democracies. Recently, several welfare policies were introduced, which can be interpreted as deviating from the traditional restricted welfare policy of the Japanese governments. For example, the pension reform of 2000 seem to increase the responsibility of the state in the livelihood of the general citizen. In the era of globalization, in which even the highly developed welfare states are forced to shrink their social security sector, Japan looks like being headed to the opposite direction.
This article aims to solve the puzzle those welfare policies pose to welfare state researchers. For this, this paper attempts to examine the major policies in pension and medical insurance introduced during the 2000‘s. The main argument of this article is that the recently introduced welfare policies, notwithstanding their appearance as an expansion of public sphere, is part of market-oriented neoliberal social reforms, which have remained the main feature of the Japanese social policies since the mid-1970's.
