최근 한국사회는 21세기에 대비한 국방개혁 방안을 놓고 열띤 공방을 지속해왔다. 지난해 프랑스를 국빈 방문한 노무현대통령은 프랑스 국방개혁에 대한 설명을 듣고 한국도 이를 벤치마킹하도록 지침을 내렸다. 이에 따라 국방부는 2005년 6월 국방개혁위원회를 발족시켜 국방개혁의 법제화를 추진하고 있다. 국방대학교는 2005년 7월 프랑스 국방부의 자크 루디에르(Jacques Roudiere) 사무총국장을 초빙하여 프랑스 국방개혁에 관한 강연을 들었다. 1996년부터 시작하여 13만명의 병력을 감축시키면서 징집제를 모병제로 전환한 프랑스는 이같은 개혁 내용을 법제화함으로써 엄청난 저항을 극복하고 군을 소수정예화, 경량화, 기동화시키고 국방경영의 저비용고효율 체제를 정착시키는데 성공하였다. 프랑스의 국방개혁은 창군 이래 처음으로 군을 소수정예화하려는 한국군에게 많은 시사점을 제공하고 있다. 한국군은 지난 반세기동안 수차례의 개혁을 시도하였지만 번번이 저항을 극복하지 못하고 실패하고 말았다. 프랑스의 경험을 교훈삼아 한국군이 개혁을 성공하려면 개혁내용을 법제화해야 한다. 오늘날 한국군에게 요구되는 개혁내용은 국방문민화, 소수정예화, 첨단무장화, 3군 전력의 합동성 강화, 모병제로의 점진적 전환 등이다. 이 같은 개혁을 통하여 작지만 강한 선진국형 군대로 거듭나야 한다.

There has been hot debates on defense reform in Korean society in recent years. For instance, there were tens of symposia and seminars on defense reforms organized by the Korea Institute for Defense Analysis (KIDA), the National Assembly, the Korea National Defense University (KNDU) and the Korea Research Institute for Strategy Studies (KRIS) since February 2005. When President Moo-hyun Rho visited France in December 2004, he was much impressed by a briefing on French defense reform. Soon after his return to Seoul, President Rho directed Defense Minister, Kwang-woong Yoon, to make a benchmark the French defense reform for the ROK’s military reform. So, Defense Minister Yoon launched a Defense Reform Committee in the Ministry of National Defense on June 1, 2005. As a part of Defense Minister Yoon’s campaign for defense reform, there was a special lecture on French Defense Reform by Mr Jacques Roudiere, Chief Director of the Administration Department of the French Ministry of National Defense, on 12 July 2005 in the KNDU. According to his lecture, France made a significant defense reform which is represented by cost effective defense system without additional defense budget during 1996-2002. It includes military personnel reduction, professionalisation of the military, increase women soldiers, increase civilians in the military, simplify decision-making process. It gave valuable lessons to the ROK military for defense reform. Based upon the French experience, I propose some policy suggestion for the ROK’s defense reform.
