In the 1990`s the size of the economy has been extended and the amount of material resources has been increased due to openings of our market accelerated. A new style of warehousing is required to meet the logistics of serving these new outlets. However, facing the new millenium, the warehousing is focused more on using the existing land, rather than creating practical distribution sites until now. Therefore, in this paper, we are going to suggest a reasonable development method for warehousing with surveys on the refrigerationfreezing warehouses in the metroplitan areas of Seoul, In-chum and Kyunggi provinces. Here are a reasonable development method for warehousing, based upon our research. We should, first, assure competitiveness through limiting competition among the concerned companies by strengthening the warehousing`s support conditions. We must also devise a method to improve the efficiency of land use and keep away from speculation. Second, warehousing should be located at the place of low transportation cost and good services can meet the demands of warehouse ; a mass consumption spot, a wholesale market and so on would be ideal sites. Third, a new management system for warehousing should be introduced, such as changing general logistic agency business by creating new logistic demand for storage, and add to that the need for process and transport. Fourth, unified management system will be needed to effectively monitor warehousing because warehousing and its related law system of the management are dualized. Fifth, there are two different power rates applied to a freezing warehouse ; one is industrial power rates for marine products and livestock products, and the other is general power rates for processing products. However, the power rates applied to a freezing warehouse should be a blend of both of them by industrial power rates because it is expected that the demand for fresh products will be increased. Sixth, it is essential that its modernization and advancement like automatic warehouses, and related facilities - meet special criteria because a number of the existing warehouses have deteriorated and are not ready for automation and improvement.
