본 논문은 보육생태계 현황과 문제점을 고찰하고, 향후 보육정책 및 보육행정이 나아갈 방향을 모색하고자 하였다. 구체적으로 현행 보육생태계의 주요문제점은 영유아 돌봄 접근성과 형평성 격차, 보육·보건·복지 서비스의 중복과 단절, 보육인력 구조와 보육품질 관리 체계를 둘러싼 문제, 부모의 양육시간 빈곤과 지역 불균형 문제 등이 지적되었다. 그에 따라 본 연구는 유엔아동권리협약의 ‘아동의 최상의 이익’ 원칙을 토대로 보육정책의 기본 원칙을 아동 권리, 보편성과 맞춤성, 포용과 형평, 증거 기반 등으로 설정하고, 이를 위해 아동·가족·지역 중심 서비스로의 보육행정 개선을 제안함으로써, 부모와 영유아 삶의 질 향상과 지속 가능한 출생-보육생태계 구축의 장기 비전을 제시하였다.

The present study examines the current state and issues of the childcare ecosystem and seeks to explore future directions for childcare policy and administration. The contemporary childcare ecosystem is characterized by a multitude of challenges, including disparities in access and equity for young child care, overlap and fragmentation among childcare, health, and welfare services, issues surrounding the structure of the childcare workforce and quality management systems, parental time poverty, and regional imbalances. In accordance with these principles, the study established the fundamental tenets of childcare policy, underpinned by the 'best interests of the child' principle as articulated in the UN Convention on the Rights of the Child. These tenets encompass children's rights, universality and customization, inclusion and equity, and the utilisation of evidence-based approaches. The study further proposed an enhancement in the childcare administration, with centered on the needs of children, families and communities, as well as improvement of the quality of life for parents and young children and establishment of a sustainable birth-to-childcare ecosystem.
