본 논문은 인공지능(AI)과 소형모듈원자로(SMR)의 융합이 21세기 에너지 지정학의 구조를 어떻게 재편하고 있는가를 분석한다. SMR-AI 결합은 단순한 기술혁신이 아니라, 에너지 생산·운영·통제의 지능화를 통해 권력의 공간적 분포와 기술체제의 위계질서를 근본적으로 변화시키는 요인으로 작용한다. 연구는 해양세력과 대륙세력이라는 고전적 구도를 기술지정학의 관점에서 재해석하고, 각 세력의 SMR-AI 전략을 기술체제, 거버넌스, 규범전략의 세 축으로 비교하였다. 분석 결과, 해양세력(미국·영국·일본)은 개방형 기술체제를 기반으로 국제 검증과 신뢰 가능한 AI 구축을 중시하며, 기술표준을 외교적 수단으로 활용하는 ‘개방-검증-규범수출형(Open-Validation-Normative Export)’ 모델을 형성하였다. 반면 대륙세력(중국·러시아)은 자율운전과 실증 중심의 폐쇄형 기술체제를 구축하고, 데이터 통제와 기술 자립을 핵심으로 하는 ‘폐쇄-실증-주권통제형(Closed-Proof-Sovereign Control)’ 모델을 채택하였다. 이러한 이중 구조는 SMR-AI융합이 ‘물리적 분산-디지털 집중’이라는 역설적 권력질서를 형성하고 있음을 보여준다. 결론적으로 SMR-AI 융합은 에너지·기술·데이터가 결합된 복합 권력체제의 형성을 통해 기존 해양세력-대륙세력 구도를 기술체제 경쟁의 구도로 전환시키며, 이는 향후 국제에너지 거버넌스의 재편과 규범경쟁의 심화를 촉진할 것으로 보인다.

This study examines how the convergence of Artificial Intelligence (AI) and Small Modular Reactors (SMRs) is reshaping 21st-century energy geopolitics. The SMR-AI nexus transforms the spatial distribution of power and the hierarchy of technological regimes through the intelligentization of energy production and control. Reinterpreting the classical dichotomy between maritime and continental powers through technological geopolitics, this study compares their strategies across three dimensions: technological regime, governance, and normative strategy. Maritime powers (the United States, the United Kingdom, Japan) pursue an open-validation-normative export model based on open systems and international verification, while continental powers (China, Russia) adopt a closed-proof-sovereign control model emphasizing autonomous operation and data control. This dual structure reveals a paradoxical order of “physical decentralization and digital concentration.” Ultimately, SMR-AI convergence links energy, technology, and data into a composite power system, transforming the maritime-continental divide into a competition of technological regimes and accelerating the reconfiguration of global energy governance and normative rivalries.
