연구목적 : 본 연구의 목적은 ‘디지털 환경에서 아동권리에 대한 일반논평 제25호’를 기반으로 ‘아동권리기반 디지털 역량’을 개념화하고 이를 진단하고 평가할 수 있는 ‘아동권리기반 디지털 역량 척도’를 개발하는데 있다. 방법 : 문헌고찰을 토대로 예비문항을 구성하고, 경기지역 초등학교 5학년~중학교 2학년 507명을 대상으로 자료를 수집하여 문항 분석, 탐색적 요인분석, 확인적 요인분석, 신뢰도 분석을 실시하였다. 결과 : 최종적으로 확정된 아동권리기반 디지털 역량 척도(CDCSR)는 ‘디지털 기기 이해 및 활용’(6문항), ‘디지털 정보 검색 및 활용’(8문항), ‘디지털 사생활보호’(12문항), ‘디지털 건강’(5문항), ‘디지털 의사소통 및 참여’(11문항), ‘디지털 윤리’(7문항)의 6개 하위요인으로 구성된다. 확인적 요인분석 결과 척도는 높은 모형적합도를 보였으며(CFI=.910, TLI=.920, RMSEA=.069) 신뢰도도 높은 수준이었다. 결론 : 본 연구를 통해 개발된 아동권리기반 디지털 역량 척도(CDCSR)는 디지털 환경 속에서 아동권리기반 디지털 역량 수준을 신뢰롭고 타당하게 측정할 수 있는 도구임을 확인하였다. 본 척도는 향후 디지털 환경에서 아동의 권리 증진을 위한 연구 및 정책 수립의 기초 자료로 활용될 것으로 기대된다.

Objectives: The purpose of this study is to conceptualize ‘children’s rights-based digital competencies’ based on ‘General Comment No. 25 on the rights of the child in the digital environment’ and to develop a ‘children’s rights-based digital competencies scale’ to diagnose and evaluate them. Methods: Based on a literature review, preliminary questions were developed, and data were collected from 507 elementary school fifth graders to middle school second graders in the Gyeonggi region. Item analysis, exploratory factor analysis, confirmatory factor analysis, and reliability analysis were conducted. Results: The finalized Children’s Digital Competency Scale Based on the Rights of the Child(CDCSR) consists of six subscales: “Understanding and Using Digital Devices” (6 items), “Retrieving and Using Digital Information” (8 items), “Digital Privacy” (12 items), “Digital Health” (5 items), “Digital Communication and Participation” (11 items), and “Digital Ethics” (7 items). Confirmatory factor analysis revealed that the scale exhibited high model fit (CFI=.910, TLI=.920, RMSEA=.069) and high reliability. Conclusions: The Children’s Digital Competency Scale Based on the Rights of the Child(CDCSR), developed through this study, was confirmed to be a reliable and valid tool for measuring children's rights-based digital competencies in the digital environment. It is expected that this scale will be widely utilized as a basis for exploring ways to promote the rights of all children in the digital environment, based on their best interests.
