연구 목적: 본 연구는 산업안전보건 분야의 안전관리의 관점 안전-Ⅰ(Safety-Ⅰ), 안전-Ⅱ(Safety-Ⅱ), 안전-Ⅲ(Safety-Ⅲ)의의 변화와 사례를 고찰하고 향후 Safety-Ⅲ의 접근을 위한 안전관리의 제안을 목적으로 수행되었다. 연구 방법: 안전관리의 관점에 관한 연구보고서, 국내·외학술논문, 학위논문과 기업의 사례 등을 문헌을 통하여 고찰하였다. 연구 내용: 안전관리의 관점은 기본적인 Safety-Ⅰ에서 Ⅱ의 과도기를 거쳐 Ⅲ의 사회기술 시스템 관리로 접근을 모색하고 있다. Safety-Ⅰ의 선형적 안전관리가 Ⅱ의 안전성과 효율성 증대의 사고 예방 중심으로 발전하고 Ⅲ의 통합적 시스템 안전으로의 발전을 모색하는 것이 확인되었다. 결론 및 제언: Safety-Ⅰ, Safety-Ⅱ, 그리고 Safety-Ⅲ는 상호 보완적으로 활용될 때 가장 효과적으로 작동하며, 변화하는 환경과 복잡성에 대응하기 위해서는 통합적 접근이 필수적으로 작용한다. 이를 통하여 조직은 안전성과 회복력 강화, 지속 가능한 안전 관리 체계를 구축의 핵심으로 작용할 수 있도록 적용해야 할 것이다.

This study examined the evolution and case studies of safety management perspectives in the field of occupational safety and health (OSH), including Safety-I, Safety-II, and Safety-III, and proposed safety management strategies for the future Safety-III approach. To this end, the literature reviewed included research reports, domestic and international academic papers, dissertations, and corporate case studies on Safety-I, Safety-II, and Safety-III. The safety management perspective explores a transitional approach from the basic Safety-I to Safety-II, and then to the socio-technical system management of Safety-III. The findings confirm that the linear safety management of Safety-I evolved into a focus on accident prevention and increased safety and efficiency in Safety-II, and then to the integrated system safety of Safety-III. Safety-I, Safety-II, and Safety-III are most effective when used in a complementary manner. An integrated approach is essential to respond to changing environments and complexity. Through this approach, organizations will be able to strengthen safety and resilience and establish a sustainable safety management system.
