이 연구는 트럼프(Donald Trump) 2기 행정부에서 산업정책이 어떠한 방식으로 전개될 것인지를 바이든(Joe Biden) 행정부와의 연속성과 단절 속에서 고찰하는 것을 목표로 한다. 2024년 대선에서 트럼프 공화당 대선후보는 바이든 행정부가 입법정치를 통해서 추진한 반도체와 과학법 및 IRA의 긍정적인 효과가 크지 않고 인플레이션만을 가중시켰다고 비판하였다. 따라서 트럼프-밴스 후보의 대선 승리 이후 바이든 행정부에서 시도한 산업정책이 트럼프 행정부 2기에서는 더 이상 진행되지 않을 것이라는 전망이 팽배해 있다. 이 연구에서는 트럼프 행정부 1기, 바이든 행정부, 그리고 다시 트럼프 행정부 2기에 이르기까지 정책 발전의 정치적 맥락을 정당 정치를 중심으로 분석하여 이러한 기존의 전망이 타당한지를 평가할 것이다. 이를 위해 1980년대부터 지속되어 온 산업정책 논쟁과 이것이 가져온 민주당의 분화를 분석한 뒤 미국식 산업정책이 지금과 같은 형태를 갖추게 된 정치적인 동학을 분석할 것이다.

This study aims to examine how industrial policy will unfold in the second Trump administration, considering both continuity and disruption with the Biden administration. During the 2024 presidential election, Republican candidate Donald Trump criticized the CHIPS and Science Act and the Inflation Reduction Act (IRA), which were promoted through bipartisan legislative politics by the Biden administration, arguing that they had minimal positive effects on U.S. industries while exacerbating inflation. As a result, there is widespread speculation that the industrial policies pursued under the Biden administration will no longer continue in the second Trump administration following the victory of the Trump-Vance ticket. In this study, the political context of policy development will be analyzed with a focus on partisan politics, covering the first Trump administration, the Biden administration, and the return to a second Trump administration. Through this analysis, the future of American industrial policy will be assessed. Additionally, the study will explore the context in which policy ideas regarding industrial policy have been spread within American politics, analyzing the political dynamics that have led to the current form of U.S. industrial policy.
