1990년대 이후 수십 년 동안 전 세계적으로 CCTV는 공공 및 민간 부문에서 널리 채택된 범죄예방 도구로 자리잡았다. 그러나, 범죄의 ‘예방’과 관련한 CCTV의 효과성에 대해서는 여전히 논쟁이 진행되고 있으며, 그 연구의 결과도 엇갈리고 있는 실정이다. 이 논문은 CCTV가 범죄예방에 미치는 영향에 대하여 문헌 연구 및 범죄 이론을 중심으로 분석적 시각에서 평가하되, 범죄율 저감, 법집행활동과 연관성, 범죄자의 행동, 시민의 인식, 법적 및 윤리적 고려사항 등 다양한 요인을 고려하여 CCTV의 효과성을 검토하였다.
CCTV에 대한 의존도가 증가함에 따라 그 효과를 체계적으로 평가할 수 있는 프레임워크가 필요하다. 이 연구는 CCTV의 효과성을 5개 범주의 핵심 평가요소를 통해 분석할 수 있는 개념적 프레임워크를 제안하였다. 여기에는 ① 범죄 감소 및 예방, ② 법집행 및 수사 지원, ③ 시민들의 인식 및 지역사회에 미치는 영향, ④ 법적ㆍ윤리적 고려, ⑤ 운영상의 신뢰성 및 비용 효율성의 5가지가 있고, 이를 통해 CCTV가 범죄의 통제 수단으로서 가지는 역할(효능) 및 역학 관계를 더욱 잘 이해할 수 있는 기초를 제공해 준다.
이러한 프레임워크는 CCTV 효과성에 관한 핵심 평가요소들을 상호 연결된 변수로 통합함으로써 보다 총체적인 접근 방식을 제시한다. 결론적으로, CCTV의 효과성을 평가하기 위해서는 다차원적면서도 포괄적인 방식이 필요하다. CCTV 감시를 통한 범죄예방의 효과는 특정한 환경이나 설정 방법 등에 따라 다르게 나타나므로, CCTV의 실질적인 영향력은 전략적인 배치, 다른 보안 조치/장치와의 통합, 법적ㆍ윤리적 규범이나 준거기준의 준수에 의존하는 바가 크다. 그러므로, CCTV가 범죄 통제와 공공 안전의 강화를 위한 효과적이고 효율적인 도구로서 성공적으로 활용되기 위해서는 지속적인 평가 및 개선을 위한 관심과 노력도 중요할 것이다.
Over the past decades, CCTV surveillance has become a widely adopted crime prevention tool in public and private sectors across the globe. However, its effectiveness in crime prevention remains a subject of debate, with research studies producing mixed findings. This article thus critically examines CCTV’s effectiveness in preventing crimes by evaluating its impact on crime reduction, law enforcement operations, offender’s behavior, public perception and awareness, legal and ethical implications, and other relevant factors.
The growing reliance on CCTV necessitates an evaluation framework to systematically assess its effectiveness. In this regard, this study establishes a conceptual framework that can examine CCTV’s efficacy through five key dimensions―crime reduction and prevention, law enforcement and investigative support, public perception and community impact, legal implications and ethical considerations, and operational reliability and cost efficiency―providing a foundational basis for better understanding of CCTV’s role and dynamics as a critical crime control measure. Furthermore, this framework presents a holistic approach by integrating those key factors as interconnected variables.
In sum, evaluating CCTV’s efficacy requires a multi-dimensional and comprehensive modality since the effectiveness of CCTV surveillance in crime prevention is highly context-dependent, meaning its successful implementation varies relying on the specific environment in which it is deployed. Thus, CCTV’s true impact depends upon strategic deployment, integration with complementary security measures, and adherence to legal and ethical standards. Continuous assessment and refinement are crucial to ensure that CCTV continues to serve as an effective and efficient tool for enhancing crime control and public safety.
