본 연구는 실업기간의 횡단면 정보로부터 추정한 노동시장 전이율을 바탕으로 매칭함수를 추정하는 방법론을 제시하고, 이를 이용하여 한국의 매칭함수 탄력성을 추정하였다. 이 방법론의 장점은 관측되지 않는 취업상태 구직자들의 구직노력이 구인배율에 미치는 영향을 통제할 수 있다는 점이다. 이렇게 추정한 결과, 한국의 매칭함수 탄력성 추정치는 0.48로 나타났는데, 이는 선행연구에서 추정한 한국의 매칭함수 탄력성보다 조금 낮으며, 미국 자료를 이용해 추정한 추정치와 비슷한 값이다. 추정한 매칭함수 탄력성을 이용하여 분석한 결과, 우리나라의 매칭 효율성은 경기 역행적이고 추세적 변화는 없는 것으로 나타났다. 마지막으로, 추정한 매칭함수 탄력성을 바탕으로 바람직한 노동시장 정책 방향에 대해서 논의했다.

This paper proposes a methodology to estimate the aggregate matching function in the labor market using transition flows, which are estimated from worker-side cross-sectional data. This methodology accounts for the unobserved job search behaviors of employed workers in market tightness. I estimate Korea's matching function using this methodology and find that the elasticity of the job-finding rate with respect to market tightness is 0.48. This elasticity is lower than previous estimates for Korea but comparable to findings for the United States. Based on the estimated matching function elasticity, I find that matching efficiency is counter-cyclical and exhibits no long-term trend, and I discuss desirable labor market policies.
