본 연구는 인구구조 변화 속에서 세대 간 갈등 및 형평성 문제의 핵심 요인으로 부상하고 있는 연금개혁 논의의 현재를 살펴보고, 세대 간 정의(intergenerational justice)를 위한 논의 방향을 모색하는 것을 그 목적으로 한다. 이를 위해 연금개혁 논의를 세대 담론 측면에서 검토하고, 텍스트 마이닝에 기초한 토픽모델링으로 2003년∼2023년 기간의 ‘국민연금’과 ‘세대’ 관련 기사를 분석하였다. 분석 결과, 첫째, 전문가들의 연금개혁 담론은 부분적으로 공적 연금을 넘어서는 종합적 관점에서 세대 간 정의의 가능성을 검토하고 있으나 아직 구체성이나 실현가능성이 부족하고, 둘째, 언론기사의 담론은 최근으로 올수록 세대 간 불형평과 갈등을 강조하는 재정안정성 담론이 지배적인 것으로 나타났다. 본 연구에서는 연금제도를 둘러싼 기존 논의에 대한 비판적 검토를 통해 연금개혁에서 세대 간 정의를 실현하려면 보장성과 재정안정성의 균형이 중요하며, 연금개혁 과정에서 미래세대까지를 포함한 여러 세대의 요구와 이해가 반영되어야 함을 제안하였다.

This study critically examines the current discourse on pension reform, which has emerged as a key issue in the context of intergenerational conflict and equity against a declining population. It further explores the directions of ongoing discussions aimed at achieving intergenerational justice. To this end, the study reviews debates on pension reform through the lens of generational discourse and conducts a topic modeling analysis of media articles related to “National Pension” and “Generation” between 2003 and 2023. The analysis reveals two key findings. First, while experts' discourse on pension reform engages with the issue of intergenerational justice from a broad and often theoretical perspective, it tends to lack concrete proposals and practical feasibility. Second, media discourse has increasingly focused on narratives of financial stability, highlighting concerns about intergenerational inequity and conflict. Based on these findings, this study argues that achieving intergenerational justice in pension reform requires a balanced approach that simultaneously address benefit adequacy and financial stability. Furthermore, it underscores the importance of a critical review to ensure that the diverse needs and interests of all generations - including future generations - are substantively reflected in the reform process.
