‘노동공제연합풀빵’과 ‘한국플랫폼프리랜서노동공제회’는 불안정고용 노동자를 위한 공제로 2021년 설립되었다. 이 연구의 목적은 노동자를 위한 공제조직의 등장과 성장 과정을 제도 이론 관점에서 분석하는 것이다. 새로운 조직 형태를 만들고 발전시키는 과정을 노동공제라는 제도를 형성하려는 시도로 바라보고, 이에 영향을 미치는 다양한 압력을 제도논리를 중심으로 토론했다. 또한, 이런 압력에 대응하는 행위자들의 노력을 제도실천행동이라는 개념으로 분석한다. 공제조직이 겪는 어려움을 이해하기 위해, 국내 공제조직 필드를 근거 법률을 바탕으로 분석하고, 산업주의, 관료주의, 민주주의라는 서로 다른 제도논리가 작동하는 균열 상태로 해석한다. 그리고, 민주주의를 중심논리로 하는 노동공제가 성장 과정에서 관료주의를 중심논리로 하는 정책형 공제 모델을 검토할 때 맞닥뜨리는 이슈들을 짚어 보았다. 노동공제 조직은 자조와 연대의 가치를 강조하는 공제제도를 구현한다. 그러나 이 조직에 정당성을 부여하는 것은 노동운동이기 때문에, 노동공제 조직은 민주주의 논리와 조화를 이루는 범위에서 정당성을 갖는다. 이런 제도적 압력은 노동공제 조직의 성장전략에 영향을 미칠 것으로 예상한다.

The Labor Mutual Aid Federation Poolbbang and the Korea Platform Freelancer Mutual Aid were established in 2021 as mutual aid organizations for precarious workers. The purpose of this study is to analyze the emergence and growth process of 'labor mutual aid' organizations for such workers from the perspective of institutional theory. The process of creating and developing a new organizational form is viewed as an attempt to form the institution of labor mutual aid, and the various pressures affecting it are discussed in terms of institutional logic. In addition, the efforts of actors to respond to these pressures are analyzed through the concept of institutional works. To understand the difficulties faced by mutual aid organizations, the field of mutual aid organizations in Korea is analyzed based on the underlying laws and interpreted as a fissured state where different institutional logics of industrialism, bureaucracy, and democracy operate. The research then examines the issues that labor mutuals, with democracy as the central institutional logic, face when examining policy-related mutuals, with bureaucracy as the central institutional logic, in their growth process. Mutual aid organizations implement a mutual aid institution that emphasizes the values of self-help and solidarity. However, since it is the labor movement that gives them legitimacy, they are only legitimate to the extent that they are compatible with the insitutional logic of democracy. These institutional pressures are expected to influence the growth strategies of labor mutual aid organizations.
