본 연구의 목적은 해외파병 정책 결정에 영향을 미치는 결정 요인을 추출하고, 상대적 중요도의 우선순위를 파악하여 실효성 있는 파병 정책의 방향성을 제시하는 것이다. 이를 위해 국방부, 외교부 등 정부 관련 부처 소속의 사무관 이상 공무원들을 전문가 Ⅰ그룹으로, 국제평화활동센터, 경찰청 등 UN PKO 관련 업무와 국제정책 업무를 담당한 전·현직 군인, 경찰, 학계 전문교수를 전문가 Ⅱ그룹으로 각각 선정하여 전문가 의견조사를 통해 정성적 가치 판단을 정량화할 수 있는 AHP(분석화 계층화 과정) 기법과 현재 및 미래의 중요도 수준을 비교해 미래에 더 중시되는 요인을 전략적으로 선정할 수 있는 요구분석을 하였다. 해외파병 정책 결정 요인에 대한 평가영역별 AHP 분석 결과에 의하면, 상대적인 중요도 및 우선순위는 국제협상 영역, 행위자 역할, 국내협상 영역의 순으로 나타났다. 복합가중치의 결과 값을 분석한 결과, 조사에 응한 전문가 그룹은 정책결정자(대통령), 재외국민 보호, 동맹 강화, 국제사회 기여, 외교역량 강화가 상대적으로 큰 영향을 주고 있는 것으로 인식하였다. AHP 분석에서 중·하위순위 그룹으로 인식한 요인과 요구분석에서 인식한 경제적 실익, 전략적 거점 확보, 여론은 현재보다 미래에 더욱 중시해야 할 요인으로 분석되었다.

The purpose of this study is to conduct an in-depth analysis of the factors influencing the decision-making process for overseas deployment policy. Various factors affecting deployment policy are identified and then prioritized based on their relative importance. To provide a comprehensive analysis, this study reviews diplomatic policy theories, conducts literature reviews, and examines previous cases of South Korea's overseas deployment decisions. It identifies 13 deployment policy decision factors, classifies them into three areas based on their content characteristics, and designs a measurement model. To measure the relative importance of deployment policy decision factors, the Analytic Hierarchy Process(AHP), a technique that allows the quantification of qualitative judgments, was employed. The analysis was proceeded with needs analysis, comparing the levels of importance between the present and future, thereby strategically selecting factors that will be emphasized in the future. The results of this study indicate, firstly, in terms of the AHP analysis of the evaluation areas for overseas deployment policy decision factors, the relative importance and priority were observed in the order of international negotiation, domestic actor, and domestic negotiation areas. The analysis of the results from complex weighting reveals that experts perceived that the policy decision-maker(the president), protection of overseas nationals, strengthening alliances, contributing to the international community, and enhancing diplomatic capabilities have a relatively significant impact.
