연구 목적: 본 연구의 목적은 대학의 전공별 교육 운영 성과를 종합적으로 평가할 수 있는 성과평가의 체계를 연구하는 데 있다. 연구 방법: 연구는 델파이 조사를 기반으로 하여 고등교육 전문가 11인의 집단적 의견 표명과 합의적 의견 수렴을 통하여 성과평가 체계에 대한 내용 타당도를 확보하는 방식으로 이루어졌다. 델파이 조사를 통하여 선행연구를 통해 제안된 대학의 전공 운영에 관한 평가 영역을 설정하고 평가지표 등을 정교화할 수 있었다. 연구 내용: 전공의 교육성과를 평가할 수 있는 성과평가 체계라는 면에서 초안과 시행안의 내용 타당도를 분석하고 시행안의 평가 영역, 평가지표, 평가 요소를 구체적으로 제시하였다. 이에 따라, 평가 영역은 전공 운영 계획, 전공 교육과정 운영 충실도, 전공교육 및 연구 성과, 대학 기여도, 가점 영역으로 이루어졌으며 이러한 영역에 대응하는 18가지의 지표를 개발하고 평가 요소로 구체화할 수 있었다. 결론 및 제언: 대학에서 실용적으로 적용 가능한 성과평가를 통해 고등교육의 질을 유의미하게 개선하는 데 활용할 수 있으며 향후 가이드라인 개발, 전공 간 평가 협의체 구축을 통해 이를 발전시켜 나가는 작업이 요구된다.

The aim of this study is to develop a system for performance evaluation that can holistically assess the outcomes of educational operations by major at the university. This study was conducted based on a Delphi survey, ensuring content validity of the performance evaluation system through the collective expression of opinions and consensus building among 11 higher education experts. Through the Delphi survey, it was possible to establish evaluation areas related to the operation of university majors, as proposed in previous studies, and to refine evaluation indicators. In terms of a performance evaluation system that can assess the educational outcomes of academic majors, the study analyzed the content validity of the draft plan and the implementation plan and specifically presented the ‘evaluation areas, evaluation indicators, and evaluation elements’ of the implementation plan. Accordingly, the evaluation areas consisted of major program planning, the thoroughness of major curriculum implementation, major education and research outcomes, university contributions and additional areas. In response to these areas, 18 indicators were developed and refined as evaluation elements. This evaluation system, which can be practically applied in universities, can be used to meaningfully improve the quality of higher education. Moving forward, it is essential to advance this system through the development of guidelines and the establishment of evaluation coordination bodies among academic majors.
