연구 목적: 이 연구는 장애인활동지원제도가 시행된 지 10년 동안의 법적·정책적 변화와 장애인 당사자들의 서비스 이용 전·후의 변화를 탐색한 후 이를 통해 시행 10년의 질적 성과를 분석하는데 목적을 두었다. 연구 방법: 질적 성과를 분석하기 위해 제도연구와 질적연구를 혼합해서 연구하였다. 법적·정책적 변화는 길버트와 테렐이 제시한 성과분석을 하였고, 장애인활동지원서비스 이용 기간이 10년 이상인 장애인 6명을 대상으로 초점면접조사(FGI)를 실시하였다. 연구 내용: 시간적 범위는 2011년부터 2021년까지이다. 내용적 범위는 법적·정책적 변화, 운영현황 변화, 만족도와 충분성을 포함한 질적 변화를 고찰하였다. 결론 및 제언: 법적·정책적인 변화는 전달체계에 관련된 변화가 가장 많았고, 보장성 강화, 서비스 질 개선, 재정관리 순으로 나타났다. 서비스 이용자가 증가하였고, 급여량도 확대되었다. 질적변화 측면에서는 서비스를 이용 후 사회적 역할과 가치가 부여되는 생활로의 변화 등 이 제도가 자립생활에 기여하고 있는 것으로 분석되었다.

This study objective to explore the legal and policy changes that have occurred over the 10 years since the implementation of the Disability personal assistance service, as well as the changes before and after service utilization, to analyze the qualitative outcomes of the system's operation over this decade. To analyze these qualitative outcomes, a mixed-method approach combining institutional research and qualitative research was employed. The legal and policy changes were examined using the performance analysis proposed by Gilbert and Terrell, and focus group interviews (FGI) were conducted with six individuals with disabilities who have utilized the service for more than 10 years. The temporal scope of the study spans from 2011 to 2021. The content scope considers legal and policy changes, operational status changes, and qualitative changes including satisfaction and adequacy. The research results indicate that the most significant legal and policy changes were related to the delivery system, followed by enhancements in guarantee, service quality improvements, and financial management. There has been an increase in service users, and the amount of benefits has also expanded. In terms of qualitative changes, it was analyzed that the system contributes to independent living through changes such as the enhancement of social roles and values assigned to individuals after utilizing the service.
