동해는 군사적 위협요인이 날로 증가하고 있다. 우크라이나 전쟁이후 중국의 대만에 대한 각종 위협발언이 상시화됨에 따라 파급영향으로 동해지역에도 만만치 않는 파장이 예상된다. 한국과 북한, 일본, 러시아가 연안국으로 위치함은 물론 중국도 미국과 서태평양 해양패권을 놓고 갈등하는 관계로 영향을 미치고 있다. 북한의 일본 EEZ지역 부근으로 향하는 미사일발사가 지속되고 있고 중국과 러시아의 해ㆍ공군이 합동훈련을 매년 실시하고 있다. 서태평양 및 러시아 연안항로와 연결되어 있어 북방항로의 관문역할을 하고 있으며 여기에 부상하는 중국이 북방항로의 특혜국으로 동 항로를 적극 이용하고 있고 나진ㆍ선봉지역의 항구는 물론, 블라디보스톡 항구도 자유롭게 이용하고 있다. 이런 주변정세의 영향력이 미치는 동해의 한가운데에 울릉도와 독도가 위치하고 있다. 어느 국가와도 해양분쟁이 일어날 수 있는 지역에 위치하고 있는 환경에서 울릉도ㆍ독도는 방어태세가 제대로 갖춰져 있는지를 점검해 볼 필요가 있는 것이다. 과거 병인양요, 제네럴샤먼호(The General Sherman), 거문도사건 등에서 한국의 도서가 점령당한 사례를 경험한 바 있다. 또한 21세기 들어 군사전략상 한국의 가상적국이 유사시 한반도를 위협하기 위해서는 울릉도ㆍ독도를 점령하고 울릉도ㆍ독도 주민을 인질로 하여 한국과의 각종 교섭을 유리하게 할 수 있는 가상도 가능하다. 이에 따라 본 논문에서는 최근 동해지역의 군사위협 증가요인을 보다 구체적으로 살펴보고 동해가 얼마나 이런 위협에 노출되어 있는지를 확인해 보고자 한다. 또한 동북아시아에서 주요 전략적 요충지로 알려져 있는 금문도(금문도)와 오키나와 등의 과거 방어사례를 비교하여 울릉도ㆍ독도의 현재 자체 방어태세의 문제점을 점검해보고자 한다.
In the East Sea, military threats are increasing day by day. As China's various threatening remarks against Taiwan continue after the Ukraine War, the ripple effect is expected to have a formidable impact on the East Sea. Not only are South Korea, North Korea, Japan, and Russia located as coastal countries, but China is also affecting the relationship with the United States in conflict over the maritime hegemony in the Western Pacific. North Korea's missile launches to the vicinity of Japan's EEZ region continue, and the Sea and Air Force of China and Russia conduct joint drills every year. As it is connected to the western Pacific and Russian coastal routes, it serves as a gateway to the northern route, and China, which emerges here, is actively using the route as a preferential country for the northern route, and the ports of Rajin-Sonbong District and Vladivostok is freely used. Ulleungdo and Dokdo are located in the middle of the East Sea, which is influenced by the surrounding situation. In an environment located in an area where maritime disputes can occur with any country, Ulleungdoㆍ Dokdo needs to check whether islands are properly equipped for defense. In the past, we have experienced the cases of being occupied in the Byeongin Yangyo, The General Sherman Ship, and Geomundo incidents. Additionally, in the 21st century, in order for our hypothetical adversary to threaten the Korean Peninsula in the event of an emergency, various negotiations with Korea can be advantageous by taking Ulleungdo and Dokdo residents as hostages. As a result, this paper aims to examine the factors that have increased military threats in the East Sea region in more detail and determine how exposed the East Sea is to these threats. Additionally, we would like to examine the issues with the current self-defense posture of Ulleungdo and Dokdo by comparing past defense cases of Geummun Island and Okinawa, known as major strategic locations in Northeast Asia.
