This study is to develop a meta-evaluation model and apply it to the assessment of Volunteer Centers in Seoul Metropolitan Government. I made EITOU(Environment, Input, Transformation, Output, Use) meta-evaluation model. With regard to meta-evaluation analysis, the score is 62.8, a 'Good' level. With regard to difference analysis between the evaluation groups(t-Test), there is a significant difference with p<.05 in one evaluation dimension and two evaluation indicators. Whereas, there is no significant difference between the groups participated. As for yearly analysis(ANOVA), even though there is a small difference, it is very tiny enough to disregard it. With reference to the correlation analysis on evaluation dimensions, evaluation Environment is most important factor in all dimensions. In conclusion, this study provides 2 meaningful suggestions. One is to expand the study of meta-evaluation. That is to say this is the first study at home and abroad, Not to mention Volunteer fields, but Volunteer Center sections. The other is that evaluation system is taken as circular system to upgrade evaluation.
