By the decentralization era and a variety of informational approaches, the role of civil servants education training institutions is gradually increasing. Therefore, a lot of money and time is invested for their education training. However, its effect is somewhat skeptical. Thus, this study analyzed both the correlation between the education program and its education effectiveness and the influence of educational program factors about the local government officials who have been trained in the education training institutions. As the result, I found out three important things. First, the appropriateness of the instructor selection in the curriculum is important in the emotional literacy courses as showed the highest average in the satisfaction, whereas new employee training course is the lowest average. Second, curriculum organization of the education contents showed a very high level of average in the satisfaction, in order of emotional literacy courses, work processes, the new employee training course and it is the same for the allocation of curriculum time too. Lastly, in the education environment sectors, staff kindness is ranked highest in order of emotional literacy courses, work processes, the new employee training course. Based on these analyses, I propose three major policy suggestions the diversification of the curriculum, bilateral teaching methods instead of the instructor-led and injection-oriented education, and the design of specialized courses.
