There are several appearances of obstacles and reversals which impact on the consensus-building processes. However, current researches only focuses on the factors that make effects on the causes and results of public disputes related to the government policies. Not many researchers are interested in the processes of conflict resolutions. This paper is based on the experiences of mediating 6 public conflicts with which the researcher have personally dealt. As a result, there are five findings for the obstacles - mediator, interest parties, newly structured representatives body, politics, and wrong advices by experts. Also, eight reversal factors are found - trust building between mediators and interest parties, statesmen, interest parties, power unbalance between central and local governments, consensus- building between experts who represent both interest parties, promise by the high level government decision-makers, and the government’s will and sincerity to resolve conflicts.
