The purpose of this study is to search policy dimension and item and identify preference about them to solve various problems surrounded our society. To develop policy item, it surveyed 8 experts in brainstorming and 25 experts in delphi survey, and 1,000 national people. Especially the latter, the collected data was analyzed with SPSS WIN 21.0 using t-test or ANOVA(sex, age, education, job, region, ideology, experience in volunteer-work, perception about volunteer-center). The results are as follows: First, it turned out that specific policies in dimension of constructing social safety-net were mainly higher than other policy. Second, several policy item were found significant in .05. But almost all policy items in experience in volunteer-work and perception about volunteer-center were significant. From this study, significant meanings drew a conclusion. Firstly, extensive experts(region/sector) were participated to search for volunteer-work policy to make social capital. Secondly, policy was made not internal or top but exterior or bottom related to making and proposing policy. Lastly, not only experts but citizens were participated and examined.
