This study is focusing on introducing Hegle's the Theory of Bureaucracy as the new theoretical background for groping alternative bureaucratic model at this point of time when the governance as a form of network is a new emerging paradigm for national administration. The reason why Hegel's the Theory of Bureaucracy has significance as a theoretical background for searching new bureaucratic model in the era of governance is that the paradigm of governance emphasizes trust building, autonomy and responsibility, agreement based on social capital, negotiation and mediation, partnership, responsiveness and transparency, plural and horizontal network and social agreement as principal factors for national administration and these factors are also considered as crucial elements of Hegel's Theory of Bureaucracy. These characteristics emphasizing in the Hegel's Theory of Bureaucracy as well as in the governance model are the main reasons why Hegel's Theory of Bureaucracy should be considered a new theoretical background for groping alternative bureaucratic model in the era of governance. Hegel's Theory of Bureaucracy can provide useful implications for making appropriate bureaucratic model in the era of governance.
