지방정부 신뢰가 시민참여에 미치는 직접적 영향관계 분석에 초점을 둔 기존 연구를 확장하여, 지방정부 신뢰가 시민참여 의향에 미치는 효과가 공동체의식에 따라 어떻게 달라지는 지 실증 분석하였다. 분석결과, 지방정부에 대한 신뢰는 선거적 참여, 정부주도적 참여, 시민주도적 참여 가운데 시민주도적 참여와 통계적으로 유의미한 부(-)의 영향관계를 나타냈다. 그리고 공동체의식은 시민참여에 유의미한 정(+)의 관계를 가지는 것으로 나타났으며, 정부에 대한 낮은 신뢰가 시민참여에 미치는 부정적 효과를 완화시키는 조절효과를 나타냈다. 이러한 결과를 토대로 본 연구는 시민참여의 확대를 위해 지방정부차원에서 시민주도적 참여 유도 및 공동체의식을 증진할 수 있는 제도적 인센티브 제공을 정책적 제언으로 제시하였다.

The purpose of this study is to analyze the effect of local government trust on the citizens’intention to participate, and examines the moderating role of sense of community in the relationship between local government trust and citizen participation. Through analyzing citizen survey responses, this study found that local government trust has a negative relationship with citizen-led participation, such as Internet bulletin board, window for civil petition, civil suggestion. Also the sense of community mitigates negative effect of low level of local government trust on the intention of citizen participation. Based on these results, this study suggested policy incentives to induce citizen-led participation and encourage the sense of community for promoting citizen participation.
